President JD Beltran called the meeting to order at 12:44 p.m.

  2. Public Comment
    There was no public comment.
     
  3. Director’s Report
    Mr. DeCaigny reported on the recent community grants meeting, noting that a summary of frequently asked questions from that session will be posted on the Arts Commission’s website shortly. He also thanked Commissioner Shelby for speaking at the event.
     
    Mr. DeCaigny asked Deputy Director Rebekah Krell to report on the Arts Commission’s requests to the Capital Planning Committee and its review process. In response to questions from the Committee, she explained that the agency’s requests targeted the Civic Art Collection and the Cultural Centers. The Committee discussed the requests, and staff discussed some of San Francisco’s pioneering initiatives regarding collection management. Mr. DeCaigny reviewed the timeline for Capital Planning and how it fits into the overall City budget process.
     
    Mr. DeCaigny reported on the temporary installation of Fancy Animal Carnival in the Civic Center, and the dedication of the Public Safety Building with its public artworks, noting that the moving ceremony ended just in time for the noon ringing of the All is Well Bell. He thanked Commissioners Beltran, Stryker and Woolford for their participation.
     
    There was no public comment.
     
  4. Organizational Project Grants
    Mr. DeCaigny explained that due to administrative error, the two grantees named were inadvertently omitted from the list of Organizational Project Grants previously approved. He explained that it was the agency’s policy to retain a small contingency amount to allow for the correction of any such errors.
     
    The Committee discussed the motion. There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve recommendations to award grants totaling $26,000 in the 2014-2015 cycle of Organization Project Grants (“OPG”) to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for the amounts listed:
    EXIT Theatre, $13,000
    Southern Exposure, $13,000
     
  5. Transgender Film Festival Grant
    Mr. DeCaigny explained that this motion was the result of a dedicated addback from the Board of Supervisors, and he was pleased to see the arts as a beneficiary of participatory budgeting and supervisorial addbacks. He added that staff is working to streamline the process of managing such allocations.
     
    The Committee discussed the motion. There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to authorize the Director of Cultural Affairs to enter into grant agreement with the San Francisco Transgender Film Festival for an amount not to exceed $9,000 to produce, curate and promote a film festival that focuses on the films by, for and about the transgender and gender variant communities.
     
  6. New Business and Announcements
    Vice President Schnair announced the opening of the Strand Theater as a new resource for American Conservatory Theater, with a ribbon-cutting on May 14. She added that interested members of the public could sign up online for a free tour of the building. She was excited that this building was an important landmark in establishing the Central Market arts district.
     
    Mr. DeCaigny announced the upcoming Art Market art fair, beginning April 29 at Fort Mason. President Beltran announced the shows for graduating students at the San Francisco Art Institute and California College of the Arts.
     
    Commissioner Ordeñana requested an update from ArtCare; Mr. DeCaigny agreed. He also proposed a review of the Arts Commission’s Statement of Incompatible Activities, which was last approved in 2004, and is posted on the Arts Commission’s and the Ethics Commission’s websites. He also proposed a review of the bylaws.
     
    There was no further new business or announcements, and no public comment.
