RESOLUTION URGING THE LAND USE COMMITTEE TO CLARIFY USE OF BICYCLES IN NATURAL AREAS OF SAN FRANCISCO PARKS

 

WHEREAS San Francisco Recreation and Parks Department introduced new signs into all City parks in February 2015, and the signs in areas managed by the Natural Areas Program included language stating “Stay on Designated Trails. No Bicycles,”; and

 

WHEREAS certain areas under the jurisdiction of the Natural Areas Program, including Twin Peaks, Mount Davidson, Bayview Hill, McLaren Park, and Glen Canyon have historically allowed bicycling on dirt paths that are not officially designated bicycle trails; and,

 

WHEREAS a group of urban mountain bikers has presented to the Bicycle Advisory Committee research that reveals that the new Natural Areas Program signs were made in violation of  Board Resolution 653-02 which prohibits the NAP from imposing, “Trail closures, or restrictions on access and recreation” until the Board has approved the Natural Areas Management Plan; and,

 

WHEREAS the Board has not approved the Natural Areas Management Plan, nor has the Environmental Impact Report for the Natural Areas Management Plan been released and certified by the Planning Commission; and,

 

WHEREAS the Bicycle Advisory Committee was established to “provide the best single source of expertise and perspective” relating to bicycles and “make recommendations to ... the Board of Supervisors;” therefore be it

 

RESOLVED that the Bicycle Advisory Committee urges the Land Use Committee of the Board to take action to make it clear to the Recreation and Parks Department that bicyclists have access to trails in areas under the Natural Areas Program until the Board approves the Management Plan; and, be it

 

FURTHER RESOLVED that the Bicycle Advisory Committee urges the Board to expedite the approval of the Management Plan to avoid future confusion and ensure harmonious enjoyment of San Francisco parks by all constituents.
