  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0711-16-186: Motion to approve June 6, 2016 Minutes.
     
  3. General Public Comment
    An anonymous speaker reported that signatures were submitted earlier in the day for the November ballot measure in support of the arts and ending family homelessness. He referred interested people to bettersf.com for more information.
     
    There was no further public comment.
     
  4. Office of Small Business Report on Legacy Business Program
    Mr. DeCaigny introduced Regina Dick-Endrizzi, Executive Director of the Office of Small Business, to give an overview of the new Legacy Business Program and Registry.
     
    Ms. Dick-Endrizzi explained how the registry will work, how a business can be added to it and what benefits it would offer to the business.
     
    The Commission asked several questions and discussed the program in detail.

  5. Director’s Report
    Mr. DeCaigny reported on recent activities of the agency, including the upcoming ribbon-cutting celebration for the Bayview Opera House on July 20. He thanked the many people involved in bringing the project to this stage, and asked Community Investments Program Director Judy Nemzoff to give an overview of the history of the Opera House.
     
    Mr. DeCaigny announced the annual free concert in collaboration with the San Francisco Symphony, on Sunday, July 24 at Pier 27.
     
    Finally, Mr. DeCaigny sadly marked the recent passing of three friends of the arts and the Arts Commission. Carla Johnson, Director of the Mayor’s Office on Disability, had worked for the City for 27 years. Mr. DeCaigny described how she tirelessly championed both accessible and beautiful design, working closely with the Arts Commission and the Department of Public Works on the Bayview Opera House, activating and improving the entire streetscape in the process. She requested that donations be made to Bayview Opera House, Inc. for two purposes: to commission a public artwork that celebrates the values of equity to be placed on the building’s grounds or to support youth programming. Donations can be made online at bvoh.org, click on “Fund a Dream” or via check made payable to Bayview Opera House, Inc., 4702 3rd Street, San Francisco, CA 94124.
     
    Second, Mr. DeCaigny reported on the passing of filmmaker Lise Swenson, a cofounder of Artists Television Access and a faculty member at City College of San Francisco, who had won a variety of awards. She served as Interim Project Manager for WritersCorps in the mid-2000’s.
     
    Lastly, Mr. DeCaigny reported on the passing of artist Martha Rodriguez after a long battle with leukemia. Mr. DeCaigny noted that her colorful paintings and installations celebrated powerful and voluptuous women, and that she was active in Mission Artists United, and the Mission’s arts community in general.
     
    Next, Mr. DeCaigny asked Deputy Director Rebekah Krell to report on the budget. Ms. Krell reviewed the budget timeline and process, noting that the Board of Supervisors is scheduled to vote on the City’s budget on July 19, and then again on July 26 before sending it to the Mayor for his final signature.
     
    Ms. Krell presented an overview of the agency’s budget, including capital requests and positions requested. The Commission discussed it in detail and concluded by praising Ms. Krell’s work on the budget.
     
    There was no public comment.
     
  6. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee held a long meeting, reviewing several projects, and that most of them were at Phase 1, with further detailed reviews to come.
         
        President Beltran briefly left the meeting room.
         
        There was no public comment.
         
    2. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Melania reported briefly on the recent meeting.
         
        There was no public comment.
         
         
        Vice President Ordeñana returned to the Civic Design Review Committee motion inadvertently overlooked. Commissioner Stryker presented the following motion, and President Beltran returned to the room. There was no public comment, and the motion was approved unanimously as follows.
         
      2. RESOLUTION NO. 0711-16-187: Motion to approve Phase 3 of the San Francisco Municipal Transportation Agency Operators Convenience Facilities (48th Avenue and Rivera Street) Project.
         
         
        President Beltran announced that in light of the resignation after the July Civic Design Review Committee meeting of Commissioner Smith, she was appointing Commissioner Stryker as the new Chair of the Civic Design Review Committee.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee reviewed several projects, including projects for San Francisco Airport.
         
         
        Commissioner Keehn invited Galleries Director Meg Shiffler to discuss the following motion. Ms. Shiffler briefly discussed the exhibition Galleries staff is planning focused on the communities supporting soldiers and veterans. She explained that she had presented the work of the artists in the exhibition, including Aaron Hughes, at the recent meeting of the Committee. Unfortunately, his name had been inadvertently omitted from the motion approved by the Committee, and the following motion was intended to correct this oversight. She assured the Commission that the Committee had approved the exhibition including Mr. Hughes.
         
        There was no public comment, and the motion was unanimously approved as follows.
         
      2. RESOLUTION NO. 0711-16-188: Motion to approve an artist honorarium of $1,000 to artist Aaron Hughes, participating in a fall 2016 SFAC Galleries exhibition focusing on the communities that support U.S. soldiers and veterans.
         
  7. Consent Calendar
    Vice President Ordeñana recused himself from consideration of item 10 of the agenda, regarding the Treasure Island Waterfront Plaza Public Restrooms Project, because the developer of that project, Lennar, is a funder of his employer, the San Francisco Lesbian Gay Bisexual Transgender Community Center. Commissioner Chew recused himself from consideration of item 21 of the agenda, regarding a temporary public artwork to be placed in front of the Asian Art Museum, because of his work for the museum. Commissioners Ordeñana and Chew left the room at 3:24 p.m. President Beltran called for a vote on the two items as follows. There was no public comment, and the motions were approved unanimously approved as follows, with the recusal of Commissioners Ordeñana and Chew.
     
    RESOLUTION NO. 0711-16-199: Motion to approve Phase 1 of the Treasure Island Waterfront Plaza Public Restrooms Project.
     
    RESOLUTION NO. 0711-16-210: Motion to approve Art/Lit LIZ, a temporary public art sculpture to be located on Fulton Street, in front of the Asian Art Museum from July 2016 through July 2018.
     
