  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.

  3. General Public Comment
    Carla Jones asked about creating a more useful searchable database for public art on the Arts Commission’s website.

    Mr. DeCaigny asked Deputy Director Rebekah Krell to update the Commission on plans to redesign and upgrade the website. She explained that Rolling Orange had been selected to redesign the website and she would be meeting with them shortly. She gave a brief overview of the goals of the redesign, including a searchable connection with the Embark database. Mr. DeCaigny explained that Embark contains information on artworks in the Civic Art Collection, including the location and artist. He added that the agency has long requested funds for this upgrade and this year funding was secured.

    There was no further public comment.
     
  4. Director’s Report
    Mr. DeCaigny began his report by announcing that the Hewlett Foundation recently awarded a prestigious grant of $200,000 to the African American Theater Alliance for Independence (“AATAIN”), composed of five resident organizations at the African American Art and Culture Complex. The funds will be used to address technology infrastructure and audience development.

    He announced the Galleries’ exhibition O Glorious City, featuring 100 works celebrating the centennial of City Hall by Jeremy Fish, City Hall’s first artist in residence; the reception will be a birthday party for City Hall on November 19, with signed prints available. He added that several public programs are commemorating the centennial.

    Mr. DeCaigny reported that he had joined several arts colleagues in welcoming Ireland’s President Michael Higgins and First Lady Sabina Coyne; both have impressive arts and culture accomplishments. Mr. DeCaigny thanked American Conservatory Theater for hosting the luncheon for the group.

    He announced the upcoming public dedication on November 21 of the San Francisco General Hospital acute trauma facility, with its outstanding new public art; a reception for the artists is planned for March, 2016.

    He also announced the publication of the Board of Supervisors’ Budget and Legislative Analyst’s report regarding the public art program, which is posted on the Board of Supervisors website: http://www.sfbos.org/Modules/ShowDocument.aspx?documentID=54104. The Visual Arts Committee will discuss the report at its next meeting, and an overview will be presented to the full Commission.

    Finally, he reported that he and SF Travel’s Howard Prickett will be representing San Francisco at the World Cities Culture Forum in London at the invitation of Boris Johnson, Mayor of London. Other United States cities participating are Los Angeles, New York and Austin, Texas. The forum will publish a report on arts and culture in the thirty-two global cities participating.

  5. Nomination and Election of Arts Commission Officers
    Nominating Committee Chair Charles Collins reported on the Committee’s recent meeting, reviewing the nomination process. He reported that the Committee expressed strong confidence in and great appreciation for the Commission’s leadership, and also discussed the importance of developing leadership experience, mentoring and “bench strength” throughout the Commission. He presented the Committee’s nominated slate, Commissioner JD Beltran as President, and Commissioner Roberto Ordeñana as Vice President.

    Mr. DeCaigny reiterated his confidence in the Commission’s leadership, and expressed his appreciation of the opportunity to work with them to advance cultural policy in San Francisco. President Beltran thanked the Commission for the opportunity to serve. She thanked Vice President Schnair for her service, and pointed to the experience of Commissioner Melania as past Vice President and Commissioner Sklar as past President as resources for the Commission. Vice President Schnair, too, thanked the Commission for the opportunity to serve, and the Commission discussed the nominations.

    Commissioner Frankel nominated JD Beltran as President and Roberto Ordeñana as Vice President, and Vice President Schnair seconded. There was no public comment, and they were elected unanimously.

    Commissioner Ordeñana thanked the Commission for its vote of confidence, and thanked his predecessors for their leadership. He praised the dedication and commitment of Commissioners who serve the City as volunteers, and commended the Director, Deputy Director and staff, and looked forward to working more closely with everyone.

    Mr. DeCaigny noted that the bylaws were silent as to exactly when new terms begin, and that he was working with the City Attorney’s office to address that in the revision of the bylaws. In the meantime, the new terms will begin January 1, and he noted that there may be changes in Committee memberships then as well.

     
  6. Committee Reports and Committee Matters
    1. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Committee Chair Melania reported that the Committee was thrilled to hold the inaugural meeting in the new offices at 401 Van Ness. She reported that they approved additional panelists, and added that several members of the staff attended the recent national conference of Grantmakers in the Arts.

    2. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee agreed with the comments about the new building. She reported that the Committee held a marathon meeting lasting more than five hours, with eleven projects. She listed some of the highlights, including two neighborhood-driven projects, the Geneva Car Barn and Noe Valley Town Square. She reported that these were initiated by neighborhood groups with support from the Recreation and Parks Department and other departments, and from the district Supervisors.

