Call To Order: 3:10 p.m

  1. Clear Channel Outdoor Fixed Pedastal News Racks-Phase 3

    Brit Wardlow, Transit Supervisor stated that she was seeking a phase 3 approval. She explained that the phase 1 and 2 approvals were given sometime in late 1999 early 2000. Ms. Wardlow explained that she was not involved in the project at that time.

    Commissioner Gatti opened the floor to public comment.

    Commissioner Gatti asked if the design of the news racks had changed since the previous reviews. He also asked specifically about the coin collections mechanism. Mr. Gatti also asked for clarification of the advertising element.

    Ms. Wardlow explained that the design had not changed from the previously approved design. The coin collection element had not changed from the approved design. Ms. Wardlow explained that there would be one illuminated advertisement at the back of the news rack.

    Commissioner Freebairn-Smith asked how many of these news racks were being installed. He also asked for clarification regarding the target audience for the advertisements in terms of physical position.

    Ms. Wardlow explained that the advertisements were directed at pedestrians however where aligned to be visible by drivers passing by. She stated that the original contract with DPW was for 500 news racks. The initial installation phase will be about 120 primarily located in the financial district.

    Commissioner Meyer asked if there was a material sample available for review.

    Ms. Wardlow presented a painted sample to the commission.

    Commissioner Gatti asked about maintenance.

    Ms. Wardlow stated the Clear Channel would be responsible for maintenance. The current schedule would be 1-2 times per week.

  2. Golden Gate Park Concourse Authority Underground Parking Facility-Phase 2 & 3

    Michael Ellzey, Executive Director, Golden Gate Park Concourse Authority stated that the they were seeking a phase 2 and 3 approval. Mr. Ellzey reviewed the scope of the project and city approval history. He introduced Geoff Adams, Associate Partner, Gordon H. Chong & Partners, to present the design.

    Mr. Adams stated that at the last Civic Design meeting there were three issue that the committee wanted the design team to address: more descriptive drawings of the size and location of the garage vent shafts; more developed design for the guardrails above the garage auto and pedestrian entries; exterior signage design. Mr. Adams presented drawings depicting the construction and placement of the vent shafts. He explained that the sites for the vent shafts were chosen to minimize their presence. He stated that the vents were wrapped in steel mesh that would allow vines to grow around the shaft to further conceal their presence. Mr. Adams presented detailed drawings of the guardrail design including materials samples. Mr. Adams explained that most of the signage for the garage would be interior way finding systems. He stated that any exterior signage would conform to the graphics masterplan outlined by the Recreation and Parks Department.

    Commissioner Meyer stated that he was concerned that the form presented for the guardrails might have some fabrication issues. The curvilinear form would require very low manufacturing tolerances so that it would look the same as presented.

    Commissioner Cochran stated that she liked the design and didn’t feel fabrication would be an issue. She also commented that there doesn’t seem to be enough depth of soil at the guardrail above the pedestrian entry. She recommended a solid curb instead.

    Mr. Adams stated that most of the pieces would be prefabricated at the shop to insure the highest level of quality. Mr. Adams said that a solid curb was a good suggestion and they would explore that option.

    Commissioner Freebairn- Smith asked for more clarification on the exterior graphics strategy.

    Mr. Adams stated that the Recreation and Parks Department had hired a graphics consultant to develop graphics systems for the entire park.  Exterior signage to the garage would conform to any standards developed by the consultant team.
