  4. Director’s Report
    Commissioner Woolford entered the room at 2:06 p.m.
     
    Mr. DeCaigny introduced the recently appointed Deputy City Attorney Lauren Curry, whose portfolio includes the Arts Commission. He briefly discussed her education and background. Ms. Curry said she was pleased to be working with the Arts Commission. The Commission welcomed her, and President Beltran added that Ms. Curry came highly recommended by the Commission’s former Deputy City Attorney, Adine Varah.
     
    Mr. DeCaigny introduced Deputy Director Rebekah Krell to present a high-level update on the agency’s strategic plan. She discussed the goals set out in the plan and progress made on those goals, as well as next steps. Mr. DeCaigny commented on some of the report’s highlights, including federal funding to help address displacement and housing. He pointed out that the Art on Market Street poster series by Robert Minervini capitalized on the asset of the Civic Art Collection; President Beltran added that she was proud to say Mr. Minervini had been her student.
     
    The Commission discussed the report in some detail. They suggested considering a publication on the San Francisco General Hospital and Laguna Honda art collections, as well as on the process of commissioning the artworks as a model for the role of public art in a healing context. Commissioners also discussed the idea of “silos” in the internal organization of the agency as addressed in the planning meetings. Mr. DeCaigny reported on all-staff training recently completed, as well as upcoming training on cultural diversity, and on three recently established cross-program working groups focused on cultural equity, communications and individual artists.
     
    Mr. DeCaigny then presented the report he and Brian Cheu of the Mayor’s Office of Housing and Community Development (“MOHCD”) had recently given to the Board of Supervisors’ Budget and Finance Committee. He reminded the Commission that the Board had allocated $4.515 million to address the displacement of nonprofit organizations from San Francisco: $2 million for arts organizations and $2.515 million for social service organizations, to be administered by the Arts Commission and MOHCD. The two departments are collaborating and the funds are being distributed by the Northern California Community Loan Fund (“NCCLF”) under the direction of the Arts Commission and MOHCD. Mr. DeCaigny discussed how the funds have been disbursed to date, giving examples of organizations that have benefited from both technical assistance and direct financial assistance. He praised the outstanding real estate consultants working with NCCLF to advise the nonprofits. He also discussed modifications made to the program in response to what has been learned along the way. He explained that all applicants are eligible for technical assistance, while there is a panel review process for financial assistance, and that there will be a third and final call for applications in the fall. He also discussed the smaller seed grants recently initiated.
     
    The Commission asked about the impact of the legacy business legislation recently passed; Mr. DeCaigny offered to research this question and report back to the Commission. He also discussed the Community Arts Stabilization Trust (“CAST”), now a potential model for the social service sector. He also reported on research conducted by Harder + Company on nonprofit space throughout the Bay area. Finally, he discussed next steps.
     
    The Commission asked for a full list of grantees, which Mr. DeCaigny promised to provide. The Commission applauded CAST, NCCLF, the Mayor’s office and the Board of Supervisors, as well as Arts Commission and MOHCD staff for tackling this issue. The Commission discussed additional potential resources for both artists’ housing and nonprofit spaces, including both public and private opportunities. They also discussed the role of the City Planning process in providing for arts and culture, including the designation of Production, Distribution and Repair (“PDR”) zones.
     
    Mr. DeCaigny then turned to ArtCare, thanking them for a successful fundraising event on March 29, which honored acclaimed novelist Armistead Maupin as the recipient of the Mayor’s Art Award, and noted philanthropist, developer and art collector Steven Oliver with the ArtCare Lifetime Achievement Award. Mr. DeCaigny added that the Gay Men’s Chorus had given a great performance, and Mr. Maupin’s speech was both very moving and colorful. Mr. DeCaigny reminded everyone of the free public event on April 5 at the Herbst Theatre, featuring a conversation between Mr. Maupin and playwright and novelist Jewelle Gomez (also a former Cultural Equity Grants Program Director at the Arts Commission, and former Library Commission President). Mr. DeCaigny noted that a “friends” organization was discussed in the strategic plan, and he thanked Commissioners Keehn and Shiota, as well as ArtCare President Meg Spriggs, for their work in bringing it into being, as well as for their work on the event.
     
