  3. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 1006-14-228: Motion to approve September 8, 2014 Minutes.
     
  4. President’s Report
    President Beltran reported that Leo Chow has had to resign from the Commission because of his promotion to partner at Skidmore, Owings and Merrill. Because the firm has major contracts with the City, this constitutes a conflict of interest, according to the Ethics Commission.
     
    President Beltran named Commissioners Ordeñana (Chair), Frankel and Shiota to the Nominating Committee, which will meet in late October; the agenda will be posted once the date is confirmed. She added that elections will be held at the November meeting of the full Commission, in accordance with the bylaws.
     
    Finally, she reported that the Mayor has requested annual performance evaluations for department heads, and the Executive Committee will conduct its review of the Director of Cultural Affairs at its October meeting. Because this is a personnel matter, the review will be held in closed session. The Committee will seek input from staff and the public as well as Commissioners before submitting its review to the Mayor at the end of October.
     
  5. Director’s Report
    Mr. DeCaigny reported on the Veterans Memorial, which will be dedicated on Friday, October 10, at the War Memorial Veterans Building. He announced the Galleries’ annual event, Passport, to be held on October 26 along the 24th Street corridor in the Mission, or Calle 24, with the cooperation of the Mayor’s Office of Economic and Workforce Development and several local merchants. He explained that passport books are available on the Arts Commission’s website or at the Arts Commission’s offices for $25, and that participants can collect artist-designed stamps on October 26, with an after-party at Galería de la Raza.
     
    Mr. DeCaigny reported that he has been invited by the California Arts Council to represent San Francisco in a California cultural delegation to China later this month.
     
    He reported that Americans for the Arts has confirmed the Hilton Union Square for its 2017 national convention in San Francisco, and that he is working on developing a memorandum of understanding with Americans for the Arts to confirm the City’s obligations as host.
     
    On the question of nonprofit displacement, Mr. DeCaigny reported that the Northern California Community Loan Fund, which was selected to administer the funds authorized by the Board of Supervisors to address displacement of nonprofit organizations, has begun developing guidelines for a Request for Proposals to be released in the next two weeks.

  6. Consent Calendar
    President Beltran severed agenda item 6 (regarding the African American Art and Culture Complex, “AAACC” and the Queer Cultural Center, “QCC”) and agenda item 26 (regarding the Moscone Expansion Exterior Artworks plan) for separate consideration. Commissioner Ordeñana recused himself from discussion on the AAACC item because his employer, the San Francisco Lesbian Gay Bisexual Transgender Center (“SFLGBT Center”), rents space to QCC. President Beltran recused herself from discussion on the Moscone Expansion item because she was commissioned by the Yerba Buena Community Benefit District to create the public art plan.
     
    Commissioner Ordeñana left the room, and President Beltran called for consideration of the following item. There was no public comment, and the motion was unanimously approved as follows, with the recusal of Commissioner Ordeñana.
     
    RESOLUTION NO. 1006-14-235: Motion to approve the proposed FY2014-2015 Management and Programming Plan and Budget for African American Art and Culture Complex (“AAACC”) for an amount not to exceed $623,165: $521,477 to AAACC, and $101,688 to sub-grantee Queer Cultural Center (“QCC”) pending budget revisions from QCC.
     
    Commissioner Ordeñana returned to the meeting room following the vote. President Beltran left the room, and Vice President Schnair called for consideration of the following item. There was no public comment, and the motion was unanimously approved as follows, with the recusal of President Beltran.
     
    RESOLUTION NO. 1006-14-255: Motion to approve the Moscone Expansion: Exterior Artworks Project Outline.
     
    President Beltran returned to the meeting room following the vote.

    7. RESOLUTION NO. 1006-14-237: Motion to approve the proposed FY2014-2015 Management and Programming Plan and Budget for Mission Cultural Center for Latino Arts for an amount not to exceed $550,067.

      Street Artists Committee Recommendations (September 10, 2014)
    9. RESOLUTION NO. 1006-14-239: Motion to approve proposal of Program Director to relocate street artist selling space B-00 a distance of eleven feet eastward from B-0 on Beach Street.
       
      Visual Arts Committee Recommendations (September 17, 2014)
    10. RESOLUTION NO. 1006-14-240: Motion to approve the destruction of Carlos Loarca’s painted mural, Untitled, 1979, sited at the Mission Cultural Center for Latino Arts’ second floor gallery located at 2868 Mission Street in San Francisco. The mural is scheduled for demolition during the renovation of the second floor gallery, following the expiration of a 90-day notice period in which the artist or a party authorized by the artist is given opportunity to remove and relocate the artwork.
       
