The Special Meeting was called to order at 9:23 a.m.

 

 

 

Present:

President Linda Richardson presided.

 

 

II.

Public comment on all matters appearing on the Special Meeting Agenda Session.

 

 

 

1) Mabel Teng, Assessor – addressed the Civil Service Commission on voters mandate for change, outlined changes made in office operations resulting in increase revenues, if mistakes were made, they were rookie mistakes

 

2) Espanola Jackson – resident of the Bayview Hunters Point, number 1 supporter of Mabel Teng, no politics involved in hiring, this is a witch hunt

 

3) John Lewis – when married at City Hall he felt like an equal citizen, salutes Mabel Teng

 

4) Stuart Gaffney – action of Mabel Teng made him feel part of government, Mabel Teng is a civil rights leader, and read a letter from Isabel Wade in support of Mabel Teng

 

5) Irene Lee – realtor, homeowner, property investor who deals with the Office of the Assessor, before she was frustrated because deeds were not recorded on time, now she’s seen some improvement

 

6) Kristina Chew – with Richard Ow interpreting expressed support of Mabel Teng

 

7) Kelvin Pong – with Richard Ow interpreting expressed support of Mabel Teng

 

8) Dr. Ceasar Churchwell – expressed support of Mabel Teng

 

9) Sherman Tang – inquiry is politically motivated, and read a letter from Eric Mar, Commissioner, Board of Education, public inquiry a politically motivated witch hunt, questioned Civil Service Commission jurisdiction

 

10) Eric Chang – read a letter from the Executive Director of Chinese for Affirmative Action, Brian Cheu

 

11) Sally Large – child care provider, supports Mabel Teng, the Office of the Assessor has improved

 

12) Linda Asato – these issues are distracting and are delaying revenue generation

 

13) Michael Costa – has seen change, bills are coming on time and also read a letter from Thom Lynch, SF LGBT Community Center

 

14) Dale Butler – $26 million tax revenue collected for City and County, Committee on Jobs has identified Mabel Teng as enemy, SF Chronicle part of Committee on Jobs, has seen positive changes

 

15) Susan Freundlich, Women’s Foundation; supports Mabel Teng

 

16) Megan Coffey – rectified unfairness with same-sex marriage Mabel Teng, a champion of fairness

 

17) Jeanne Fong – API gay/lesbian community supporting Mabel Teng; asked Commission to join in support of Mabel Teng

 

18) Jennifer Lin – supports Mabel Teng, free ride is over, read letter from Dennis Kelly, President of the United Educators of San Francisco in support of Mabel Teng

 

19) Gary Chen – supports Mabel Teng from CAPA

 

20) Eunice Azzani – supports Mabel Teng

 

21) Norman Fong – supporter of Mabel Teng; Civil Service Commission do its mission –   conduct fair and impartial investigation

 

22) Victor Hwang – President of Asian Bar Association, requests a fair due process rights; City Attorney chosen not to defend Mabel Teng

 

23) Mari Matsumoto – Nikomachi Little Friends Preschool support Office of the Assessor to do its work

 

24) Molly McKay – supports Mabel Teng

 

25) Minna Tao – highly skilled staff afraid to come forward

 

26) Joselito Laudencia, IFPTE Local 21 – commend office and Mabel Teng, but is speaking on behalf of Local 21 members – 19 employees were laid off, the morale is low now, they are afraid of speaking out and changing 2 classifications to hire in campaign workers

 

27) Francisco DaCosta – Director, Environmental Justice Advocacy; hear the facts; adjudicate based on facts; better off today that it was before

 

28) Richard Ow – former Postal employee buck stops at the Commission – open mind to hear grievance – efficiency

Status Report:  Inspection Service on request for information on hiring and selection records – Assessor’s Office.  (File No. 0645-04-11) – Discussion and Possible Action Item

 

 

 

Action:

Approve with amendments the Proposed Organization of the Draft Final Finding of Fact Report requesting information from the Department of Human Resources; specifically an analysis of layoff back from 2003, hiring that occurred following layoff of employees for lack of funds and any information on guidance and direction the Department of Human Resources provided to the Office of the Assessor-Recorder.  (Vote of 5 to 0)
