2. Public Comment
Discussion

Karla Jones spoke against the relocation of the sculpture Yin Yang by Robert Arneson to San Francisco International Airport. She stated that she preferred to see the sculpture retuned to its previous location on the Embarcadero where it was more publicly accessible.

Program Director Susan Pontious said the sculpture was purchased with Art Enrichment funds generated from the Airport, who has requested that it be returned to their collection. She added that the funds are regulated by the Federal Aviation Administration, and it is a misuse of the funds to use their assets off site. The Airport is concerned that the prolonged display of their asset off site, and attendant use of funds required to maintain it could be interpreted as illegal use of funds.

Commissioner Keehn added that the Port has jurisdiction over the Embarcadero and suggested Ms. Jones approach them about the matter.

  1. Motion to approve the following arts professionals as panelists for public art selection panels for the 2016/17 Fiscal Year: Jetro Martinez, artist; Darryl Smith, Co-Founder/Director/Curator, Luggage Store Gallery.
     
  2. Motion to approve and accept into the Civic Art Collection, the following 224 artworks. Imagery for each original artwork was licensed and reproduced as a digital print on aluminum plate for General Hospital Acute Care Building, Two-Dimensional Artwork Program.

4. Moscone Parking Garage

Commissioner Keehn recused herself from the item due to a conflict of interest and left the room at 3:16 p.m. She asked Commissioner Sklar to chair the meeting in her absence.

Jessica Shaefer of Sites Unseen Inc. presented the mural designs by Barry McGee for the Moscone Parking Garage. A total of seven unique designs that include both large and small elements will be installed at multiple locations throughout the site. Ms. Shaefer noted that most of the works will be painted directly on the parking garage structure in acrylic and spray paint, with the exception of one that will be painted on a removable substrate. She added that an anti-graffiti coating will be applied to the surface and Sites Unseen Inc. will be responsible for the maintenance of the artwork.

Ms. Pontious asked Ms. Shaefer to move the element on Clementina and Third streets to the adjacent corner so it would not compete with the existing artwork on the building.

Motion: Motion to approve the untitled mural designs by artist Barry McGee, to be painted and installed on seven locations at the Moscone Parking Garage located at 255 Third Street: the tower on the Southeast corner of Third and Clementina streets, at garage rooftop level, on four walls, three of which measure approximately 15 ft. by 10 ft. and one 15 ft. by 6 ft.; a ground-level freestanding wall located at the rear facing Kaplan Lane, measuring approximately 7 ft. by 15 ft.; a portion of a wall located on the Northwest corner of Kaplan Lane facing Howard Street, measuring approximately 8 ft. by 12 ft.; on a portion of an approximately 15 ft. by 20 ft. breezeway structure located on the Southwest corner of Third Street (artwork size is 5 ft. by 20 ft.); the Third Street side of the tower of 3rd and Clementina; the mall’s northwest rooftop; and the stairwell. The project is funded by the Bently Foundation, Kenneth Rainin Foundation, Phyllis C. Wattis Foundation and individual donors. The project is sponsored by Sites Unseen, Inc. an initiative of the Yerba Buena Community Benefit District; the painted murals will not become part of the Civic Art Collection.

5. Central Subway Union Square Station

Project Manager Mary Chou presented the Design Development Phase deliverables by Hughen/Starkweather for the glass artwork at the entrance to the Central Subway Union Square station.  She explained that since Conceptual Design was approved in 2013, the artists have further developed their design, partially to accommodate the fact that a topographic frit pattern on the roof deck surface was not possible, and the requirement that the roof deck glass be semi-opaque. Most significantly, the patterning has become denser with a revised color palette, and layering of the imagery will create the topographic designs originally intended for the frit pattern. Ms. Chou and Hughen/Starkweather presented preliminary glass samples, noting that samples with the current design will be brought back to the Committe for approval.

6. Noe Valley Town Square

Ms. Chou presented the Conceptual Design deliverables by the artist team Wowhaus for an artwork at Noe Valley Town Square. The artwork consists of three bronze owl sculptures designated for the children’s play area. The designs were recently on display for public comment, and Ms. Chou presented a summary of the community response. The Commissioners felt the designs were potentially frightening to children, and were not representative of the artist’s previous work. They suggested the artists revise their designs to be more playful, to include more texture, and to be more identifiable as owl forms. The Commissioners decided to table the item for further review.

7. Bayview Gateway

Ms. Chou presented the revised Conceptual Design deliverables by Cliff Garten for an artwork at Bayview Gateway. The artist was asked to design sculptural elements for two sides of the thoroughfare along Third Street and Cargo Way to create a gateway effect. Originally, the artist proposed a large scale sculpture on the west side of the gateway with corresponding bench elements on the east side. The Port asked the artist to propose a sculpture of larger scale on the west side and to replace the benches on the East side with an alternate visual statement. For the revised concept, the artist increased the sculpture height by four feet, and proposed a patterned fabric treatment on the existing fence on the south side of the fire station, to create a visual connection to the sculpture on the west side. The artist also proposed to illuminate the Bayview Gateway sign on the east side in order to provide a gateway presence at night. Ms. Chou explained that the artist would provide the design of the fence fabric to the Port, and the Port would be responsible for fabricating, installing and maintaining or replacing the fabric as needed.

Commissioner Keehn suggested illuminating the whole fence treatment at night, and not just the signage. Ms. Pontious said it was not possible due to budget constraints.

She showed the first of two animated works by Kota Ezawa that depicts a descending Mary Poppins figure. A second animated work will be presented to the Committee at a next month. She then showed two works by Laurie O’Brien; an animated collage utilizing the airplane window as a portal for imaginary places, and an administrator with a puppeteer alter ego who dreams of travel and adventure.

Ms. Chou gave an update on the progress of design modifications to Bill Fontana’s artwork Sonic Dreamscape, 2014 at North Beach Branch Library. She stated that the Arts Commission is working with the Department of Public Works to replace three or four of the existing speakers with new speakers that are more directional. The artist also plans to revise the sound composition to eliminate elements that people have found unpleasant. The new sound composition will be presented to the Committee at a later date.