    11. RESOLUTION NO. 1006-14-241: Motion to approve the mural design, Shades, by Anthony Kraus, to be painted on a mural site located at 1157 Post Street. The mural is a project of the Arts Commission’s StreetSmARTS Program, funded by the Department of Public Works.
       
    12. RESOLUTION NO. 1006-14-242: Motion to approve artist honoraria payments in the amount of $2,000 each to Michael Arcega, Matthew Gottschalk, Elisabeth Higgins O’Connor and Jeremy Mende, for new commissioned installations in Fiscal Year 2014-2015 at the SFAC Galleries Window Installation Site.
       
    13. RESOLUTION NO. 1006-14-243: Motion to approve an honorarium payment in the amount of $5,500 to Kevin Chen for his curatorial work on upcoming SFAC Galleries exhibitions at City Hall and the Grove Street Window Installation Site. Exhibitions supported by this curatorial honorarium include, but are not limited to: Pirkle Jones 1938–1993 (City Hall); Michael Arcega, Baby (Medium for Intercultural Navigation) (Grove Street); Roger Erickson, Normal (City Hall); and Matthew Gottschalk, New Installation (Grove Street).
       
    14. RESOLUTION NO. 1006-14-244: Motion to approve the Public Utilities Commission Storm Drain Murals Pilot Program Outline.
       
    15. RESOLUTION NO. 1006-14-245: Motion to approve revised conceptual proposal by Dennis Scott Oliver for the Masonic Avenue Streetscape Improvement Project.
       
    16. RESOLUTION NO. 1006-14-246: Motion to approve the following artists for the Central Subway: Construction Barricade Temporary Public Art Projects, as recommended by the Artist Selection Panel: Maria Park for Chinatown Station, and Jason Jägel for Yerba Buena/Moscone Station.
       
    17. RESOLUTION NO. 1006-14-247: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Maria Park for an amount not to exceed $25,000 to design artwork imagery and create production files for the Central Subway: Construction Barricade Temporary Public Art Project for Chinatown Station, which will be on display for one year from approximately early 2015 through early 2016.
       
    18. RESOLUTION NO. 1006-14-248: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Jason Jägel for an amount not to exceed $25,000 to design artwork imagery and create production files for the Central Subway: Construction Barricade Temporary Public Art Project for Yerba Buena/Moscone Station, which will be on display for one year from approximately mid-2015 through mid-2016.
       
    19. RESOLUTION NO. 1006-14-249: Motion to approve the mock-up showing the background elements for a mosaic artwork by Jetro Martinez for the General Hospital Acute Care Building: Emergency Department.
       
    20. RESOLUTION NO. 1006-14-250: Motion to approve Nancy Blum’s final design for art glass for the fifth floor of the General Hospital Acute Care Building.
       
    21. RESOLUTION NO. 1006-14-251: Motion to approve the Guidelines for Temporary Art Installations in Civic Center dated August 8, 2014.
       
    22. RESOLUTION NO. 1006-14-252: Motion to approve the final poster designs for Ranu Mukherjee’s 2014-2015 Art on Market Street Kiosk Poster Series, Wild Spicy Growing Gritty Spirited Transmission, on view December 22, 2014–March 28, 2015, pending final editing of poster text by Arts Commission staff.
       
    23. RESOLUTION NO. 1006-14-253: Motion to approve the long-term loan of Keith Haring’s artwork Untitled (Three Dancing Figures),1989, a large-scale enamel on aluminum sculpture, approximately 10 feet by 12 feet by 18 feet. (San Francisco Arts Commission Accession Number 2001.1) to the Fine Arts Museums of San Francisco for display at the de Young Museum, beginning in October 2014 to coincide with their exhibition, Keith Haring: The Political Line, and extending to the completion of construction at Moscone Convention Center South scheduled for Spring 2018.
       
    24. RESOLUTION NO. 1006-14-254: Motion to approve the design of LightRail, a privately funded LED light art project proposed for installation on Market Street from Van Ness Avenue to the Embarcadero for a duration of approximately four years beginning in 2015.
       
