Committee Chair Kimberlee Stryker called the meeting to order at 1:38 p.m.

  3. Consent Calendar
    A. Motion to approve the Post-Phase #3 of the Moccasin Yard Project.
  4. Historical Markers Commemorative Street Plaques
    Lee Hepner, Board of Supervisors

    The design team presented the top of Broadway Community Benefit District Historical Markers Project. First, they shared an overview map of the various locations of the eleven designated plaques. They indicated that Marker #7 was no longer included in the project. The team described each specific location in which a plaque would be located, along with a brief explanation of the plaque text in relation to the site. Images of the sites and text of each plaque were also presented.

    The Committee expressed that the project would be a terrific addition to the city. They shared their concern that the material of the plaques should be slip-proof due to their installation on the ground. The design team indicated that they would be using the same manufacturers of the plaques for the Castro Street project and that it would be in line with Public Works’ permit requirements for slip resistance. Lastly, the design team stated that the text would be ingrained, instead of protruding out, and would receive regular maintenance.

    Motion to approve the Historical Makers Commemorative Street Plaques Project.
     
  5. Lombard Parking Garage Improvement Project: Phase #3

    The design team provided images of the existing conditions of the site and showed the new design proposed for the garage. They shared the site plan, elevations, and the color palette with paint samples to be used for the building and screens. The also provided a large scale mock up sample of the aluminum screen to be used throughout the façade of the building. The team explained that the panels would be extended up and would also serve as a rail.

    The Committee commended the team’s process in developing a good and sensitive design, especially since it was a challenging project. They were satisfied with the team’s work and had no other comments.

    Motion to approve Phase #3 of the Lombard Parking Garage Improvement Project.
     
  6. Mariposa Pump Station Project: Conceptual Review

    The design team presented the project, displaying the project site, site plan, area of sea level rise, and nearby open space areas. They then showed images of the surrounding site context, existing conditions, current street views, and section for the proposed new building. The team proposed fencing material that was perforated or chained in a way that would allow visibility for security. Additionally, they will work with the Port to explore lowering the height of the fence from ten feet to eight feet, in order to be consistent with scale of the neighborhood and adjacent fencing. The team also suggested a planting palette with coastal meadow and coastal scrub that would be low planting and low maintenance. Lastly, they showed renderings of the new design of the building, including the elevations and an aerial view.

    The Committee suggested narrowing the right plane of the west elevation to make it proportional to the north elevation. They also suggested a simpler design for the fence and having the fence be made of durable material due to the unique waterfront environment. Lastly, if the team were able to get approval from the Port to lower the fence, it was recommended that the scoring lines of the building be adjusted in relation to the new fence height.

  8. Staff Report
    Jill Manton alerted the Committee that May’s Civic Design Review would have a long agenda due to multiple projects postponing their review to the following month. It was also discussed that the April informal meeting would occur on the 24th at 1:30pm.

    The Committee then discussed ideas for going about the process of their new category of review with the Mayor’s Office of Housing and Community Development. They suggested the possibility of having a Commissioner be involved with the selection panel, which would allow for streamlining the approval process once the project were to come to Civic Design Review. There is still some necessary discussion that must occur between Tom DeCaigny and the MOHCD executive staff to discuss the proper protocols for this new review process.

    Lastly, Jill introduced Kate Faust, the Art Commission’s new Capital Analyst.
