Commission President JD Beltran called the meeting to order at 2:07 p.m.

  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0104-16-001: Motion to approve December 7, 2015 Minutes.
     
  3. General Public Comment
    Ann Treboux, also known as Paula Datesh, spoke about the restraining order filed against her. She complained that Arts Commission staff had failed to consult with the City Attorney’s office, and said that she was appealing the order. She said that she was not banned from the Veterans Building, that she would sue the Arts Commission if she were handcuffed for entering the building, and that she intended to see her nephew dance with the ballet in the building next year.
     
    There was no further public comment.
     
  4. Director’s Report
    In the absence of Mr. DeCaigny, Deputy Director Rebekah Krell reported briefly on the agency’s activities, including the January 22 opening of the Galleries’ new space at 401 Van Ness, with three new exhibitions: Bring It Home: (Re)Locating Cultural Legacy Through the Body, Do More of What You Love and Coalescence.
     
    There was no public comment.
     
  5. Committee Reports and Committee Matters
    1. Civic Design Review Committee—Cass Calder Smith, Chair
      1. In the absence of Commissioner Smith, Commissioner Stryker reported that the Committee discussed a project at San Francisco Airport and Fire Station No. 5. She showed images of two other projects discussed by the Committee, the Noe Valley Town Square and the Treasure Island ferry shelter and bus shelters. She explained that the community had raised over $1,000,000 and won state grant funds for the Noe Valley Town Square, which includes a farmer’s market; they worked with Supervisor Wiener’s office, the Recreation and Parks Department and other City partners, and the project design work was done pro bono.
         
        She praised the elegant and streamlined design of the Treasure Island ferry shelter, which will be located at the island’s ferry terminal.
         
        The Commission briefly discussed the two projects. Director of Communications Kate Patterson announced the groundbreaking ceremony at Noe Valley Town Square on January 5. Commissioner Chew commented on the number of funding sources for the public art at the site, praising the project as a great example of civic engagement.

    2. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. In the absence of Commissioner Melania, Commissioner Collins reported that the Committee heard moving testimony from Noe Valley Chamber Music on the impact of funds received through the Board of Supervisors addback process, and their gratitude to Supervisor Wiener. Commissioner Collins reported that the Committee discussed changes in the grantmaking process, bringing all of the panels’ recommendations to the Committee in February rather than presenting each category separately over a few months as in the past.
         
        He reported that the Committee reviewed reports from the Cultural Centers, and was very pleased to see the City’s increased support for their capital needs. He reported that the Committee also took action on several addbacks from the Board of Supervisors.
         
        President Beltran added that she thought the coordination of the grantmaking schedule was a very good idea.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn began her report by inviting everyone to the SFAC Galleries’ opening in the new space at 401 Van Ness. She reported that Galleries Director Meg Shiffler reported on the Galleries and her interest in increasing programming in the new larger space, more than double what it was before the renovation of the building.
         
        Commissioner Keehn reported that the Committee reviewed preliminary ideas for public art for a proposed development at Van Ness and Market streets, which will incorporate both a City office building and a private building.
         
        Commissioner Chew also praised Conservator Allison Cummings for the recently completed restoration of the fountain in Huntington Park in Nob Hill, completely funded by the neighborhood.
         
        There was no public comment.
         
         
        Commissioner Keehn presented the following motion, explaining that the selected artist team had been reviewed by the Committee, and that this motion would authorize the artists to develop a concept for the artwork for Noe Valley Town Square.
         
        There was no public comment, and the following motion was unanimously approved.
         
      2. RESOLUTION NO. 0104-16-002: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Wowhaus for the design, fabrication, transportation and consultation during installation of an artwork for Noe Valley Town Square for an amount not to exceed $37,100.
         
  6. Consent Calendar
    Vice President Ordeñana recused himself from consideration of items 14 and 18 on the Consent Calendar, regarding respectively the Queer Cultural Center, which rents space from his employer, the Lesbian Gay Bisexual Transgender Center, and Treasure Island, whose developer, Lennar, is a funder of the Lesbian Gay Bisexual Transgender Center. President Beltran recused herself from consideration of item 11, regarding the Fort Mason Center, because she serves on its board of directors.
     
    Vice President Ordeñana left the room at 2:36 p.m.
     
    President Beltran called for a vote on the following items. There was no public comment, and they were approved unanimously as follows, with the recusal of Vice President Ordeñana.
     
    RESOLUTION NO. 0104-16-017: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Queer Cultural Center for an amount not to exceed $40,000 to support capacity building and technical assistance services to emerging artists from historically underserved and underrepresented communities.
     
