Human Resources Director’s Report on Other Matters.

1)      Reported on impending lay-offs following the defeat of Propositions J & K.  Due to a $97 million dollar deficit, expected lay-off of 200 positions.  Lay-off notices sent November 15, 2004 with an effective date of January 15, 2005.  Formed Lay-off Advisory Board to improve communications and learn from previous experience.

2)      Been on job 30 days – Working on restructuring of the Department of Human Resources to meet needs of staff and departments:

  •    Use direct department service model
  •    Dedicated examination and recruitment unit 
       to reduce provisional appointments
  •    Institute Human Resources Project Team, i.e. 
       lay-off project team, classification, etc.

3)      Workforce development:

  •    Improving website
  •    Energize work place surroundings at DHR
  •    Celebrating workforce

 

 

 

REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION

 

 

 

Joselito Laudencia, IFPTE Local 21 requested the Commission to calendar a report clarifying special conditions to the order of lay-off.

Nilka Julio, IFPTE Local 21 spoke regarding the Statements of Incompatible Activities and encouraged the Commission to take time to review and comment on the issues raised.
Peter Fatooh spoke on the Commission’s inquiry/investigation of the Office of the Assessor-Recorder and expressed his concern about the dismissal of employees.

 

 

 

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS

 

 

 

Commissioner Morgan Gorrono wants briefing on bumping rights.
Commissioner Donald Casper made comments and read an e-mail that was forwarded to him and written by Stephanie Ong, Mabel Teng’s Campaign Manager encouraging people to attend and support the Assessor at the Commission’s Special Meeting of November 12, 2004.
