  2. Public Comment
    Paula Datesh submitted the following written statement.
     
    “Once again I was in the SF Superior court over John Tunui harassing me in the financial district. This is the second time he was reprimanded by Judge Dorfman. It would appear in his verbose filings that he believes he works for the SFAC and is a civil servant. Tunui is neither. I do not know this man and AGAIN ask that the Commissioners get this to stop.
     
    “All of the Street Artist spaces on Stockton Street are closed this holiday season. This issue was never agenized on any SFAC calendar and there was no opportunity given to speak under public comment. Once again, this was a controlled move on the part of Howard Lazar to deny permit holders input into their program. There are 15 downtown spaces for 432 active permits.
     
    “Black Friday was the usual nightmare. SFPD responded to numerous calls regarding Street Artists set up in front of the Westfield Shopping Center and asked why the SFAC is not out monitoring. 3/4 of the work shown in the street is mass produced imported merchandise and Lazar has not responded to either the Union Square BID or local merchants.
     
    “While San Francisco may be a sanctuary city for Artists from other states and countries. The Street Artist program is a dysfunctional entity. The fact that Howard Lazar has another full time job as a janitor; never had training in the arts and had the same job for 42 years speaks to the need for change. That Program will never attract Artists of any skill or caliber with Lazar at the controls.”

  3. Approval of Minutes
     
    Public Comment:
    Ms. Datesh said that the draft minutes were not properly labeled as drafts.

  4. Director’s Report
    Mr. DeCaigny provided general program updates. On November 13, 2014, the SFAC Galleries opened the Kirk Crippens photography exhibition, The Point, which focuses on the Bayview Hunter’s Point community. Supervisors Breed and Cohen attended the event, and Mary Booker performed two spoken word pieces. Mr. DeCaigny explained that the show is installed on the ground floor of City Hall, with banners hung in the North Light Court. He added that this is part of the Commission’s Cultural Equity goals to represent all neighborhoods in City Hall exhibitions.
     
    Mr. DeCaigny also reported on an exhibition by Matthew Gottschalk in the Galleries’ Grove Street space, focused on San Francisco’s rapidly changing skyline; the opening is scheduled for December 16.
     
    Finally, Mr. DeCaigny reported on the private memorial held at the new public safety building commemorating San Francisco’s fallen officers. He described the artwork by Shimon Attie at the site, which uses light, shadow and text. He reported that Police Chief Greg Suhr, family members and the artist attended the very moving ceremony; the public dedication of the building is scheduled for January. Commissioner Beltran thanked Public Art Program Director Susan Pontious for her work, and mentioned the challenge of installing the piece.
     
    Mr. DeCaigny reviewed upcoming grants and panels, and discussed his participation in the Learning Circle with Northern California Grantmakers with Moy Eng and Tom David. Mr. DeCaigny updated the Commission on the implementation of the nonprofit displacement request for proposals, which closed in November. There were twenty-one applicants, many with immediate need. He added that the panel to review their proposals will be held in January.
     
    Public Comment:
    Ms. Datesh reiterated her comment on the minutes, and was troubled by the choice of Jewelle Gomez as a potential panelist.

  5. Consent Calendar
    Commissioner Ordeñana recused himself from discussion of agenda item number 6, regarding Cultural Equity Grants, because one of the grantees, Queer Cultural Center, rents space from his employer, the Lesbian Gay Bisexual Transgender Community Center. Commissioner Shelby recused himself from discussion of items 23 and 24, regarding Cultural Equity Initiatives grants, because he has recently performed with grantee Melody of China, and is currently working on projects with grantees Golden Thread and African American Shakespeare Company.
     
    Commissioner Ordeñana left the room, and President Beltran called for consideration of the following item. There was no public comment, and the motion was unanimously approved as follows, with the recusal of Commissioner Ordeñana.
     
    RESOLUTION NO. 1201-14-298: Motion to approve recommendations to award eleven grants totaling $271,050 in the 2014-2015 cycle of Cultural Equity Initiatives Level One grants to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for the amounts listed:
    Dance Brigade, $25,000
    San Francisco Mime Troupe, $25,000
    Queer Cultural Center, $25,000
    3rd i South Asian Independent Film Festival, $25,000
    Radar Productions, $25,000
    Kulintang Arts Inc., $25,000

    Commissioner Ordeñana returned to the meeting room following the vote, and Commissioner Shelby left the room for consideration of the following items. There was no public comment, and the motions were unanimously approved as follows, with the recusal of Commissioner Shelby.
     
    RESOLUTION NO. 1201-14-315: Motion to approve recommendation to award Melody of China, Inc. a grant in the 2014-2015 cycle of Cultural Equity Initiatives Level One, and to authorize the Director of Cultural Affairs to enter into grant agreement for $25,000.
     
    RESOLUTION NO. 1201-14-316: Motion to approve recommendations to award three grants totaling $300,000 in the 2014-2015 cycle of Cultural Equity Initiatives Level Two grants to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for the amounts listed:
    Brava Theater Center/Brava! For Women in the Arts, $100,000
    Golden Thread Productions, $100,000
    African American Shakespeare Company, $100,000
     
    Commissioner Shelby returned to the meeting room following the vote, and President Beltran called for a vote on the remainder of the Consent Calendar.
     
    There was no public comment on the remainder of the Consent Calendar, and it was unanimously approved as follows.

      Civic Design Review Committee Recommendations (November 17, 2014)
    7. RESOLUTION NO. 1201-14-300: Motion to approve Phase 1 landscaping of the Westside Recycled Water Treatment Plant project.
       
    8. RESOLUTION NO. 1201-14-301: Motion to approve Phase 1 of the Golden Gate Recycled Water Pump Station and Reservoir project, contingent upon simplifying the design by (1) not wrapping the barrier wall around the third side of the building; (2) making the gap wall with the transformer a part of the new structure as a singular element.
       
