7. Enforcement Safety Campaign Working Group – The 2009 SF Bicycle Plan and Civil Grand Juries in 2010 & 2013 required establishment of steps to equitably improve road safety through law enforcement. One of the first actions is the establishment of a joint working group of the SFPD and
BAC tasked with clarifying and publicizing the likely areas of interpretation and priority for the safety of the public, aligning expectations of equity of all road users.
Action: Introduction of the Working Group Proposed Mission, assignment of BAC representatives,
and determination of proposed meeting schedule

8. Overview of the Capital Improvement Program – Committee review of the 2015 – 2019 update, distributed in the February BAC Meeting.

9. Change to Meeting Schedule for 2014 – Per the direction of the Committee, we have requested Wednesday, May 28 as an alternative. The planned May 26 meeting falls on Memorial Day. May 28 has been approved by City Hall Building Management.The Committee would also desire to

continue the tradition of having a combined November/December Meeting in early December, to avoid holiday conflicts. December 1 is proposed as the proposed date.
Action: Motion for approval of alternative dates as described above.

10. Sharing Lanes with MUNI Vehicles – In 2012, a number of media sources criticized the placement of sharrows on Sutter Street on the left side of an HOV lane, conforming to a rule that only MUNI vehicles and taxis were permitted use of the lane. After criticism, the sharrows were removed, but no explanation was provided for appropriate lane placement by bicycles on roads with HOV lanes. Recently, a MUNI vehicle was witnessed driving on a buffered bike lane in severely congested traffic on Portola.
Action: Continued policies for optimization of roadway use by bicyclists and MUNI operators to
legally, safely, and efficiently share travel in restricted traffic lanes.

11. Continuing Status Review on Spot Project Requests – The lifting of the Bike Plan injunction has already resulted in a large expansion of bicycle treatments throughout the City. While overall they are working as expected, we have been notified of some necessary spot projects that would clarify and improve use of the routes at little cost. Over the past few years the list has become unwieldy and out of conformance with the MTA list.