      Executive Committee Recommendations (September 22, 2014)
    25. RESOLUTION NO. 1006-14-256: Motion to approve the design and temporary installation of Free Art, a 9’ x 20’ freestanding mural designed by Ricardo Richey (a.k.a. APEX) on the Proxy lot located on the southeast corner of Octavia and Hayes streets, from October 17, 2014 through January 17, 2015, pending submittal and staff approval of construction drawings and insurance documents. The mural is sponsored by Young Jenkins, LLC and funded privately.
       
  7. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee reviewed the agency’s year-end financial report and the final budget approved for Fiscal Years 2014-2015 and 2015-2016, and approved the Moscone Expansion artwork outline approved in the Consent Calendar above. Vice President Schnair pointed out that this would ordinarily go to the Visual Arts Committee, but came to the Executive Committee because of a scheduling issue. She noted that the Committee was very impressed with the flow and increased openness of the plan.
         
        President Beltran added that the Mayor’s office was seeking an architect for the Commission seat vacated by Leo Chow. Mr. DeCaigny added that former Commissioner Chow would attend the November meeting of this Commission so that the Commission could formally thank him for his service.

    2. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Melania reported that the Committee met new Community Investment staff, and looks forward to working together; they also met the interim director of AAACC. She reported that panels are currently reviewing grant applications for Cultural Equity Initiative grants. She reported that WritersCorps has begun the new school year. She reported on adjustments in the schedule for review of the Management and Programming Plan and Budgets for the Cultural Centers.
         
        Finally, she presented the following motion. There was no public comment, and the motion was approved unanimously as follows.

    3. Street Artists Committee—Barbara Sklar, Chair
      1. Commissioner Sklar reported that the Advisory Committee is working hard to update the criteria for various categories of art and crafts, which have been in place since 1977. She reported that holiday selling spots have been authorized to begin on November 16, and encouraged everyone to do their holiday shopping with the street artists.
         
        She reported that the Committee is looking into a way to reward excellence among the artists.
         
        Public Comment:
        A member of the public asked about the Urban Prototyping event.
         
        There was no further public comment.
         
        Mr. DeCaigny explained that a number of nonprofit organizations and some City departments were working with the Yerba Buena Center for the Arts, showcasing urban prototyping innovations on Market Street.
         
    4. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee reviewed exterior artwork proposals for the Moscone expansion project. She noted that since the project is simultaneously undergoing Civic Design Review, there may be further design revisions impacting the public art. She reported that the Committee also reviewed guidelines for temporary public art in the Civic Center area. She reported on the Committee’s approval of the loan of Keith Haring’s Three Dancing Figures to the de Young Museum, and conceptual approval of the privately funded LightRail, an artwork proposed for Market Street.
         
        Commissioner Chew added that he was looking forward to being part of the October 7 panel reviewing public art proposals for the Office of the Chief Medical Examiner.

  8. New Business and Announcements
    President Beltran congratulated Mr. DeCaigny on being named one of the fifty most influential arts leaders, and on a recent front-page profile in the San Francisco Chronicle’s Datebook section.
     
    She announced that she had artwork in the California College of the Arts’ Oliver Gallery show, Making ( ) that Matters.
     
    Commissioner Chew praised the work of Lenora Lee Dance, an Arts Commission grantee whose seventh anniversary performance he had recently attended.
     
    Vice President Schnair praised the @ Large installation by Ai Weiwei on Alcatraz Island and encouraged everyone to see it; she and President Beltran described the artist and the process of making the artwork.
     
    Mr. DeCaigny congratulated Women’s Audio Mission on moving into a new permanent space in the Mission, the former Soundworks studio. He reported that the National Endowment for the Arts has awarded an Our Town grant of $75,000 to the Arts Commission in support of the work of the Community Arts Stabilization Trust (“CAST”), which is mapping the inventory of arts and culture spaces in the mid-Market and Tenderloin areas. He also reported that Director of Public Art Trust and Special Initiatives Jill Manton is negotiating a twenty-year agreement between the Arts Commission and the Treasure Island Development Authority to manage the nearly $50 million in public art funds generated by the redevelopment of Treasure Island. He added that the final agreement will come to the Commission for its approval, and staff will give an overview presentation to the Commission at a future meeting.
     
    President Beltran announced the beginning of the annual Litquake festival, October 10-18, and the new Art Silicon Valley/San Francisco art fair, October 9-12.
     
    Public Comment:
    A member of the public said she had come to this meeting by happenstance and was very impressed by the Commission and its activities.
