Minutes of Special Meeting – Open Session

Friday, August 6, 2004

8:30 a.m.

I.

The Special Meeting was called to order at 8:45 a.m.

II.

Public comment on all matters appearing on the Special Meeting Agenda.

 

 

 

Speakers:

 

1) Pat Burns spoke of her experience as a 1270 at the Department of Human Services and that she will be laid off on September 1, 2004; She also stated it is important to provide a human face to what is going on with lay offs; how the merit system fails when examinations are not timely; and how the City should adhere the rules and deadlines for exempt employment.

 

2) Mario Santacruz 1270 at Child Support Services, expressed his support for all human resources staff city wide; commented on the need for consistency and trust; that all departments including the Department of Human Resources are required to follow Civil Service Commission Rules and not use Exceptions to the Order of Layoff/Special Conditions for the purpose of favoritism in the selection process or to circumvent Civil Service Commission Rules.  He requested an investigation of the process that resulted in the 1270 layoffs and a confidential survey to investigate the application of the merit system.

 

3) John Marquez 1270, Department of Building Inspection, stated he has been with the City for 26 years and that he will be laid off September 1, 2004; He stated that he will be placed on a probationary status when he accepts a position in a new department and possibly bumping either their temporary or less senior Departmental Personnel Officer; He stated that although there was a need to affect salary savings, the process is a nightmare as departments were not included in the budgetary process or decision-making and that people and departments were treated shabbily in the budgetary process.

 

4) Kristen Kogure spoke on her situation on being laid off from the 1241 class and was concerned that the departments had no input in the budgetary process.

 

5) Yvette Taylor-Monachino said she is a 1270 at the District Attorney’s Office and has been with the City eight years and will be laid off.  She indicated that she may be among the few human resources District 10 employees in the City and has a different perspective; She spoke on the need to audit the system to determine what or who is being disproportionately affected, and to look at the process; She stated she has carried out her work in a fair and equitable manner and this system has not done the same.

 

6) Ed Lieberman, Executive Director, Municipal Executives Association, stated follow up is needed; He suggested to look at how centralization worked in past reorganizations; He further stated the cost of grievances will rise and that it is not right that 26 year employees were getting lay off notices.

 

7) Kathy Murray 1270 at DPT-MTA stated that the Department of Human Resources has a very difficult job.  She expressed her concern for those speaking out that are vulnerable to retaliation. Lay offs are very expensive to the City in the loss of knowledge, the need to train those that remain and fail to recognize the human cost.  She also was concerned about why there was no discussion before implementing the idea.

 

8) Gail Kuwamoto expressed concern regarding the budgetary process in that it appeared to be arbitrary and capricious and that the established standard 200 or less employee requirement in the consolidation was not consistently followed; and, the possible adverse impact on minorities and women; She further stated the layoff process has been chaotic in that affected employees have not been notified of their new assignments.

 

9) Criss Romero, IFPTE Local 21 spoke that Local 21 represents human resources staff; He stated grievances will take longer to resolve, the Civil Service Commission should be provided an outline of what Department of Human Resources staff does and its impact, and further stated it is wrong planning to get rid of people doing the tests.

 

10) David Novogrodsky, Executive Director of IFPTE Local 21 that represents personnel series, preferred retreats in an informal format that provide for easier discussion; Retreats used to discuss but it is not unexpected to have the testimony today, Civil Service Commission given the responsibility to investigate, provided background on decentralized units, the idea that departments to pick up the costs because Department of Human Resources and Civil Service Commission were always under funded.

 

 

III.

Civil Service Commission Strategic Planning Retreat.  Commissioners have been provided with copies of Charter Sections 10.100 through 10.105, 8A.104 and A8.409, the Civil Service Commission Mission and Vision Statement and an Outline of Discussion.  Additional relevant documents may be provided to the Civil Service Commissioners at the meeting.

Action:

Continue to a Special Meeting discussions on Merit System Direction and approval of Goals and Objectives FY 2004-05. (Vote of 3-0, Commissioner Gorrono missed vote.)

The meeting adjourned in appreciation to Yvette Stuart and Mary Dickson thanking them for their service to the City & County of San Francisco and wishing them the best in their retirement