    Mr. DeCaigny showed a brief video trailer on Intrude, the temporary installation of large-scale inflatable rabbit sculptures by Amanda Parer. He invited everyone to the morning dedication, and the evening reception at the Civic Center on April 6, and he thanked City partners including the Recreation and Parks Department and the Office of Economic and Workforce Development. He also commended Public Art Trust and Special Projects Director Jill Manton and Program Associates Aleta Lee and Alex Tan for their work on the project and the video trailer.

  5. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee approved a temporary Living Innovation Zone project, and additional funding from the Public Art Trust for maintenance and security for the Intrude project. The Committee also discussed formation of a working group to address artist housing needs.

    2. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee reviewed several projects that were at Phase 3, as well as Eagle Plaza, an innovative project incorporating some of the public right-of-way, with a very good landscape architect on the design team.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. In the absence of Commissioner Keehn, Commissioner Silverman reported that the Committee reviewed Sites Unseen mural designs for the Moscone parking structure, an artwork by Amanda Hughen and Jennifer Starkweather for the Central Subway Union Square station, animated videos for the Peephole Cinema installation at the San Francisco Airport, and a project by Bill Fontana for the North Beach library.
         
        The Commission briefly discussed the Moscone project.

  6. Consent Calendar

RESOLUTION NO. 0404-16-100: Motion to approve the untitled mural designs by artist Barry McGee, to be painted and installed on seven locations at the Moscone Parking Garage located at 255 Third Street: the tower on the Southeast corner of Third and Clementina streets, at garage rooftop level, on four walls, three of which measure approximately 15 ft. by 10 ft. and one 15 ft. by 6 ft.; a ground-level freestanding wall located at the rear facing Kaplan Lane, measuring approximately 7 ft. by 15 ft.; a portion of a wall located on the Northwest corner of Kaplan Lane facing Howard Street, measuring approximately 8 ft. by 12 ft.; on a portion of an approximately 15 ft. by 20 ft. breezeway structure located on the Southwest corner of Third Street (artwork size is 5 ft. by 20 ft.); the Third Street side of the tower of Third and Clementina; the mall’s northwest rooftop; and the stairwell. The project is funded by the Bently Foundation, Kenneth Rainin Foundation, Phyllis C. Wattis Foundation and individual donors. The project is sponsored by Sites Unseen, Inc. an initiative of the Yerba Buena Community Benefit District; the painted murals will not become part of the Civic Art Collection.
       
    10. RESOLUTION NO. 0404-16-101: Motion to approve the Design Development Phase deliverables by Hughen/Starkweather for the glass artwork at the entrance to the Central Subway Union Square station.

    22. RESOLUTION NO. 0404-16-113: Motion to approve the temporary installation of Sonic Engagements, a Living Innovation Zone (“LIZ”) Project, in United Nations Plaza from May, 2016 to May, 2018.
       
    23. RESOLUTION NO. 0404-16-114: Motion to approve an allocation of up to $25,000 from anonymous contributions made to the Public Art Trust to cover maintenance, safety and security costs associated with the Intrude public art installation by Amanda Parer, taking place in Civic Center Plaza between April 4th and April 25th, 2016.
       
  7. New Business and Announcements
    Commissioner Sklar announced that Children’s Hospital was beginning a seven-acre residential development, and encouraged the Commission to find out more about it.
     
    Commissioner Woolford explained that he was on the board of directors of Opera Parallèle, which takes contemporary opera to different spaces and has a vigorous children’s program. He announced their upcoming production, The Lighthouse, at Z Space from April 29 through May 1. President Beltran added that she had been honored to attend a dinner featuring some of the performers, and it opened her eyes to what opera can be.
     
    President Beltran also announced the reopening of the San Francisco Museum of Modern Art, with several associated events.
     
    Commissioner Silverman announced the opening at her gallery of a show of work by Isaac Julien. She announced that he will be in town for two weeks, with a showing on April 20 of his film Looking for Langston at the Pacific Film Archive in Berkeley, and a conversation with cultural theorist B. Ruby Rich on April 23 at the Silverman Gallery.
     
    Mr. DeCaigny announced the appointment of the internationally renowned Max Hollein as the new director of the Fine Arts Museums of San Francisco, wishing him congratulations and a warm welcome.
