(2)      Postpone PSC #4039-08/09 to the meeting of October 20, 2008 at the request of the Public Utilities Commission.

Disclosure:

Commissioner E. Dennis Normandy disclosed that although he served at the Public Utilities Commission when PSC #4039-08/09 and 4046-08/09 were moved forward to the Civil Service Commission, it was not a decision made at the Commission level.  Therefore for purposes of transparency and for the record should he vote in favor of the contract, there is no conflict of interest.

 

Deputy City Attorney Paul Zarefsky stated that Commissioner Normandy’s service on the Public Utilities Commission would not preclude him as a legal matter from passing on Personal Service Contracts coming from that department, whether coming from the Commission itself or the Public Utilities Commission Department, there is no particular problem in that regard.

 

At Commissioner Normany’s request this statement is made a part of the record so that the same rule will apply for subsequent rulings.

Donald Moore, Program participant expressed a desire to be considered for employment with the City and County of San Francisco.

Terry Goodwin, Job Placement Services Director, The Arc of San Francisco stated that in all of her thirty years of working in job placement, she’s only had one person to be placed in a position and that was years ago when the program first started.  She hopes that we can work toward better incentives for managers to participate in the program.

Steven Crabiel, Executive Director, Toolworks stated that the entry into the hiring process is somewhat difficult and the exam process and testing with paper and pencil may not be the best way for a lot of people to show their qualifications.

Susan Mizner, Mayor’s Office on Disability.

 

 

 

Action:

No action was taken.  Commissioner Normandy stated that he accepts the principles and the vision that was presented by the Department of Human Resources and the Mayor’s Office on Disability.  The time could be better utilized if a plan of action was presented to the Commissioners that are doable within the Civil Service Commission structure of the City and County of San Francisco and that will pass muster with the various unions and departments.  The time is appropriate now for us to start looking at some of the action plans and recommendations so we can use our time more productively.

REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION  (Item No. 12)

 

Kevin Hughes asked for clarification on how temporary exempt positions can be used to fill positions for budgetary purposes according to Civil Service Rules and why provisional appointments are not used.

 

Jennifer Johnston, Department of Human Resources clarified that provisional appointments are made when there is no eligible list.
