In Commissioner Sklar’s absence, President Beltran chaired the meeting. She announced that Items 4 and 7 were tabled, and Item 5 was cancelled. She then moved Item 10, Public Comment, to Item 2.

2.      Public Comment

Discussion

 

Peter Warfield, Executive Director Library Users Association asked if Item 4 pertaining to the Bernal Heights Branch Library would be heard at a later Visual Arts Committee (“VAC”) meeting. Civic Art Collection and Public Art Program Director Susan Pontious replied that the item is being referred to the Executive Committee. Mr. Warfield expressed his disapproval that the item would not be discussed and vetted by the VAC. He discussed information he felt was missing and important to include when the Commission hears the item in the future. He stated that the item deserved to have a full hearing by the VAC. Mr. Warfield added that the assessment of the Bernal Heights Branch Library mural as not restorable was false. He gave examples of many people who wrote letters in support of the restoration.

5.      Motion to approve the mural design, StreetScape, by Bryana Fleming located at 6333 Geary Boulevard.

6.      Motion to approve the installation of the public art project, Bayview Rise, by Haddad Drugan at Port Pier 92.

 

7.      Motion to retroactively approve and accept into the Civic Art Collection Studies for the “Four Elements”, 2008 by Owen Smith. The studies include eight oil on board panels: Air (Aeronautics- Female Pilot), 18 inches by 18 inches; Air (Falconer), 18 inches by 18 inches; Water (Woman with Jug), 18 inches by 18 inches; Earth (Farmer Plowing Landscape), 19 inches by 30 inches; Earth (Farmers Gathering), 18 inches by 18 inches; Fire (Ceramicist), 18 inches by 18 inches; Fire (Glassblowers), 19 inches by 30 inches; Fire (Steelworker), 18 inches by 18 inches. The artworks were studies for the artwork by the same name (Accession No. 2011.30.a-n) commissioned for the Laguna Honda Hospital and Rehabilitation Center and accepted into the Civic Art Collection (Resolution No. 0711-11-171).

 

8.      Motion to approve and accept into the Civic Art Collection Philosopher’s Way, 2012 by the artists Peter Richards and Susan Schwartzenberg. The artwork is a multi-component installation within McLaren Park along a 2.7 mile walking trail and another 1.1 mile loop. The components include:  Two granite trail head plaques; 61 granite trail markers; 15 scenic stops marked with 13 viewing stations and two granite benches, all have inlaid polished black granite panels etched with historical photos; and one spring water fountain bowl made of carved basalt. The artwork was dedicated on January 5, 2013.

 

9.      Motion to approve and accept into the Civic Art Collection Firefly, 2012 by Ned Kahn. The artwork is multi-component installation on the façade of the Public Utilities Commission building at 525 Golden Gate. The installation consists of five-inch-square, clear-polycarbonate panels hinged to move freely in the wind.  At night, the movement of the panels is converted into light when the hinged panels move inward and connect to small embedded magnets connected to an electric reed that triggers the flickering of LED lights. The sculpture requires less energy than a 75-Watt light bulb. The artwork was dedicated with the opening of the building in June 2012.

 

10.  Motion to approve and accept into the Civic Art Collection Rain Portal, 2012 by Ned Kahn. The artwork is located at the Public Utilities Commission building at 525 Golden Gate.  The installation covers two walls located on either side of the lobby stairway. The installation is a self-sustaining system that continuously recycles water to create the illusion of rain inside the clear polycarbonate wall panels.  The extruded polycarbonate has multiple cells of plastic that through which water is pumped up from a reservoir at the bottom of the panels and released as small drops into the top. The artwork was dedicated with the opening of the building in June 2012.

4.      Bernal Heights Branch Library

Action

 

Presentation and review of Bernal Heights Branch Library mural design, Story Cloud by Johanna Poethig on the south side of the rear of the Library building.

 

Motion: Motion to approve final design of Story Cloud, a 20 foot by 53 foot mosaic mural by Johanna Poethig for the south side of the Bernal Heights Branch Library. The mural is sponsored by Bernal Library Art Project/Friends of the San Francisco Library, supported by the San Francisco Library Commission and Supervisor David Campos. The project is funded by the Community Challenge Grant Program.

5.      Transbay Terminal

Discussion of contracting and/or procurement methods for an artwork by Jenny Holzer at the Transbay Terminal.

 

Motion: Motion to authorize the Director of Cultural Affairs, in consultation with the City Attorney's Office, to issue a Request For Qualifications (RFQ) to establish a pre-qualified pool and list of specialty LED design/build fabricators with experience in high profile or museum quality custom designed dynamic LED artworks that would be selected on an as needed basis for contracts in 2014 – 2016.

 

6.      Market Street Youth Poster Series: First Exposures

Community Arts and Education Program Manager Robynn Takayama presented the Market Street Youth Poster Series created in collaboration with First Exposures, a youth photography mentoring program. Ms. Takayama explained that the posters featured photographs by youth exploring public art in the Central Market, South of Market, and Tenderloin neighborhoods. Ms. Takayama noted how First Exposures requested the inclusion of their full mission statement on the poster and asked the Commissioners for feedback. She also requested feedback on background color and logo size. President Beltran and Commissioners Chew and Keehn all agreed that the full mission statement should not be included in the posters. They also agreed that a black background was more dramatic and visually interesting, and the logo size should be increased.

