Commission President JD Beltran called the meeting to order at 2:04 p.m.

  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.

  3. General Public Comment
    There was no public comment.
     
  4. Director’s Report
    Mr. DeCaigny reported on several new art installations at San Francisco Airport, and showed images of them. He explained that this was the first public art commission for more than half of the artists, and for others, the first time their work was translated to a different and more durable medium (e.g. glass, ceramic, aluminum); the Arts Commission thus provided significant support for the professional development of the artists, including several local artists. He discussed some of the press coverage, and Commissioner Shelby said that he flew into SFO earlier in the day and was proud to see the artwork. President Beltran added that some of the artists were now finalists for major public art commissions in other cities. The Commission applauded Public Art Program Director Susan Pontious and staff for their work.
     
    Mr. DeCaigny reported on his trip to London for the World Cities Culture Forum, representing San Francisco with San Francisco Travel Vice President Howard Pickett, at the invitation of London Mayor Boris Johnson. He described the forum and the panel on which he spoke, noting that many world cities face issues similar to those in San Francisco regarding the relationship between economic growth and arts and culture. He referred everyone to the Forum’s website for its report, and he thanked ACLS Public Fellow Dr. Anh Thang Dao-Shah for her research.
     
    Commissioner Woolford left the meeting at 2:15 p.m.
     
    Finally, Mr. DeCaigny introduced Jennifer Correia, the new Project Manager in the Civic Art Collection and Public Art Program, and briefly described her background.

  5. Budget and Legislative Analyst’s Report on the City’s Public Art Programs
    Mr. DeCaigny explained that Supervisor Jane Kim had requested the Board’s Budget and Legislative Analyst to report on the City’s public art programs. He introduced Julian Metcalf and Hampton Smith of the Budget and and Legislative Analyst’s office, who described their report on both programs: 2% for art in public construction, and 1% for art in private construction in certain zones. They presented their findings in detail, including a discussion of the differences between the two programs regarding funding, the variety of artworks funded and where they are located, and an overview of comparable programs in several other cities. They also discussed the Public Art Trust, created by the 2012 amendment of the Planning Code.
     
    The Commission discussed the report in detail, and asked about how the report might influence policy. The Commission also asked staff for more information on the Public Art Trust. They discussed the tension between commissioning visual art projects and performing arts projects with funds generated by development. Finally, the Commission asked staff to request more detailed data from the Planning Department on the 1%-for-art projects, and their process for determining the dollar amount of the 1%.

  6. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee discussed the budget report, and held a closed session for the performance review of the Director of Cultural Affairs. She thanked staff and Commissioners who responded to the survey, and noted that as a personnel matter, the review was confidential; still, she said that the general sentiment was that Mr. DeCaigny’s performance was outstanding. Mr. DeCaigny reported that the Mayor’s office has requested five-year strategic goals from department heads, and said that he will report these back to the Commission. He added that the appreciates the opportunity to work with both the Commission and the staff.

    2. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee reviewed several projects, including the location of several cell phone antennas, the renovation of the Balboa Park swimming pool, two public/private collaborations at Oak Plaza and Eagle Plaza, and the renovation of a 1980s parking structure with a prominent neon public artwork.
         
        There was no public comment.
         
    3. Street Artists Committee—Barbara Sklar, Chair
      1. Commissioner Sklar reported that the Committee approved four additional selling spaces near Drumm Street, and had a final presentation by researcher Kate Faust of her recommendations on aligning the program with the agency’s overall strategic plan. The Committee will discuss the recommendations at future meetings.
         
        Commissioner Chew encouraged everyone to do their holiday shopping with the street artists, adding that many have beautiful handmade art for sale.

    4. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee approved several projects, including artworks for the San Francisco Airport and for San Francisco General Hospital. Communications Director Kate Patterson-Murphy added that there will be a reception for the artists at the hospital on March 5.
         
        There was no public comment.
         
  7. Consent Calendar
    In regard to item 27 on the Consent Calendar, a motion to approve panelists, Vice President Schnair stated for the record that she serves on the board of directors of American Conservatory Theater’s Master of Fine Arts Program, and Jonathan Moscone, one of the proposed panelists, teaches in that program. Because there is no financial relationship, she believes there is no conflict.
     
    Commissioner Ordeñana recused himself from consideration of item 9 on the Consent Calendar, regarding AT&T wireless attachments, because AT&T is a funder of his employer, the Lesbian Gay Bisexual Transgender Center. He left the room at 3:02 p.m.
     
    President Beltran called for a vote on the following item. There was no public comment, and they were approved unanimously as follows, with the recusal of Commissioner Ordeñana.
     
