  2. Public Comment
    Paula Datesh said that it was terrible there were no audio recordings of Commission meetings from 1932 to 2012, and that Executive Committee meetings had not been posted for ten years. She referred to the Sunshine Ordinance Task Force and to a recent CBS article on the Arts Commission’s budget, and said the agency’s priorities were misplaced.
     
    Richard Rothman praised the work of Arts Commission staff (including Public Art and Collections Senior Registrar Allison Cummings) and conservator Anne Rosenthal and ARG in restoring the Coit Tower murals. He urged everyone to see them, and said that he hoped the procedure could be changed so that people standing in line wouldn’t block the murals. He added that Coit Tower, the Mother’s Building at the San Francisco Zoo and the Beach Chalet weren’t originally designed for murals.
     
    President Beltran echoed the praise for Ms. Cummings and for the murals. There was no further public comment.
     
  3. Approval of Minutes
    Public Comment:
    Ms. Datesh said that these minutes, as well as the Committee minutes, were posted before receiving approval from the full Commission, and should have been posted as drafts. She said there was not much in the Library’s Government Documents section, and she criticized minutes of the Street Artists Committee.
     
    There was no further public comment, and the minutes were unanimously approved as follows.

  4. Director’s Report
    Mr. DeCaigny announced that Cultural Equity Grants Interim Program Director Lucy Lin was leaving to pursue graduate studies, and he thanked her for seven years of service. President Beltran added that she had heard many positive remarks from artists about the work she has done in the program.
     
    Mr. DeCaigny said that interviews for the vacant position were underway. He announced three new people starting at the Arts Commission in the next few weeks: American Council of Learned Societies (“ACLS”) Fellow Anh Thang Dao-Shah; WritersCorps Program Associate Gisela Insuaste, and Arts Education Program Officer Liz Ozol.
     
    He reported on the dedication of the Arelious Walker staircase in the Bayview; Supervisors Cohen and Weiner and other officials attended. Mr. DeCaigny praised the work of Public Art Program staff, including Project Manager Mary Chou, and Program Officer Tyra Fennell, who helped to coordinate the celebration.
     
    Mr. DeCaigny also reported on press coverage of the Galleries show El Valle/The Valley, noting a story in El Tecolote, thanks to distributing press releases in Spanish as well as English.
     
    He reported that a Request for Proposals has been issued for one or more intermediary organizations to mitigate nonprofit displacement. In response to Commissioners’ questions, he reviewed the list of City partners, the goals of the program, the funding amounts, the selection process and the timeline in detail.
     
    Mr. DeCaigny announced that the August 4 meeting of the full Commission would be cancelled, due to summer travel schedules.
     
    He invited Deputy Director Rebekah Krell to discuss the budget as approved by the Board of Supervisors. She presented a budget summary, noting the differences between what the Commission initially proposed and what was ultimately approved.
     
    The Commission reviewed the budget; Commissioner Keehn remarked on the importance of information technology and website upgrades. In response to Commissioners’ questions, Mr. DeCaigny explained that fixtures, furniture and equipment (“FFE”) budgeted for the Commission’s move into the War Memorial in 2015 are standard under the City’s contracts for the building, in parity with other City departments, and take into account ergonomic requirements and best value for the money. He added that the reason there is more furniture requested than there are staff positions is the agency’s efficient use of interns and fellows (who need someplace to sit) rather than increasing staff positions to accommodate a rising workload.
     
    Commissioner Collins left the meeting at 2:40 p.m.

  5. Consent Calendar
    Commissioner Ordeñana recused himself from discussion of items 5, 7, 17 and 18 (regarding Cultural Center advances, AT&T antenna placement, Cultural Center budgets and panelists). He explained that items 5 and 17 have to do with the Queer Cultural Center, and his employer, the San Francisco Lesbian Gay Bisexual Transgender Center (“SFLGBT Center”), rents space to the Queer Cultural Center; item 7 has to do with AT&T, which is a funder of the SFLGBT Center; and item 18 includes Allison Sparks, who serves on the board of directors of the SFLGBT Center. Vice President Schnair added for the public record that another panelist in item 18, Elizabeth Brodersen, is on the staff of the American Conservatory Theater, and Vice President Schnair sits on the board of that organization.
     
    Commissioner Ordeñana left the room at 2:45 p.m. President Beltran called for public comment on the following items; there was none, and the items were approved unanimously with the recusal of Commissioner Ordeñana, as follows.
     
    RESOLUTION NO. 0714-14-172: Motion to authorize advances to the following Cultural Centers for FY2014-2015 based on the prior year’s total grant allocation and pending approval of the City budget, in the following amounts:
    African American Art and Culture Complex (“AAACC”) $153,589 (including $128,501 to AAACC and $25,058 to Queer Cultural Center as sub-grantee of AAACC) Bayview Opera House, $80,784
    Mission Cultural Center for Latino Arts, $135,546
    SOMArts Cultural Center, $176,528 (including $151,470 to SOMArts Cultural Center and $25,058 to Asian Pacific Islander Cultural Center as sub-grantee of SOMArts Cultural Center)
     
    RESOLUTION NO. 0714-14-174: Motion to approve Phase 3 of the North Beach Police Station and Parking Garage at 766 Vallejo Street for AT&T Antenna Attachments.
     
