I.          The Special Meeting was called to order at 1:05 p.m.

            Excused:         Commissioner Alicia D. Becerril

                                   Commissioner Gorrono presided.

II.      Public comment on all matters appearing on the Special Meeting Agenda Session.

None.

 

III.     Draft Proposed amendments to Civil Service Commission Rules Applicable to the Uniformed
Ranks of the Police Department, Volume II – Rule 203 – Equal Employment Opportunity Policy; Rule 209 – Position Classification and Related Rules; Rule 210 – Police Examination Qualifications and Applicants; Rule 211 – Examinations; Rule 212 – Eligible Lists – Police Department; Rule 213 - Certification of Eligibles – Police Department.  (File No. 0796-03-5) – Discussion and Possible Action

December 15, 2003:   Discussion continued to a special meeting on Tuesday, January 20, 2004 at 1:00 p.m. in Room 408, City Hall, 1 Dr. Carlton B. Goodlett Place.

Disclosures:

Commissioner Donald A. Casper disclosed that between 1997 and 2002 he was Chair of the Republican Central Committee and positions taken by the Republican Party on issues before the electorate were also taken by the Police Officers’ Association (POA).

The Police Officer’s Association made contributions to defray the costs of the RepublicanPartyCountyCentral Committee slate card on issues where there was agreement.

Denise Cannonier-Craig disclosed that her husband and sister-in-law belong to the Uniformed Ranks of the San Francisco Police Department.

Speakers:       Acting Police Chief Heather Fong, spoke on Proposed Amendments on Rules 209 – Article V – Out of Class Assignments; 211 – Examinations; 212 – Eligible Lists – Police Department; and, 213 – Certification of Eligibles – Police Department.

Julie Gonzalez, Director Decentralized Examination Unit, SFPD, commented on a possible impartial expert.

Denise Cannonier-Craig, Department of Human Resources, commented on Rule 211 – Police Examination and funding for examinations.

Dorothy Yee, Department of Human Resources, spoke on draft proposed amendments to Rule 203 – Equal Employment Opportunity; and commented on the need to delete or amend Administrative Code Section 16.9-24.

Public Comment:

Vincent Harrington, Counsel to Police Officers Association spoke on Rule 209 – Position Classification and Related Rules; Rule 211 – Examinations; Rule 212 – Eligible Lists – Police Department; Rule 213 - Certification of Eligibles – Police Department.

Mark Osuna, spoke on the Certification Rules affecting the San Francisco Police Department and on his preference for Rule of Three for promotions

Action:           Continue discussions.  (Vote of 4 to 0)
