Committee Chair Cass Calder Smith called the meeting to order at 3:12 p.m.

  3. Noe Valley Town Square: Phase 3

    The team presented the project, showing changes made in response to the Committee’s prior review, including rerouting a path, adding a storage container and a custom seating nook, as well as changing the climbing surface material for additional safety. The team also reported that they have been working with Public Art staff and that Wowhaus has been chosen to create a public artwork for this project.
     
    The Committee discussed the project, including materials, plantings and other items.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 3 of the Noe Valley Town Square project.
     
  4. Gene Friend Recreation Center: Conceptual Presentation

    The team presented the project, discussing its site, context and scope. They explained that the catalyst for the project was a memorial gift from the family of the late Gene Friend, a longtime Recreation and Parks Commissioner. They reported on community outreach efforts, including surveys, focus groups and public meetings. They reported that they are working with Public Art Program staff on the existing artwork on the site, including the friezes. The team described the priorities for the project, including both security and a welcoming presence on the street. They showed several precedent images, and alternate schemes for the site and its layout, including a privately-run café.
     
    The Committee discussed the project in detail, including both design schemes and their elements. The Committee also discussed fencing ideas and planting, noting a potential conflict of the tree species with its proposed location.
     
    There was no public comment, and there was no motion.
     
  5. San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility: Phase 1

    The design team presented the project, and discussed changes made since their previous presentation, as well as the timing for construction of the various structures; they plan to have the temporary offices operating in July, 2016. They discussed the site, and their decision to use industry-standard vernacular parts and materials.
     
    The Committee discussed the project and the design of both the vehicle wash building and the fueling station in detail. They discussed the palette, lighting, roof treatment and the relationship between the two structures.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 1 of the San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility Project; contingent upon (1) simplifying the stepping in the block to make a straight line on the building; (2) bringing the smaller canopies above the entry doors to the edge of the building; (3) making the detailing above the fueling area lighter and more tensile.
     
  6. Treasure Island Ferry Shelter and Bus Shelters: Phase 2

    Commissioner Ordeñana recused himself from consideration of this project because the developer, Lennar, is a funder of his employer, the Lesbian Gay Bisexual Transgender Center, and this might present a conflict of interest. Commissioner Ordeñana left the room at 4:14 p.m.
     
    The team presented the project, discussing changes made since the Committee’s previous review. The Committee discussed the project in detail.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 2 of the Treasure Island Ferry Shelter and Bus Shelters project; contingent upon (1) making the bus shelters more unique and distinctive; (2) lightening up the concrete base of the ferry shelter; (3) further developing the roof details on both the ferry and bus shelters; (4) relocating the backflow preventer away from the entry.
     
  7. Fire Station #5: Phase 3

    Commissioner Ordeñana returned to the meeting room at 4:56 p.m.
     
    The team presented the project, reviewing changes since the Committee's prior review, and presenting material samples.
     
    The Committee discussed the project in detail, including the color palette, materials and location for the public artwork. They expressed some concern about the amount of change since the prior review, and made several suggestions to the team.
     
    There was no public comment, and there was no motion.
     
  8. Visual Arts Committee Update
    Commissioner Keehn reported on the artists chosen as finalists for several projects, as well as on the Living Innovation Zone ("LIZ") project previously reviewed by this Committee.
     
  9. New Business and Announcements
    The Committee suggested some projects that might be of particular interest to be presented to the full Arts Commission as examples of this Committee's work.
     
    There was no further new business or announcements, and no public comment.
     
  10. Adjournment
    There being no further business, the meeting was adjourned at 5:47 p.m.