    9. RESOLUTION NO. 1201-14-302: Motion to approve Phase 2 of the Alameda Creek Watershed Center in Sunol project.
       
    10. RESOLUTION NO. 1201-14-303: Motion to approve the following mission statement for the Civic Design Review Program: “The mission of Civic Design Review is to ensure that any capital project improves the public realm, respects the natural environment and serves the best interests of the public.”
       
      Visual Arts Committee Recommendations (November 19, 2014)
    11. RESOLUTION NO. 1201-14-304: Motion to approve the mural Wellness, Recovery, Health by lead artist Susan Cervantes, in collaboration with Yukako Ezoe Onodera and Elaine Chu, for the 7th Floor Psychiatric Patio at San Francisco General Hospital, 1001 Portrero Avenue. The proposed mural consists of three panels; each is 10 feet by 15 feet. The project is sponsored with a Hearts Grant from the San Francisco General Hospital Foundation.
       
    12. RESOLUTION NO. 1201-14-305: Motion to authorize the Director of Cultural Affairs to increase the agreement with WOWHAUS from $15,000 to $70,000, to add to the scope of work Fabrication, Transportation and Consultation during Installation for an artwork at Unity Plaza.
       
    13. RESOLUTION NO. 1201-14-306: Motion to authorize the Director of Cultural Affairs to enter into contract with Magna Chrome in an amount not to exceed $284,720 for the fabrication of artwork reproductions for General Hospital Acute Care Building.
       
    14. RESOLUTION NO. 1201-14-307: Motion to increase the artist licensing agreement fee for reproduction of artworks for display at General Hospital Acute Care Building (approved by the Commission under Resolution No. 0303-14-083) from $1,000 to up to $1,900, which includes an allowance of up to $400 per artist for reimbursable expenses:

    15. RESOLUTION NO. 1201-14-308: Motion to approve revised conceptual designs for two artworks by Mark Brest van Kempen for the Alameda Creek Watershed Center.
       
    16. RESOLUTION NO. 1201-14-309: Motion to increase Mark Brest van Kempen’s contract for two artworks at the Alameda Creek Watershed Center by $63,000, from $12,000 to $75,000, for completion of design development and construction documents.
       
    17. RESOLUTION NO. 1201-14-310: Motion to approve the artwork titled Spiral of Gratitude, 2014 by Shimon Attie (aka Scott Attie, Attie Art Projects) with Vale Bruck, as installed in the lobby of the Public Safety Building.
       
    18. RESOLUTION NO. 1201-14-311: Motion to approve the artwork titled First Responder Plaza, 2014 by Paul Kos, as installed in the south plaza of the Public Safety Building.
       
    19. RESOLUTION NO. 1201-14-312: Motion to rescind Resolution No. 0908-14-220, (Motion to authorize the Director of Cultural Affairs to enter into contract with Paulson Bott Press for an amount not to exceed $74,000 for fabrication of the approved design by Louisiana Bendolph for an artwork at San Francisco International Airport, Terminal 3).
       
    20. RESOLUTION NO. 1201-14-313: Motion to rescind Resolution No. 0908-14-221, (Motion to authorize the Director of Cultural Affairs to enter into a licensing agreement with Louisiana Bendolph for an amount not to exceed $4,000 for an artwork at San Francisco International Airport, Terminal 3).
       
    21. RESOLUTION NO. 1201-14-314: Motion to authorize the Director of Cultural Affairs to enter into contract with Paulson Bott Press for an amount not to exceed $83,500 for artist fees for Louisiana Bendolph and other expenses pertaining to the design, fabrication, transportation and installation of the artwork, New Generation, by Louisiana Bendolph at San Francisco International Airport, Terminal 3.
       
      Executive Committee Recommendations (November 24, 2014)
    22. RESOLUTION NO. 1201-14-317: Motion to authorize the Director of Cultural Affairs to enter into grant agreements with the following organizations in the amounts listed, based on additional secured funding from new sources (the California Arts Council, the National Endowment for the Arts and Office of Economic and Workforce Development funds for the Calle 24 Latino Cultural District):

  6. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported the Committee met and approved the grants listed above, with additional secured funding from the listed sources.
         
        There was no public comment.
         
    2. Civic Design Review Committee—Cass Calder Smith, Chair
      1. Commissioner Stryker reported that the Committee reviewed revised draft guidelines, which are distributed to departments presenting projects to the Committee to help them understand what is required. The Committee also approved the mission statement. Commissioner Stryker reported that the Committee also reviewed the beautiful Alameda Creek Watershed Center in Sunol. The Committee praised the work of the designers, integrating art, landscape and architecture, including the historic Willis Pope water temple.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that, following November’s Collection report, the Committee discussed the agency’s policies on loans, deaccessioning, maintenance and budgeting. She reported that staff will present priorities for the limited budget.
         
        There was no public comment.
         
    4. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Shelby reported that the Committee reviewed the progress of maintenance and upgrades for the Cultural Centers, including extensive work at Bayview Opera House. The Committee also met ACLS Public Fellow Anh Thang Dao-Shah, whose work is designed to help the Arts Commission become more data-driven.
         
        There was no public comment.
         
  7. New Business and Announcements
    Mr. DeCaigny reported that he had received a request to change the meeting time of the full Commission from 3:00 p.m. to 2:00 p.m. He requested that the Commission Secretary notify the Commission whether the meeting room would be available at this time for meetings beginning in February, 2015.
     
    He also reported that the Mayor’s budget instructions for FY 2016-2017 would be distributed on Thursday, December 4.

    There being no further business, the meeting was adjourned at 3:40 p.m.
