  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0606-16-164: Motion to approve May 2, 2016 Minutes.
     
  3. General Public Comment
    Stephen Worsley of Coit Depression Preservationists spoke about Coit Tower. He described himself as a third-generation San Franciscan, and called the artworks in Coit Tower his heritage. He said that the Commission should work toward a elevating the statement of the 25 artists to heritage status, an educational experience with docent tours of perhaps eight people for 45 minutes or so. He thought that offering public access to the additional 75% of the tower would virtually stop graffiti.
     
    Thomas Simpson of Afro Solo said that at the last meeting of this body, he had spoken passionately about the Commission working hard to support artists living in San Francisco now. He wanted to tell the Commission that it was not his intent to be accusatory or adversarial, and that he understood that “it takes a village” for all of the artists to survive. He agreed that the artists and the Commission are all on the same team, and will all do as much as possible to keep artists in San Francisco.
     
    Ann Treboux submitted the following written statement:
    “While registering people to vote/ Market St on April 4, 2016- Howard Lazar shoved me and said-“Illegal as usual. I am calling 911”. I said nothing and sent several emails to Lazar’s bosses asking if they wanted to view the video of the incident. I filed a police report.
     
    “May 16, 2016, having swiped a clipper card and while waiting for a ferry to cross the bay-Lazar came out of the bathroom. He demanded to see a ticket; claimed that I was staking him and he was a movie star. I said nothing and taped the incident. I filed a police report.
     
    “Note: there is no security at the ferry terminal. Allied Barton does not cover that area. The attached email sent by Lazar on May 176, 2016 is an invented situation. Sent an email to Krell asking if she wanted to see the tape. Didn’t get a response.”
     
    There was no further public comment.
     
  4. Director’s Report
    Mr. DeCaigny reported on recent activities of the agency, including the Galleries’ Grove Street installation by Ma Li featuring nighttime projections of artworks by artists who have left San Francisco, and a recent sidewalk chat; the Chain Reaction show opening at 401 Van Ness on Friday, June 10; the one-day June 11 exhibition and papermaking and writing workshop in collaboration with veterans’ organizations Combat Paper, Warrior Writers, Justseeds and Iraq Veterans Against the War; six storm drain murals by Jenifer Wofford for the San Francisco Public Utilities Commission, on display in Mission Bay for the next year.
     
    Commissioner Frankel entered the room at 2:18 p.m. Mr. DeCaigny reported that David Best’s Temple, temporarily installed at Patricia’s Green, will be deinstalled on June 14 and taken to Burning Man.
     
    Mr. DeCaigny also announced that the Board of Supervisors’ Budget Committee will discuss the Arts Commission’s budget on Friday, June 17; because Mr. DeCaigny will be in Boston for Americans for the Arts, Deputy Director Rebekah Krell will make the presentation to the Budget Committee. He added that public comment will be taken on Monday, June 20, and if a second hearing is required, it is scheduled for Thursday, June 23.
     
    Mr. DeCaigny briefly reported on the request for proposals for services to help artists access the City’s affordable housing resources; this project is partially funded by the National Endowment for the Arts.
     
    He introduced Todd Rufo and Lex Leifheit of the Office of Economic and Workforce Development to present a report on the work done in partnership with the Arts Commission in response to the Mayor’s charge to address nonprofit displacement. They discussed the results so far of the nonprofit sustainability initiative, and next steps. The Commission discussed the report in some detail.

  5. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Woolford reported that the Committee reviewed several significant projects, including the Southeast Water Treatment Plant, the Better Market Street corridor, and a terminal and administrative campus at San Francisco Airport. The Committee was impressed with the very intelligent design presented by accomplished local firms.
         
        He introduced the design time for the Moscone Center project, who gave the Commission an overview of the goals and scope of the project, and of the new design and public artwork.
         
        The Commission discussed the report and the project. There was no public comment.
         
    2. Street Artists Committee—Barbara Sklar, Chair
      1. Commissioner Sklar reported that Street Artists Program Director Howard Lazar reported on efforts to modernize the program, the Language Access Ordinance, Super Bowl 50 compensation and the streamlining and simplification of the application process. She reported that ACLS Fellow Anh Thang Dao-Shah reported on her work with the ad hoc committee of street artists. Commissioner Chew added that he was pleased that Mr. Lazar worked Saturday, monitoring Justin Herman Plaza.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that Americans for the Arts had honored two of the City’s public art projects with national awards: Val Britton’s artwork at San Francisco Airport, and Shimon Attie’s artwork at the Public Safety Building.
         
        She reported that the Committee reviewed several projects, including the Van Ness Bus Rapid Transit, and StreetSmarts, a collaboration with the Department of Public Works to help address graffiti vandalism.

    Vice President Ordeñana called for a vote on the Consent Calendar, which was approved unanimously as follows.

RESOLUTION NO. 0606-16-177: Motion to authorize the Director of Cultural Affairs to enter into contract with artists from the StreetSmARTS Murals Pool to create murals on private property for an amount not to exceed $8,000. The StreetSmARTS Murals Program is funded by San Francisco Public Works and private property owners. The murals will not become part of the Civic Art Collection.
       
    13. RESOLUTION NO. 0606-16-178: Motion to approve Carlson Arts, LLC as the selected fabricator for artist Catherine Wagner’s Central Subway Yerba Buena/Moscone station public art project, as recommended by the Artwork Fabricator Selection Panel, and to authorize the Director of Cultural Affairs to modify Catherine Wagner LLC’s contract to increase the amount from $312,470 to $817,721 (an increase of $505,251) in order to assign the fabrication scope of work by Carlson Arts, LLC to the Catherine Wagner LLC’s contract.
       
    14. RESOLUTION NO. 0606-16-179: Motion to approve the project outline for the General Hospital Acute Care Building Pediatric Emergency Department Murals and Exam Room Art.
       
    15. RESOLUTION NO. 0606-16-180: Motion to approve the following artists as finalists for the San Francisco International Airport Gate Rooms as recommended by the Artist Selection Panel: Kim Anno, Kota Ezawa, Suzanne Husky, Chris Johanson, Shaun O’Dell, Leah Rosenberg, Alice Shaw and Hank Willis Thomas.
       
    16. RESOLUTION NO. 0606-16-181: Motion to approve the Design Development phase deliverables by Kota Ezawa for the Peephole Cinema project at San Francisco International Airport, Terminal 1, Boarding Area B.
       
    17. RESOLUTION NO. 0606-16-182: Motion to approve the following artists for inclusion in the Outdoor Large Scale Sculptures Pool as recommended by the Artist Selection Panel. The Pool will be used for the loan of sculptures for outdoor exhibitions in City parks and plazas:

    18. RESOLUTION NO. 0606-16-183: Motion to approve Bernadette Jiyong Frank’s conceptual proposal for an artwork at Fire Station #5, as recommended by the Artist Selection Panel.
       
    19. RESOLUTION NO. 0606-16-184: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Bernadette Jiyong Frank for the design and implementation of an artwork for Fire Station #5 in an amount not to exceed $90,380.
       
    20. RESOLUTION NO. 0606-16-185: Motion to approve the Design Development phase deliverables by Leo Villareal for the enclosed pedestrian bridge artwork as part of the Moscone Expansion Project.
       
  7. New Business and Announcements
    Mr. DeCaigny announced that, after nine years, Commissioner Smith was resigning in July from the Commission because of a new teaching commitment. Mr. DeCaigny is working with the Mayor’s office to find another architect to fill his position.
     
    There was no further news or announcements, and there was no public comment.
