8. What Constitutes a Bicycle Stop? – The Committee periodically receives reports of SFPD Officers citing cyclists for failure to stop because they ‘didn’t put a foot on the ground, indicating a complete stop’. The California Vehicle Code, Section 587 defines a Stop thusly:
 
“Stop or stopping” when prohibited shall mean any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic control
device or signal.
 
The ‘requirement’ for a ‘foot on the ground’ appears to be an arbitrary standard with no basis, given  that it is usually practicable for a bicycle to come to a complete stop without removing a foot from the pedal.
 
Action: Discussion with SFPD establishing guidelines on what constitutes a ‘stop’ on a bicycle.

9. Bicyclists Riding in Crosswalks – The Committee has recently received reports of bicyclists being cited for riding inside marked crosswalks with pedestrians in order to cross intersections. While there may be some basis in general safety principles, the law is vague on whether use of crosswalks by bicyclists is legal, requiring interpretation from both state and local ordinances, at least one that few in the public are aware exists.
 
Action: Discussion with SFPD over ways to mitigate and improve clarity to the public on proper use of crosswalks, leading to a resolution to the Board of Supervisors and the Mayor’s Office.

10. Bicycling Redi-Ref – For decades, the CHP as maintained a handheld guideline booklet providing interpretation and citation reference as an aid in issuing citations. More recently, the CHP added a Motorcycle Redi-Ref, directed towards interpretational differences unique to motorcycles. The 2010 Civil Grand Jury Report, ratified by the Mayor’s Office and Board of Supervisors, requested establishment of ‘Bicycle Redi-Ref’ for publication to SFPD and the general public, in order to clarify those statutes applicable to bicycles and bicyclists, promoting improved communication and less reliance of ‘officer discretion’ that often leads to poor relationships with SFPD officers on the street.
 
Action: Resolution to reinforce the City ratified recommendations of the 2010 Civil Grand Jury with a specific request for development of a San Francisco Redi-Ref

11. 311 Process Improvement – The 311 Subcommittee has issued a report with recommendations to improve communications with SFMTA vial 311.
 
Action: Resolution to adopt the findings of the report and forward to 311 and the SFMTA

12. Bicycle Access to GG Bridge Bus Shelter – Marine Drive, the primary roadway for bicyclists approaching the GG Bridge has no signage indicating that once cyclists pass the parking lot they are on a ‘freeway ramp’ to Highway 1, approaching the Bridge. The bus shelter is next to the toll booths. Bicyclists who make the mistake of riding to the bus shelter have been pulled over and told to move to the sidewalk.
 
Action: Resolution to request signage and engineering to designate a route safe for bicyclists to reach the bus shelter legally.
