I. The Special Meeting was called to order at 1:03 p.m.

President Morgan R. Gorrono presided.
II. Public comment on all matters appearing on the Special Meeting Agenda Session.
None.
III. In accordance with Civil Service Commission Rule 313.2.1; “…. For further clarification, prior to the issuance of any job announcement, secondary criteria shall be presented to the Civil Service Commission for its approval in advance and will be discussed in open session with all parties interested.”, presentation by the Fire Department for approval of its draft proposed secondary criteria for H–30 Captain. Disclosures:
1) Commissioner Donald A. Casper disclosed that between January 1997 and June 2002 he was Chair of the Republican Party County Central Committee. The County Committee took positions on ballot measures that were similar at times to those taken by Local 798. Local 798 contributed to defray for the costs of the Republican Party County Central Committee slate card on issues where there was agreement.
2) Commissioner Thomas T. Ng disclosed that he was a former Fire Commissioner. Legal Counsel advised that because this is public information, it was not necessary to disclose.
Action: Continue to Special Meeting of March 15, 2004 at 1:00 p.m.
