b. Shared Mode Working Group – Proposal for PSAC, SFBC, BAC, WalkSF, SAN, MDC, SFPD, DPH development of joint resolution: Cooperative Use of Streets and Sidewalks.

9. Community Court for Violations Involving Pedestrians and Bicyclists – Members of the Enforcement Subcommittee of the Mayor's Task Force on Pedestrian Safety have been working with the SFPD on a citation diversion program, sponsored through the MTA, that has evolved to include violators who threaten safety involving pedestrians and users of bicycles. We will address whether this proposal will also satisfy the City’s approved recommendations of the 2009-10 Civil Grand Jury, Sharing the Roadway, From Confrontation to Conversation.

10. Improved Enforcement Policies – Strategy for improved consistency of enforcement of traffic laws through changes in MTA design policy, such as 12th and Market with addition of a signal activator and bicycle signal.

11. MTA Capital Improvement Plan – The MTA finance group will address the first iteration regarding the Capital Improvements Plan.

12. Bicycle Ambassador Proposal – New York City’s Transportation Alternatives advocacy organization has a program of volunteers who approach cyclists and pedestrians for a conversation, handout, and a request for a pledge to follow traffic rules. Members of PSAC have asked the BAC to review support for a similar program in San Francisco.

13. Bicycle Improvements on Highway 35 – The City and State announced improvements to California State Highway 35, Sloat Boulevard between 20th Ave. and Everglade. These include a road diet of three traffic lanes to two, addition of a buffered bike lane, visibility improvements and signs at crosswalks, and a reduction of the speed limit from 40 to 35 MPH.

14. Portola and Fowler Modifications – The recent striping of Portola at Fowler could be improved with the addition of a bike lane and bike box in the left turn lane from Portola to Fowler.

15. Review and Actions on Civil Grand Jury Conclusions – As the coordinating agency, the BAC has responsibility to monitor progress on the findings of the Civil Grand Jury, Sharing the Roadway, From Confrontation to Conversation. In November 2010, the Office of the Mayor signed concurrence with the Board of Supervisors changes to the Grand Jury findings. The document requires conforming of changes into a unitary revision, allowing for the BAC to develop a proposed plan for completing actions on the findings

16. Continuing Status Review on Spot Project Requests – The lifting of the Bike Plan injunction has already resulted in a large expansion of bicycle treatments throughout the City. While overall they are working as expected, we have been notified of some necessary spot projects that would clarify and improve use of the routes at little cost:
a. 'Bikes allowed full use of lane' on Market St near Buchanan – Long-term Project (LTP)
b. Signage on the ‘Schrader Valve notifying motorists on Schrader with a more conspicuous sign than presently; and notifying westbound cyclists with path cross-hatching and signage to route cyclists to the crossing at Schrader. We still observe a lot of cyclists riding into Stanyan Westbound directly from the Panhandle, many with bike rental bags on the front. – To be addressed with the JFK project
c. Stockton Contra-Lane Study – Presently cyclists trying to reach the Stockton Tunnel from the South and West have no efficient way to legally ride to the Tunnel. A one block contra-lane from Post to Stockton suggested. – (LTP) To be addressed in subway project planning
d. Improved Signage at for Cesar Chavez Bike Lane at 101 – Cyclists riding on Bayshore Northbound and CC Southbound are often confused about entering and tracking the pathway. Supervisor Cohen recently commented on attempting to ride the Chavez ‘Hairball’. – LTP
e. Signage at Market and Castro Northbound guiding bicyclists to the 17th/Corbett route, instead of Market Street to Portola Westbound. – 11/11
f. Extend the Post Street bike lane from Steiner to Webster – Pending BAC volunteer meetings with merchants
g. Sharrows on Geneva between Moscow and Brookdale – Pending Work Order 9/11
h. Add a bike signal on Market at the 12th Street intersection – Addressed as Resolution (above)
i. Additional signage on Kezar Path between Lincoln Way and 3rd Avenue – Work Order
j. Improved Bike Network signage for transition to Corbett from Market and Castro. – Response expected by 9/11
k. Review St. Francis Circle for signage and stencils to clarify cyclist route – Response by 11/11
l. Duboce and Market St. – Eastbound Cyclists use Crosswalk – Under Consideration
m. 3rd Street Sharrows North of Cargo Way
n. Contraflow improvements to Lyell St. – Signage or 2-stage turn on Alemany St. Currently there is no legal way to access this route from Eastbound Alemany St. 2/12

2. Adjournment

Accessible MUNI lines serving this location are: #47 Van Ness, and the #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro stations at Van Ness and Market and at Civic Center.