     
    Vice President Ordeñana and Commissioner Chew returned to the meeting room at 3:27 p.m.
     
    President Beltran called for a vote on the remaining Consent Calendar, and Commissioner Shelby asked a clarifying question about the WritersCorps grant. There was no public comment, and the remaining Consent Calendar was approved unanimously as follows.

      Community Arts, Education and Grants Committee Recommendations (June 14, 2016)

RESOLUTION NO. 0711-16-194: Motion to authorize the Director of Cultural Affairs to enter into a grant agreement with the Chinese Culture Foundation of San Francisco for $110,000 based on additional secured funding from the National Endowment for the Arts and a work order from the Office of Economic and Workforce Development. Funds will be used to support the Chinatown Alleyways Project.
       
    6. RESOLUTION NO. 0711-16-195: Motion to approve the following recommendations and to authorize the Director of Cultural Affairs to enter into three-year, fiscal years 2016-2019, WritersCorps Teaching-Artist-in-Residence grant agreements for an amount not to exceed $40,000 annually, pending availability of funds, with each of the following:
      Oasis for Girls (in partnership with Tina Bartolome)
      Woodside Learning Center (in partnership with Madeleine Clifford)

    11. RESOLUTION NO. 0711-16-201: Motion to approve Phase 1 of the San Francisco Airport Building 624 Project contingent upon: (1) simplifying the landscaping, with the possibility of adding trees; (2) rectifying the panel grid; (3) adjusting the color and height of the corrugated metal in relation to the portals; and (4) investigating other signage locations and whether the signs will be placed flush to the walls.
       
    12. RESOLUTION NO. 0711-16-202: Motion to approve Phase 1 of the San Francisco Airport Terminal 1 Center Renovation and New Boarding Area B Reconstruction Project, contingent upon: (1) providing detailing and selection of curtain wall glazing system; (2) providing detailing of the bridge connection; (3) providing samples of glass and patterns; (4) providing solar/glare/shade motion analysis and (5) ensuring compliance with bird and migration safety standards.

    13. RESOLUTION NO. 0711-16-203: Motion to extend the display of the sculpture, Les Roses des Vents, by Jean Michel Othoniel at the Conservatory of Flowers in Golden Gate Park until June 30, 2017.
       
    14. RESOLUTION NO. 0711-16-204: Motion to approve the design of Growing Together, a painted mural, by artists Susan Cervantes, Yuka Ezoe and Max Marttila that will be painted on an exterior wall of 272 McAllister Street; 47 ft. high by 25 ft. wide. The project is funded with a Community Challenge Grant and is sponsored by the Precita Eyes Muralists Association, Inc.; the painted mural will not become part of the Civic Art Collection.
       
    15. RESOLUTION NO. 0711-16-205: Motion to approve the completed installation of the artwork entitled New Generation, 2015, a 9 ft. high by 16 ft. wide installation of ceramic tiles mounted on wood panels by Louisiana Bendolph at San Francisco International Airport, Terminal 3.
       
    16. RESOLUTION NO. 0711-16-206: Motion to approve and accept into the Civic Art Collection the artwork entitled New Generation, 2015, by Louisiana Bendolph. The artwork consists of ceramic tiles mounted on wood panels, measuring 9 ft. high by 16 ft. wide. The abstract geometric image was derived from a quilt designed by the artist, which was translated into an etching and then reproduced on ceramic tile. The artwork is located at San Francisco International Airport, Terminal 3, Gate 71.
       
    17. RESOLUTION NO. 0711-16-207: Motion to approve Design Development and Construction Phase deliverables (revised location of artwork elements) by Wowhaus for Noe Valley Town Square.

RESOLUTION NO. 0711-16-209: Motion to approve artist honoraria to the following artists participating in a fall 2016 SFAC Galleries exhibition focusing on the communities that support U.S. soldiers and veterans: $2000 each to Jason Hanasik and Whitney Lynn; $1000 each to Amber Hoy, Ehren Toole, Michael Hall and Rodney Ewing; $400 each to Althea Thauberger, Amanda Lucier, Jennifer Karady, Jessica Hines, Julie McCarthy, Monica Haller and Suzanne Opton.
       
    20. RESOLUTION NO. 0711-16-211: Motion to approve the modification of the Arts Commission’s Intergovernmental Agreement with the Transbay Joint Powers Authority to authorize the Arts Commission to issue and manage the fabrication agreement for an LED artwork by Jenny Holzer for the new Transbay Terminal.
       
    21. RESOLUTION NO. 0711-16-212: Motion to authorize the Arts Commission to issue and manage the fabrication agreement for an LED artwork by Jenny Holzer for the new Transbay Terminal.
       
    22. RESOLUTION NO. 0711-16-213: Motion to approve the six final poster designs for Jeffrey Canham’s Art on Market Kiosk Poster Series, The Best Show in Town, from July 4 through October 3, 2016.
       
    23. RESOLUTION NO. 0711-16-214: Motion to approve the following finalists for the 2017 Art on Market Street Kiosk Posters Series as recommended by the Art on Market Street Selection Panel: Deborah Aschheim, Kate Haug, Sarah Hotchkiss, Whitney Lynn, Jovi Schnell and Martin Venezky.
       
  8. New Business and Announcements
    Public Art Trust and Special Projects Director Jill Manton announced an informal celebration after the next Civic Design Review Committee meeting on July 18 to thank Commissioner Smith for his service. Commissioners Keehn and Stryker remarked what a pleasure it had been to serve with him, and how much they had learned from him.
     
    President Beltran announced that she will have artwork at an upcoming tech expo, as the only artist among twelve entries competing for a technology award.
     
    There was no further news or announcements, and there was no public comment.
