3.         Consent Calendar
Action

1. Motion to remove the following items from the list of approved artworks to be reproduced and installed at the General Hospital Acute Care Building (Resolution No. 0303-14-082) due to lack of availability:

Eileen David:  Bernal Slice #2; Kite Hill; Potrero
Sarah Winkler: Solar Harvest: 10 a.m.

2. Motion to approve the following artworks for reproduction and installation at the General Hospital Acute Care Building:

Eileen David:  Noe Valley Morning; Castro Slice #5
Sarah Winkler: Under a Big Sky

3. Motion to approve In the Spirit of Oneness, by artist Jason Jägel to be painted on a mural site located at 152 Clement Street. The proposed mural is 16 feet by 85 feet. The project is sponsored by the Clement Street Merchants Association and is funded by the City of San Francisco.

4. Motion to approve the addition of four stiffener plates at the locations where the four legs meet the inverted pyramid, for the structural stability and safety of the garden entry sculpture by Mark Brest van Kempen for the new Alameda Creek Watershed Center.

4.         SFAC Galleries
Meg Shiffler
Action

SFAC Galleries Director Meg Shiffler requested approval for additional artist honoraria for the upcoming inaugural exhibition Bring it Home, at the SFAC Gallery. Ms. Shiffler explained that one honorarium will go towards a public program by artist Guillermo Gómez-Peña. The other will cover unanticipated framing costs for work by artist Tsherin Sherpa.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve an artist honorarium in the amount of $1,800 to Guillermo Gómez-Peña for the research and development of a public program to accompany the inaugural SFAC Gallery (Veterans Building) exhibition Bring it Home.

The motion was unanimously approved

Motion: Motion to approve an increase in the artist honorarium to Tsherin Sherpa from $700 to $1,500 for his participation in the inaugural SFAC Gallery (Veterans Building) exhibition Bring it Home. The increase in Mr. Sherpa’s honorarium is due to an unanticipated cost related to framing a large painting for the exhibition.

5.         Central Subway Construction Barricades
Zoë Taleporos
Action

Program Associate Zoë Taleporos presented the Final Design Phase deliverables by Jason Jägel for the Central Subway: Construction Barricade Temporary Public Art Project for Yerba Buena/Moscone Station. The design is comprised of eight individual drawings that depict characters engaged in various modes of transportation. The artwork will be printed on adhesive vinyl and installed on the construction barricades measuring 8 feet high by 140 feet long. It will be on display for approximately one year.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the Final Design Phase deliverables (rendering) by Jason Jägel for the Central Subway: Construction Barricade Temporary Public Art Project for Yerba Buena/Moscone Station.

Action

Project Manager Marcus Davies presented the completed artwork by Mildred Howard as installed at General Hospital Acute Care Building, Floor 3. The artwork consists of digital images translated to glass with vitreous enamels and polyester film interlayer.

7.         Fire Station #5
Marcus Davies
Action

Mr. Davies reported on the results of the Fire Station #5 Improvement Project public art selection panel. He noted that the panel consisted of Commissioner Beltran, Captain Frank Cercos of the San Francisco Fire Department, Mohammed Soriano Bilal, Executive Director of the African American Art and Culture Complex, Department of Public Works’ project architect/senior designer, artist Jennifer Wofford and independent curator Melorra Green. After reviewing the portfolios of 17 artists selected from the 2015/16 Prequalified Artist Pool, the panel selected three finalists to make artwork proposals for the site: Val Britton, Ron Moultrie Saunders, and Amanda Weil. Mr. Davies then showed examples of the finalists’ past work.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the selected finalists, Val Britton, Ron Moultrie Saunders, and Amanda Weil, as recommended by the Fire Station #5 Public Art Selection Panel to develop conceptual proposals for the Fire Station #5 Improvement Project.

8. 2016 Art on Market Street Kiosk Poster Series
Jennifer Lovvorn
Action

Senior Project Manager Jennifer Lovvorn reported on the public art selection process for the 2016 Art on Market Street Kiosk Poster Series. Ms. Lovvorn noted that a selection panel for this project had taken place earlier in the year, and artists for two of the three slots were selected. A second selection panel, consisting of SFAC staff and two arts professionals, was convened to review the work of additional artists for the third remaining slot. That panel selected artist Jeff Canham. Ms. Lovvorn showed examples of the artist’s past work and described his conceptual proposal for the series.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the conceptual proposal by Jeff Canham, for the 2016 Art on Market Street Kiosk Poster Series and to authorize the Director of Cultural Affairs to enter into contract with the artist to develop and complete six unique poster designs for an amount not to exceed $8,000.

8.         Noe Valley Town Square
Mary Chou
Action

Project Manager Mary Chou reported on the public art selection process for Noe Valley Town Square. She described the site along 24th street where an existing parking lot will be transformed into a public gathering space with a children’s play area. The public art opportunity at this site consists of either a sculptural element in the play area, or an artistic treatment of the seating planned for the square. Ms. Chou explained that this is a fast tracked project to be completed in a year. As a result, the panel was asked to directly select one artist or artist team for the commission based on their past work, as opposed to the usual process of selecting finalists to develop proposals for the site. She noted that the panel consisted of Commissioner Chew, a community representative, one arts professional, and a member of the client agency sharing a vote with a member of the design team. After reviewing the portfolios of eight artists selected from the 2015/16 Prequalified Artist Pool, the panel made a direct selection of the artist team Wowhaus for the commission. She then showed examples of Wowhaus’ past work. 

Commissioner Chew commented that the panel was unanimous in their decision and felt that Wowhaus showed great range in their portfolio as well as demonstrated community participation in their previous projects.

Ms. Chou stated that Wowhaus will meet with the project team soon to decide on the artwork approach.

Motion: Motion to approve the selected artist team, Wowhaus, as recommended by the Noe Valley Town Square Artist Selection Panel to create an artwork for the new Noe Valley Town Square.