        In response to a request from Vice President Schnair, Mr. DeCaigny said that a special presentation of a few notable recent projects would be on the full Commission’s agenda in the next few months.
         
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported that the Committee reviewed several public-private collaborations, including a developer-funded artwork at Ringold Alley, temporary artwork in Hayes Valley, and the Noe Valley Town Square. She reported that the Committee also approved a temporary art plan for Treasure Island, noting that Public Art Trust and Special Projects Director Jill Manton was working on an arts master plan for Treasure Island. The Commission expressed interest in seeing a presentation on this very large and significant development of a new community.

        Commissioner Chew added that the Committee had appproved a project bringing art to the interior of Muni buses, and encouraged everyone to look for the artworks.

         
  7. Consent Calendar
    Commissioner Ordeñana recused himself from consideration of items 9 and 10 on the Consent Calendar, regarding Treasure Island, because the developer, Lennar, is a funder of his employer, the Lesbian Gay Bisexual Transgender Center. He left the room at 3:06 p.m.

    President Beltran called for a vote on the following items. There was no public comment, and they were approved unanimously as follows, with the recusal of Commissioner Ordeñana.

    RESOLUTION NO. 1102-15-303: Motion to approve Phases 1 and 2 of the Treasure Island/Yerba Buena Island Streetscape Master Plan project.

    RESOLUTION NO. 1102-15-304: Motion to approve Phases 1 and 2 of the Yerba Buena Island Water Tanks project, contingent upon increasing the planting to screen the fence.

    Commissioner Ordeñana returned to the room at 3:07 p.m., and President Beltran called for a vote on the remainder of the Consent Calendar. There was no public comment, and the Consent Calendar was approved unanimously as follows.

    4. RESOLUTION NO. 1102-15-298: Motion to approve Phase 3 of the Golden Gate Recycled Water Pump Station & Reservoir.

RESOLUTION NO. 1102-15-301: Motion to approve Phase 1 of the Airport Building #624 project contingent upon: (1) simplifying the design so that the sill of the clerestory is a level line aligned at the lowest point; (2) making the panelization uniform instead of varied; (3) simplifying the area of the building number on the landside by eliminating the clerestories there and making the numbers visually distinct from the background; (4) eliminating redwoods from the landscape plan; (5) ensuring that all trees are placed far enough from buildings to allow sufficient canopy space, and eliminating any trees that are too close to the building.
       
    8. RESOLUTION NO. 1102-15-302: Motion to approve Phase 2 of the SFO Firehouse #3 and South Field Checkpoint Relocation project, contingent upon submitting the design of the entry for informal review prior to Phase 3 review.
       
    9. RESOLUTION NO. 1102-15-305: Motion to approve Phases 1, 2 and 3 of the South Park Playground.
       
    10. RESOLUTION NO. 1102-15-306: Motion to approve Phase 1 of the 1500 Mission Street project.
       
    11. RESOLUTION NO. 1102-15-307: Motion: Resolved that, pursuant to Administrative Code Section 67.6(a), the Civic Design Review Committee hereby confirms that, effective October 1, 2015, its regular meetings shall occur at 3:00 p.m. on the third Monday of each month at 401 Van Ness Avenue, in Room 125.
       
      Visual Arts Committee Recommendations (October 21, 2015)
       
    12. RESOLUTION NO. 1102-15-308: Motion to approve the mural design Diamonds on Divis, by Kristin Farr. The proposed mural is 20 feet by 7 feet and will be painted on the ground of a new bicycle corral at parking space 1140-G in front of 1190 Fell Street. The new bicycle corral is a project of the SFTMA and is sponsored and funded by the Madrone Art Bar.
       
    13. RESOLUTION NO. 1102-15-309: Motion to approve honorarium payments in the amount of $2,500 each for the research, development, creation and exhibition of newly commissioned artworks to the following artists: Jeremiah Barber, Dana Harel, Carolyn Janssen, Summer Mei Ling Lee, and Ramekon O’Arwisters. And honorarium payment in the amount of $700 each for the exhibition of existing artworks by the following artists: Zeina Barakeh, Victor De La Rosa, Guillermo Gómez-Peña, Ranu Mukherjee, and Tsherin Sherpa. The works described in this motion will be on view in the SFAC Galleries inaugural exhibition, Bring it Home: (Re)Locating Cultural Legacies through the Body, opening January 22, 2016.
       
