Call to Order
Meeting called to order at 1:40 P.M.

Adoption of 10-9-03Agenda
October 9, 2003, agenda adopted by vote.

Approval of Minutes of 9-17-03Meeting
Motion made to adopt minutes from previous meeting made. Minutes approved.

Role of Chair and Committee Members
Roles of Committee members and chair re-defined. Beverly Upton to facilitate agenda, DOSW to prepare “to do” action items a couple of days after meetings. Itemized action items on agenda to be outlined and distributed before next meeting.

Next Meeting
Next meeting scheduled for 3rd Tuesday of the Month, 11/18/03. Art Faro to check if conference room available.  If not then Sharon Woo will facilitate finding another meeting place at the Hall of Justice.

Resource Committee’s Role – Define
Oversight Panel meeting report: Panel members asked the Resource Committee to clarify its role in locating resources for the projects identified by the Oversight Panel.   The consensus among Committee members was that the role of the Committee is to make recommendations regarding resources, not to acquire them. 

Impact (with available stats) of Losing Resources & Plan for Developing Training Recommendations
Committee discussed in length recommendation to be forwarded to Oversight Panel regarding training resources. The proposal recommendation would be for department training managers to meet and then identify training gaps and short falls.  From there a general recommendation would be made on how departments could share resources to fill the gaps in training.  Training mandates and requirements should also be identified in this process.

The Committee drafted a “Training Resources” recommendation, (RC1).   Using the information gathered from Committee members on lost resources, Caroline Donnola will finalize the recommendation and submit it to Committee members for review. If Committee members have any changes, they should submit them directly to Justine McGonagle or Caroline Donnola.   

The Resource Committee will receive the training proposal at its January Committee meeting and report its findings to the ICCC upon review and adoption.
