There was no public comment, and the minutes were unanimously approved as follows.
RESOLUTION NO. 0307-16-049: Motion to approve February 1, 2016 Minutes.
- General Public Comment
A street artist complained that the street artists were displaced without notice for the Super Bowl. He said that with 200-300 licensed artists, 150 no longer had a place to sell their work, and the ten spaces farther up Market Street were not enough. He said that the Arts Commission and the Recreation and Parks Department had no qualms about displacing so many artists, and they should come up with viable replacement spaces when an event like this comes up. Although he agreed that the event was ultimately beneficial, he said the artists were unhappy about their treatment.

- ArtCare Report
Mr. DeCaigny introduced Meg Spriggs, Chair of the Board of Directors of ArtCare. Ms. Spriggs presented the organization’s mission statement: “ArtCare supports the work of the San Francisco Arts Commission, enriching cultural life in our city that is renowned for its artistic vitality, innovation, opportunity and inclusiveness. ArtCare works in conjunction with the Mayor, the Director of Cultural Affairs and the Arts Commissioners to ensure that art is valued and creativity thrives.”
She explained that ArtCare has seven board members meeting monthly, and is currently fiscally sponsored, although it hopes to be a freestanding 501(c)3 organization within a year. She discussed ArtCare’s four fundraising pillars: the Civic Art Collection, the Sister City program, arts education and the Mayor’s Art Award and ArtCare Lifetime Achievement Award fundraising event, to be held this year on March 29. She announced that Armistead Maupin will receive the Mayor’s Art Award, and arts benefactor Steven H. Oliver will receive the Lifetime Achievement Award.
Mr. DeCaigny explained that other City departments have “friends” organizations like ArtCare, including the Recreation and Parks Department and the Library. He discussed how the Arts Commission’s strategic plan had addressed the need for such an organization. He explained that Commissioners Keehn and Shiota are serving on the ArtCare board. Commissioner Keehn praised the work of the board on the event. Mr. DeCaigny added that Director of Public and Private Partnerships Rachelle Axel is the agency's liaison with ArtCare. President Beltran thanked Commissioners Keehn and Shiota for their work with ArtCare.
Public Comment:
A speaker, an artist, complained about a statue showing Native people kneeling before a conquistador, saying that if the artwork depicted another nationality in that way, there would be a riot. The speaker called for other people to be honored, including Korean, Chinese and Filipino people.

- Director’s Report
Mr. DeCaigny reminded Commissioners that their Form 700 Statements of Economic Interests and Sunshine Ordinance Declarations will be due on April 1. He congratulated Commissioners Beltran, Ordeñana and Frankel, who were resworn onto the Commission earlier in the day. He reported briefly on the agency’s activities, including work on the SOMArts roof. He reported on the inaugural shows and events at the SFAC Galleries and the closing of Jeremy Fish’s show in City Hall; the WritersCorps event on March 10 at the Contemporary Jewish Museum; and the temporary Intrude installation in the Civic Center. He also announced the departure of Assistant Registrar Eleanor Sandys and thanked her for her service.
Mr. DeCaigny reported with sadness the recent passing of Richard Reiniccius, a pioneer of the Neighborhood Arts Program, which became Community Arts and Education; Potrero Neighborhood House is accepting donations in his memory.
Mr. DeCaigny reported on the reception celebrating the public art program at the new Zuckerberg San Francisco General Hospital and Trauma Center, and showed images of some of the artworks. Commissioners praised Public Art staff for their innovative, brilliant and sensitive work over many years on this complex project, accommodating the unique needs of the hospital setting. Commissioners reported how moved the hospital staff were, and how this project demonstrates the power of art in healing. The Commission expressed pride in the City’s creation of a model program, and requested a more extensive presentation from staff on the process and the artworks at a future meeting.
Mr. DeCaigny agreed, and pointed out the diversity of the artists in this project, as an expression of the core value of cultural equity.

- Commissioner Melania reported that the she had been unable to attend the meeting, but that the Committee discussed revised and simplified grant guidelines, and that the grantmaking calendar has been changed to bring all of the year’s funding recommendations before the Committee at one time rather than throughout the year. She discussed the increase in grant funding, and reviewed some statistics about the applicant pool.
Commissioner Schnair had chaired the meeting in the absence of Commissioner Melania, and she commended staff for a tremendous task really well done.
Public Comment:
Several speakers thanked the Arts Commission for its support, including Fely Tchaco, Katie Gilmartin, James Bayani and Rachel Lozada of Kearny Street Workshop, Anastasia Powers Cuellar of Brava!, Michelle Anton and April McGill.

- Commissioner Sklar reported that the Committee heard from a packed room full of artists in response to the report and feasibility study by consultant Kate Faust on revitalizing the program. She reported that the Committee discussed which recommendations could be within the jurisdiction of the Arts Commission, and which would require legislative action.
Commissioner Sklar reported that the Committee also heard comments from artists on the impact of Super Bowl 50. Commissioners Shelby and Sklar reported that they had each visited artists in Justin Herman Plaza, and encouraged everyone to go and see their work; both praised the artists and the artwork.