    14. RESOLUTION NO. 1102-15-310: Motion to authorize blanket approval for a series of temporary art activities programmed by the Hayes Valley Neighborhood Association, the Hayes Valley Art Works and the Haight Street Art Center and which shall include projects such as temporary murals to be placed on the chain link fences surrounding the parcels, various kinds of art classes, performance and site decorations within Parcel O in Hayes Valley, located at the intersection of Octavia and Fell Streets, over the course of one year from October 22, 2015 until October 21, 2016.
       
    15. RESOLUTION NO. 1102-15-311: Motion to retroactively approve the display of the reproduction of original artworks by Todd Berman, Reynaldo R. Cayetano, Jr., Philip Hua, Ariel Dunity Johnson and Andria Lo designed specifically for display in 50 buses citywide (ten buses per artist) for duration of three months from October 1, 2015 through December 31, 2015 in spaces generally reserved for advertising.
       
    16. RESOLUTION NO. 1102-15-312: Motion to approve the Project Outline for the Treasure Island Art Activation Temporary Art Projects, pending final approval from the Treasure Island Development Authority and the availability of funding for implementation.
       
    17. RESOLUTION NO. 1102-15-313: Motion to approve the completed installation of artworks from the series Strangerhood: Castro, Chinatown, Fisherman’s Wharf, Haight-Ashbury, Mission and North Beach, 2015, by Lordy Rodriguez. All are printed reproductions on aluminum installed at San Francisco International Airport, Terminal 3.
       
    18. RESOLUTION NO. 1102-15-314: Motion to approve the selected fabricator, Magnolia Editions, for artist Clare Rojas’s Central Subway: Chinatown Station public art project, as recommended by the Central Subway: Chinatown Station Rojas Artwork Fabricator Selection Panel, and to approve Magnolia Editions’s subcontract of $139,560 to be assigned to Clare Rojas’s contract with the City for this artwork commission.
       
    19. RESOLUTION NO. 1102-15-315: Motion to authorize the Director of Cultural Affairs to increase Clare Rojas’s contract from $94,750, to $234,000 (an increase of $139,560) to add Magnolia Editions’s subcontract for fabrication, transportation, and fabricator’s consultation during installation to Clare Rojas’s contract for the Central Subway: Chinatown Station Crosscut Cavern artwork project.
       
    20. RESOLUTION NO. 1102-15-316: Motion to approve the selected finalists, Benicia Gantner, Lordy Rodriguez, and Jason Jägel, with Aileen Barr as alternate, as recommended by the Balboa Pool Public Art Selection Panel to develop conceptual proposals for the Balboa Pool Improvement Project.
       
    21. RESOLUTION NO. 1102-15-317: Motion to approve the conceptual proposal by Jenifer K. Wofford for the PUC Storm Drain Mural Project for display during the year 2016 and to authorize the Director of Cultural Affairs to enter into contract with the artist to develop and complete six unique mural designs for an amount not to exceed $10,000.
       
    22. RESOLUTION NO. 1102-15-318: Motion to approve the conceptual proposal by Michael Bartalos for the PUC Storm Drain Mural Project for display during the year 2017 and to authorize the Director of Cultural Affairs to enter into contract with the artist to develop and complete six unique mural designs for an amount not to exceed $10,000.
       
    23. RESOLUTION NO. 1102-15-319: Motion to approve the art enrichment program plan for Noe Valley Town Square.
       
  8. New Business and Announcements
    Commissioner Collins reported that he had attended the fiftieth anniversary celebration of the Chinese Culture Center and called it a tour de force. He praised the center as hugely important to San Francisco, with an important focus on contemporary art.

    Vice President Schnair announced that Monstress was continuing until just before Thanksgiving at American Conservatory Theater, with two one-act plays by Philip Kan Gotanda and Sean San José focusing on the history of the Filipino community in San Francisco.

    Following Commissioner Collins’s comment, Mr. DeCaigny likewise congratulated the Chinese Culture Center on its anniversary.

    He told the Commission that it was again time for department head performance reviews, and this was a responsibility of the Commission. He said that he would work with President Beltran; she said that she would solicit comments from Commissioners and staff.

    President Beltran and Commissioner Stryker reported that they had participated in a wonderful event on October 17 presented by the San Francisco Museum of Modern Art, Can We Talk about Art?, which had arts leaders stationed in 80 sites around the city holding conversations about the arts with interested members of the public.

    President Beltran reported that Gallery 308 at Fort Mason (of which she is a board member) will host an amazing and ethereal sound exhibition through January.