    RESOLUTION NO. 0104-16-021: Motion to approve Phase 2 of the Treasure Island Ferry Shelter and Bus Shelters project; contingent upon (1) making the bus shelters more unique and distinctive; (2) lightening up the concrete base of the ferry shelter; (3) further developing the roof details on both the ferry and bus shelters; (4) relocating the backflow preventer away from the entry.
     
    Vice President Ordeñana returned to the room at 2:37 p.m., and President Beltran left the room at 2:37 p.m.
     
    Vice President Ordeñana called for a vote on the following item. There was no public comment, and it was approved unanimously as follows, with the recusal of President Beltran.
     
    RESOLUTION NO. 0104-16-014: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Fort Mason Center for Arts and Culture for an amount not to exceed $40,000 to support an international arts festival.
     
    President Beltran returned to the room at 2:38 and then called for a vote on the remainder of the Consent Calendar. There was no public comment, and the Consent Calendar was approved unanimously as follows.

      Community Arts, Education and Grants Committee Recommendations (December 8, 2015)
       
    4. RESOLUTION NO. 0104-16-007: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Richmond District Neighborhood Center for an amount not to exceed $18,000 to produce a Balboa Street music festival.
       
    5. RESOLUTION NO. 0104-16-008: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Bindlestiff Studio for an amount not to exceed $70,000 for facility improvements that will improve the audience and performer experience.
       
    6. RESOLUTION NO. 0104-16-009: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with The Marsh for an amount not to exceed $10,000 to support free tickets to performances that address depression and mental health issues.
       
    7. RESOLUTION NO. 0104-16-010: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Noe Valley Chamber Music for an amount not to exceed $15,000 to support free in-school workshops and performances for elementary and middle school youth located within District 8.
       
    8. RESOLUTION NO. 0104-16-011: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Bayview Opera House, Inc. for an amount not to exceed $150,000 to support and increase their organizational capacity.
       
    9. RESOLUTION NO. 0104-16-012: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Bayview Opera House, Inc. for an amount not to exceed $150,000 to support ongoing arts and economic vitality activation along the Third Street corridor.
       
    10. RESOLUTION NO. 0104-16-013: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with Precita Eyes Muralists Association, Inc. for an amount not to exceed $20,000 for a community mural located in the Outer Mission/Ingleside neighborhood.
       
    11. RESOLUTION NO. 0104-16-015: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with the Korean War Memorial Foundation for an amount not to exceed $110,000 to support the installation of a Korean War Memorial at the Presidio of San Francisco.
       
    12. RESOLUTION NO. 0104-16-016: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with the Arts Providers Alliance of San Francisco for an amount not to exceed $25,000 to support professional development and networking for the arts provider and teaching artists community.
       
    13. RESOLUTION NO. 0104-16-018: Motion to authorize the Director of Cultural Affairs to enter into a 2015-2016 grant agreement with ArtSpan for an amount not to exceed $50,000 to support planning and implementation of services to increase access to affordable short and long term space for sole proprietor artists.
       
      Civic Design Review Committee Recommendations (December 14, 2015)
       
    14. RESOLUTION NO. 0104-16-019: Motion to approve Phase 3 of the Noe Valley Town Square project.
       
    15. RESOLUTION NO. 0104-16-020: Motion to approve Phase 1 of the San Francisco Airport (“SFO”) Ground Transportation Unit—Vehicle Fuel and Wash Facility project; contingent upon (1) simplifying the stepping in the block to make a straight line on the building; (2) bringing the smaller canopies above the entry doors to the edge of the building; (3) making the detailing above the fueling area lighter and more tensile.
       
      Visual Arts Committee Recommendations (December 16, 2015)
       
    16. RESOLUTION NO. 0104-16-022: Motion to approve the site proposed for the expansion of the mural, Celebrating 150 Years of Compassionate, Dedicated Service to the Community, by artists Elaine Chu and Yukako Ezoe Onodera at Laguna Honda Hospital located at 375 Laguna Honda Boulevard. If artists are successful in obtaining funding for the project, they will return for mural design approval as per the Arts Commission’s guidelines at a later date.
       
  7. New Business and Announcements
    Commissioner Silverman announced a new show from Mexico in her Tenderloin gallery, opening on January 12. President Beltran encouraged everyone to see 40-Part Motet at Fort Mason before it closes in a few weeks, noting that it has been praised in the press as one of the best shows of 2015. Finally, she announced the grand opening of the Berkeley Art Museum later in January, after several years of work by director Larry Rinder (a former Arts Commissioner).
