Minutes of Special Meeting – Open Session

I.

The Special Meeting was called to order at 8:47 a.m.

President Linda Richardson presided.

 

 

II.

Public comment on all matters appearing on the Special Meeting Agenda Session.

 

 

 

Richard Rothman, SEIU – Local 790 Civil Service Committee
- He spoke of his experience with the merit system and he has been on three (3) eligible lists where departments were allowed to hire outside the list; he thinks that this practice has to be stopped;
- Review use of Provisional Appointments; need to stop abuse of system; use of Rule of the List to make them permanent – system needs to be changed
- SEIU looking at alternatives that is fair to City departments and workers – alternatives will be presented later this year.

Speakers:

Joselito Laudencia, IFPTE – Local 21 commented on the idea discussed about the use of representation/advocates before the Commission;
- Suggested a review of the Special Conditions in Exceptions to the Order of Layoff appeal process and an audit program like the Controller’s investigative audit; whistleblower program; resources to be able to get analysis of the Exception to the Order of Layoff and Special Conditions; how to put Special Conditions on positions represented by Local 21; once special conditions are in place, it is very difficult to change and there is no way to challenge once Special Conditions are placed.

 

 

Shauna Rose, Department of Human Resources provided information on costs of broadcasting meetings on SFGOVTV.

 

 

 

 

Action:

The Commission provided direction to its staff after discussion of the above items.