- Consent Calendar
Vice President Ordeñana recused himself from consideration of items 32, 35, 37 and 38 on the Consent Calendar, regarding several grantees because of their connection with his employer, the Lesbian Gay Bisexual Transgender Center. Commissioner Schnair recused herself from consideration of items 20, 21, and 22, because her husband is the architect on the project. Commissioner Shelby recused himself from consideration of items 37 and 38 because of his connection with Yerba Buena Center.
Vice President Ordeñana, Commissioner Schnair and Commissioner Shelby left the room at 3:33 p.m.
Public Comment: Randy Burns explained that he has been in the area for 42 years, and has supported the American Indian cultural center proposal. He discussed his involvement with Gay American Indians and other native arts and culture groups since 1975, and added that he is a senior.
There was no further public comment, and President Beltran called for a vote on the following items, which were approved unanimously as follows, with the recusal of Vice President Ordeñana, Commissioner Schnair and Commissioner Shelby.
RESOLUTION NO. 0307-16-070: Motion to approve the selected artist Christine Corday’s conceptual proposal for the Moscone Expansion Project Howard Street sculpture opportunity, as recommended by the Moscone Expansion Project Sculpture Selection Panel.
RESOLUTION NO. 0307-16-071: Motion to authorize the Director of Cultural Affairs to enter into contract with artist Christine Corday for the design and implementation of an artwork in an amount not to exceed $1,450,000 for the Moscone Expansion Project Howard Street sculpture opportunity.
RESOLUTION NO. 0307-16-072: Motion to accept the Moscone Expansion Project Sculpture Selection Panel’s recommendation to reject the finalists’ proposals for the Moscone Expansion Project West (Park) Bridge sculpture opportunity and to accept a staff recommendation to reopen the Request for Qualifications to allow for additional recruitment and to convene a new selection panel.

Civic Design Review Committee Recommendations (February 8, 2016)
- RESOLUTION NO. 0307-16-055: Motion to approve Phase 1 of the Lombard Street Garage Improvements project, contingent upon: (1) submission of color studies at Phase 2 review, showing at least two or three options for review, including both multi-color and single-color/multiple-value panel schemes with a gray background for the building, and with material samples; (2) submission of LED samples.
- RESOLUTION NO. 0307-16-056: Motion to approve Phases 2 and 3 of the San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility Project, contingent upon: (1) uplighting the underside of the fueling station roof; (2) making the underside of the roof a darker color close to the fascia color; (3) considering round columns instead of square ones; (4) changing the light fixtures on the wash station.

Visual Arts Committee Recommendations (February 17, 2016)
- RESOLUTION NO. 0307-16-060: Motion to approve the design of Xochiltquetzal, a mosaic mural, by artist Susan Cervantes that will be installed on the façade and sidewalk entry of Precita Eyes located at 2981 24th Street. The project is sponsored by an Individual Artist Commission from the Arts Commission; the mosaic mural will not become part of the Civic Art Collection.
- RESOLUTION NO. 0307-16-061: Motion to approve the design of Athens Avalon Greenspace 99 Steps, a mosaic mural, by artist Iran Narges that will be installed on a stairway at the intersection of Athens Street and Avalon Avenue which connects Avalon Avenue and Valmar Terrace. The mural will be placed on the risers of the stairway; 99 steps that are each 54 in. wide by 5 in. high. The project is funded with a Community Challenge Grant and is sponsored by the San Francisco Parks Alliance and Public Works; the mosaic mural will not become part of the Civic Art Collection.
- RESOLUTION NO. 0307-16-062: Motion to approve the design of Liminal Space–Crossing, an artwork designed by artist Summer Lee that will be installed in Ross Alley. The artwork will consist of ten outdoor projectors to be installed along the walls of the alley, projecting an LED water effect along the length of the alley’s sidewalk path. The project is funded with a Community Challenge Grant and is sponsored by the Chinese Culture Foundation; the installation will not become part of the Civic Art Collection.
- RESOLUTION NO. 0307-16-063: Motion to approve the design of Sunrise, a mosaic artwork, designed by Mike Gaspay that will be installed on the pedestrian bridge stairwell at 750 Kearny, between Washington and Clay streets. The mural will consist of mosaic tiles installed in a gradient sunrise pattern on the central and sidewalls of the staircase. The project is funded with a Community Challenge Grant and is sponsored by the Chinese Culture Foundation; the mosaic mural will not become part of the Civic Art Collection.
- RESOLUTION NO. 0307-16-064: Motion to retroactively approve and accept into the Civic Art Collection the artwork Cayuga Portal, 2013, by Eric Powell. The artwork consists of two painted steel entry gates installed at Cayuga Playground: The main gate at Cayuga Avenue is 12 ft. by 14 ft. by 7 in.; and the gate at the Alemany Boulevard entrance is 9 ft. by 4 ft. by 2 in. The final installation of the artwork was previously approved by Resolution No. 0909-13-218.
- RESOLUTION NO. 0307-16-065: Motion to approve an honorarium payment in the amount of $4,000 to McNair Evans for the research and development of his exhibition In Search of Great Men opening at San Francisco City Hall in the spring of 2016.
- RESOLUTION NO. 0307-16-066: Motion to approve a curatorial honorarium in the amount of $2,000 to Ann Jastrab for the research and development of the McNair Evans exhibition In Search of Great Men opening at SF City Hall in the spring of 2016.

- RESOLUTION NO. 0307-16-051: Motion to approve the Executive Committee Meeting Minutes of January 25, 2016.
- New Business and Announcements
Vice President Ordeñana asked Mr. DeCaigny for a brief high-level update on the strategic plan at a future meeting.
Mr. DeCaigny announced that he and Brian Cheu of the Mayor’s Office of Housing and Community Development would present an update on the Nonprofit Displacement Mitigation Program to the Board of Supervisors on March 16, including an overview of research by Harder & Company on Bay Area nonprofit space and facilities. He promised to present this report to the Commission.
Mr. DeCaigny announced a free community event to honor Mayor’s Art Award recipient Armistead Maupin, tentatively scheduled for April 5. This is separate from the ArtCare event announced earlier.
Mr. DeCaigny announced that Lauren Curry has been appointed as the new Deputy City Attorney for the Arts Commission, and said she would come to a meeting soon.
Finally, President Beltran announced the new Committee assignments.