President Beltran called for public comment. There was no public comment.

Presentation of youth poetry poster series for T-Line.

 

Motion: Motion to approve designs developed by graphic designer Joy Liu, featuring portraits by photographer Damien Maloney and poetry excerpts by youth from the San Francisco Arts Commission’s WritersCorps program. Exhibition will be displayed in 15 transit stops facing the platform on the T-Line from April – September 2014.

 

B.     Tyra Fennell

Action

 

Presentation of poster series for the T-Line by artist Rhonel Roberts.

 

Motion: Motion to approve designs featuring illustrations by artist Rhonel Roberts for a poster series for the T-Line. Exhibition will be displayed in 15 transit stops facing the street on the T-Line from April – September 2014.

 

8.      General Hospital Acute Care Building
 

A.    Roof Garden – Masayuki Nagase

Action

Senior Project Manager Jennifer Lovvorn presented the carved paver mock-ups by Masayuki Nagase for the General Hospital Acute Care Building: Roof Garden. Ms. Lovvorn noted how the pavers were designed in conjunction with sculptural seating elements that will be integrated into the roof garden on Floor 7. Commissioner Chew asked for clarification on the use of Floor 7. Ms. Lovvorn stated that the larger portion of the roof garden will be open to the public as well as staff and patients. The smaller private area of the garden will be for use by elder patients and staff from the Acute Care for Elders Department. Ms. Lovvorn stated that a mock-up for the seating elements and carved sculpture will be presented to the Committee at a later date. She added that the artist’s design concept for the pavers is based on his childhood memories of seeing clouds reflected in puddles.

 

Commissioner Beltran called for public comment. There was no public comment.

B.     Two-Dimensional Artwork Program

Zoë Taleporos

Action

 

Program Associate Zoë Taleporos reported that the selection panel for the Two-Dimensional Artwork Program for the General Hospital Acute Care Building had recently taken place. She noted that the panel reviewed 380 artworks, including five from the Civic Art Collection that could possibly be restored and reinstalled. From the 380, the panel selected 227 artwork images to display in the public corridors and waiting rooms of the new hospital. She listed the panelists that included arts professionals, an Arts Commissioner, and approximately 30 members of General Hospital staff who jointly shared two votes.

 

Ms. Lovvorn stated that the selection was conducted with guided criteria for images that support a therapeutic environment. She noted that landscapes, familiar street scenes, and culturally specific images were well represented in the final selection and would likely appeal to the broad and diverse demographic of General Hospital.

 

Ms. Taleporos reminded the Commissioners that the images would be translated into a permanent, durable material such as printed aluminum after obtaining reproduction licenses from the artists. She then presented the final selection.

9.      San Francisco International Airport: Terminals 1 & 3 Two Dimensional Artwork

Zoë Taleporos, Susan Pontious

Action
 

Ms. Pontious presented the locations for two-dimensional artwork at San Francisco International Airport (“SFO”) Terminals 1 and 3. She explained that a selection panel chose six artists for further consideration. Subsequently, Arts Commission staff conducted studio visits with the artists to determine the final imagery for display. Ms. Pontious presented the artists’ work noting the installation location for each and possible fabrication method.

 

President Beltran asked if the artists will produce their work in a permanent material. Ms. Pontious responded that the work will be fabricated in lightfast, permanent materials since the Terminals have high light levels.

 

President Beltran called for public comment. There was no public comment.

 

Motion: Motion to approve the following artists recommended by the selection panel for the San

Francisco International Airport wall opportunities in Terminals 1 and 3, and the proposed site

locations for each artist:

10.  Project and Program Updates

Susan Pontious

Discussion

 

A.    Civic Art Collection Inventory Plan

 

Ms. Pontious reported that an inventory of the Civic Art Collection was currently proceeding. She noted that condition assessments of artwork were being performed and estimates for conservation were being obtained while the inventory was tracked. Ms. Pontious added that she will return to VAC with policy recommendations for the Civic Art Collection.  

 

B.     Artist Selection for the Alameda Creek Watershed Public Art Project

C.    Artist Selection for the San Francisco International Airport: Terminals 1 & 3 Sculpture Opportunity

 

Ms. Pontious announced that the Request for Qualifications/Proposals for the SFO Sculpture Opportunities and the Alameda Creek Watershed Public Art Project have been reopened to allow for additional artist recruitment.

 

D.    Artist Portfolio Reviews

 

Ms. Pontious announced that Public Art Program staff will be offering portfolio reviews to previous applicants and provide advice on how to make their submissions more competitive. She noted that it is a service that is provided annually and has been met with favorable response from artists. Commissioner Chew noted that it was a great service to offer the public.

 

11.  New Business, Old Business, and Announcements

President Beltran announced that Commissioner Keehn will now chair the VAC.

 

Ms. Pontious announced that the Port Pier 92 Public Art Project by artist team Haddad Drugan will be dedicated on February 20, 2014.