    RESOLUTION NO. 0714-14-184: Motion to approve the proposed FY2014-2015 Management and Programming Plan and Budget for Queer Cultural Center (“QCC”) for an amount not to exceed $100,231. QCC will be named as a sub-grantee in the grant agreement to the African American Art and Culture Complex.

RESOLUTION NO. 0714-14-179: Motion to approve the purchase of the artwork, Ocean Voices III, 2013 by Ursula von Rydingsvard in the amount of $450,000 plus applicable sales tax from Galerie Lelong, New York, for the San Francisco International Airport: Terminal 3, Sculpture Opportunity, as recommended by the San Francisco International Airport Three-Dimensional Selection Panel, and as approved by the Airport Commission.

RESOLUTION NO. 0714-14-182: Motion to authorize the use of the west façade of the Civic Auditorium as a site for a permanent public art installation with an approximate budget of $1 million from Public Art Trust proceeds generated by the Emerald Fund from developments at 101 Polk Street and at 100 Van Ness and to authorize staff to proceed with the development of a Request for Qualifications, selection panel and artist selection process.

  6. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee held a brief meeting, reviewing only two projects: roof antennas for Verizon and AT&T cell service, and a water treatment plant at Oceanside. She added that the Committee also had a report on design guideline revisions.
         
        There was no public comment.
         
    2. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Melania reported that the Committee approved several items, including several panelists and the Queer Cultural Center’s Management and Programming Plan and Budget. She explained that Cultural Centers will now be submitting these plans on a rolling basis. She added that the Committee was sad to bid farewell to Ms. Lin, and wished her the best.
         
        Mr. DeCaigny announced the August 1 grant application deadline for Cultural Equity Initiatives, Levels 1 and 2, and Individual Artists Commissions. He reported that Cultural Equity Grants staff had done a number of application workshops, all of them completely booked. He added that guidelines for other grants will be published in mid-August, and posted on the Arts Commission’s website. President Beltran added that artists have told her the technical assistance and portfolio review from staff was really helpful.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that a great new artwork by Jovi Schnell has been dedicated at the SOMA West Skate Park.
         
        She reported that the Committee discussed the first project to be funded by the Public Art Trust. Mr. DeCaigny added that everyone involved will be learning as these first projects are implemented, and staff will continue to solicit feedback to help refine and clarify the process. The Commission briefly discussed the implications of citing Public Art Trust artworks on City property or on a third party’s private property, and affirmed the value of maintaining the Arts Commission’s jurisdiction over the process. Mr. DeCaigny agreed, and added that staff was working on developing a clear template for developer agreements related to contributions to the Public Art Trust.
         
        There was no public comment.
         
  7. Measuring Impact Report
    At the request of Mr. DeCaigny, Ms. Krell presented the research completed by University of California, Berkeley graduate student Shirin Panahandeh. Ms. Krell explained that she was making the presentation because Ms. Panahandeh had done this work as her thesis project in the spring, and she has now graduated and left the area. Ms. Krell added that this would provide a great basis for the work of the ACLS fellow coming to the agency this month.
     
    Ms. Krell reviewed the report, and the logic model it used. Mr. DeCaigny requested comments from Commissioners and the public, noting that there is not much literature on how a governmental arts agency measures its outcomes and evaluates success, so the Arts Commission is poised to break ground in this area.
     
    Commissioners commented on possible resources from tourism and visitors bureaus, documenting the role of public art in raising revenue; they cited Anish Kapoor’s Cloud Gate in Chicago as one example. They also discussed the impact of the arts on public spaces, on educating people, on cultural tourism, on economic development. They mentioned the biennial Arts and Economic Impact study conducted by Americans for the Arts.
     
    Commissioner Frankel left the meeting at 3:15 p.m.
     
    The Commission continued its discussion, pointing out the importance of public-private partnerships, and educating businesses on the benefits of supporting the arts. They also discussed crime reduction and arts education.
     
    Mr. DeCaigny asked about critical stakeholders, and proposed surveying current grantees on their experience with the grant process.
     
    Commissioners proposed surveying who else might be doing this kind of evaluation, and discussed a shift in evaluation from simply reporting numbers served to documenting the comprehensive impact of the Arts Commission’s investments in the community.

  8. New Business and Announcements
    Commissioner Shelby announced an event on Thursday, July 17, at Yerba Buena Center for the Arts, the culmination of a yearlong project with MacArthur Award-winner Anna Deavere Smith on the “school-to-prison pipeline.” He and other Commissioners praised her accomplishments.

  9. Adjournment
    President Beltran noted with sadness the recent passing of two friends of the Arts Commission: Over the course of his career, Anthony Turney worked with the National Endowment for the Arts, the Dance Theater of Harlem, the San Francisco Opera, the Names Project, and ultimately, with Grace Cathedral. He served for a time in 1996 on the Arts Commission.
     
    June Dunn Gutfleisch was an early director of the Neighborhood Arts Program, predecessor of the Arts Commission’s Community Arts and Education Program. She started a similar program in San Diego, and later led the California Confederation of the Arts. She ultimately returned to San Francisco, working for then-Supervisor Sue Bierman and later for City Attorney Louise Renne.
     
    There being no further business, the meeting was adjourned at 3:44 p.m. in memory of Anthony Turney and June Dunn Gutfleisch.