    RESOLUTION NO. 1207-15-330: Motion to approve Phase 1 of the Bill Graham Civic Auditorium, 99 Grove Street AT&T Wireless Attachments project.
     
    Commissioner Ordeñana returned to the room at 3:03 p.m., and President Beltran called for a vote on the remainder of the Consent Calendar. There was no public comment, and the Consent Calendar was approved unanimously as follows.

    6. RESOLUTION NO. 1207-15-327: Motion to approve Phase 3 of the Moccasin Control Building.

    12. RESOLUTION NO. 1207-15-334: Motion to remove the following items from the list of approved artworks to be reproduced and installed at the General Hospital Acute Care Building (Resolution No. 0303-14-082) due to lack of availability:

    13. RESOLUTION NO. 1207-15-335: Motion to approve the following artworks for reproduction and installation at the General Hospital Acute Care Building:

    14. RESOLUTION NO. 1207-15-336: Motion to approve In the Spirit of Oneness, by artist Jason Jägel to be painted on a mural site located at 152 Clement Street. The proposed mural is 16 feet by 85 feet. The project is sponsored by the Clement Street Merchants Association and is funded by the City and County of San Francisco.
       
    15. RESOLUTION NO. 1207-15-337: Motion to approve the addition of four stiffener plates at the locations where the four legs meet the inverted pyramid, for the structural stability and safety of the garden entry sculpture by Mark Brest van Kempen for the new Alameda Creek Watershed Center.
       
    16. RESOLUTION NO. 1207-15-338: Motion to approve an artist honorarium in the amount of $1,800 to Guillermo Gómez-Peña for the research and development of a public program to accompany the inaugural SFAC Gallery (Veterans Building) exhibition Bring it Home.
       
    17. RESOLUTION NO. 1207-15-339: Motion to approve an increase in the artist honorarium to Tsherin Sherpa from $700 to $1,500 for his participation in the inaugural SFAC Gallery (Veterans Building) exhibition Bring it Home. The increase in Mr. Sherpa’s honorarium is due to an unanticipated cost related to framing a large painting for the exhibition.
       
    18. RESOLUTION NO. 1207-15-340: Motion to approve the Final Design Phase deliverables (rendering) by Jason Jägel for the Central Subway: Construction Barricade Temporary Public Art Project for Yerba Buena/Moscone Station.
       
    19. RESOLUTION NO. 1207-15-341: Motion to approve the completed glass with vitreous enamels and polyester film interlayer artwork titled Forever Yours, 2015, by Mildred Howard as installed in the General Hospital Acute Care Building, Floor 3.
       
    20. RESOLUTION NO. 1207-15-342: Motion to approve the completed glass with vitreous enamels and sandblasting titled Revival, 2015, by Nancy Blum as installed in the General Hospital Acute Care Building, Floor 5.
       
    21. RESOLUTION NO. 1207-15-343: Motion to approve the completed glass with vitreous enamels titled Repeat Melody, 2015, by Julio César Morales as installed in the General Hospital Acute Care Building, Floor 6.
       
    22. RESOLUTION NO. 1207-15-344: Motion to approve the completed stained glass artwork titled River of Time, 2015, by Alan Masaoka as installed in the General Hospital Acute Care Building, Floor 7.
       
    23. RESOLUTION NO. 1207-15-345: Motion to approve the selected finalists, Val Britton, Ron Moultrie Saunders and Amanda Weil, as recommended by the Fire Station #5 Public Art Selection Panel to develop conceptual proposals for the Fire Station #5 Improvement Project.
       
    24. RESOLUTION NO. 1207-15-346: Motion to approve the conceptual proposal by Jeff Canham for the 2016 Art on Market Street Kiosk Poster Series and to authorize the Director of Cultural Affairs to enter into contract with the artist to develop and complete six unique poster designs for an amount not to exceed $8,000.
       
    25. RESOLUTION NO. 1207-15-347: Motion to approve the selected artist team Wowhaus, as recommended by the Noe Valley Town Square Artist Selection Panel to create an artwork for the new Noe Valley Town Square.

  8. New Business and Announcements
    Mr. DeCaigny announced the opening of the first exhibit in the Galleries’ new space at 401 Van Ness on Friday, January 22, and he thanked staff for the successful open house shared with Grants for the Arts on Friday, December 4.
     
    He reported that Community Investments Program Officer Robynn Takayama was celebrating her fifteenth anniversary with the agency, and that Deputy City Attorney Susan Dawson was leaving her position with the City; this will delay the presentation on, and revision of, the Arts Commission’s bylaws.
