MINUTES
I. CALL TO ORDER /ROLL CALL
Action: Andrea Shorter called the meeting to order at 5:03 p.m.

II. ADOPTION OF AGENDA
(Commissioner Shorter explained parliamentary procedure for public meeting purposes
to committee members so in the future when committee are chairing meeting they will
consistently request for motion, second, discussion and public comment when
appropriate).
A. The agenda was approved for the February 5, 2006 Girls’ Committee
Meeting (as amended). Action: D. Liu moved, M. Ing seconded the motion carried.
III. ADOPTION OF MEETING MINUTES
A. The meeting minutes were approved for the December 7, 2006 Girls’ Committee
Meeting. Action: M. Ing moved, A. Shorter seconded, the motion carried.
IV. INTRODUCTIONS & GIRLS COMMITTEE BUSINESS
A. Introductions
Informally members introduced themselves. Current committee membership consists of
four people. Thus 50 % plus 1 (or 3 members) constitutes a quorum of the committee until
the full membership has been seated.
B. DOSW A Report on Girls: Benchmarks for the Future
Executive Summary Review
Commissioner Shorter importance of Girls Report and the motivation for its
creation. The report was introduced as the lead document that should guide the
committee’s work going forward.
“In this detailed snapshot, the San Francisco Commission and Department on the Status of Women take
an in-depth look at middle and high school girls in the City and County of San Francisco. We began the
process by asking a series of questions:
• Who are the girls and young women of San Francisco?
• What measurements exist to see how they are doing?
• What is the racial, ethnic, educational, economic and health make-up of San Francisco girls?
• What is their experience in the criminal justice system?
• How do issues of safety and violence affect their daily lives?
• What can we discover at the local level that will help us to inform and advise policy makers and service providers about San Francisco girls’ immediate and future needs?
We were surprised that the answers to these questions were not readily available. For example, many institutions still do not make a distinction between girls and boys in their data collection practices. The major result of not disaggregating data based on gender, especially in the juvenile information arena, is that little is known about the political, social, physical and economic state of girls as separate from boys. Even when information specific to girls exists, it is often scattered among various government and private agencies and difficult to access. Collecting this information in a central place and encouraging the sharing of information are major goals of this project. This report answers the questions above based on documented research and collected information from local, state and national sources.”

Commissioner Shorter solicited comments about the report. Ms. Liu commented on the size of the youth population as compared to the adult population in San Francisco. San Francisco provides many youth services, access to services is an issue. She noticed the boy/girl education comparisons throughout the report. Ms. Ing noted that her focus was on youth and safety issues in the South of Market (SOMA) neighborhoods, such as youth programs and services in less residential areas that youth may congregate. Policy Analyst Maufas commented that the work of the committee would be dedicated towards the updating the Girls Report.
Commissioner Shorter suggested that the next committee meeting focus on the education component of the report. Committee members agreed and cited personal examples of current education issues that exist for girls and for young people in general. Added to the agenda for the next committee meeting were: 1) the rates of girls educated in San Francisco entering colleges, particularly women’s colleges; 2) San Francisco programs for youth, for boys (only) and for girls (only); and finally for the committee members to look at issues using a “gender lens”.
V. OLD BUSINESS
A. Graduate Intern Update:
Policy Analyst Maufas informed committee members that the Department attended the San Francisco State University Graduate School of Social Work Intern Conference and
collected 5 resumes from students interested in working at the department.
B. GiRLFeST – Update (July 19-20, 2007) Discussion/Action
Jessmaya Morales and Maria Blanco, the Co-Directors for the 2007 GiRLFeST Bay Area, presented updated information regarding GiRLFeST to the committee members. Everyone reviewed GiRLFeST “needs” and task list broken into 3 categories: committee members’ responsibilities, Department responsibilities, and responsibilities for both to work together. The committee members reviewed a support letter from the Department on the Status of Women to community and city departments. Committee members had a lengthy discussion regarding what it would mean to enact a resolution to support GiRLFeST. Action: Shorter moved to approve resolution as written, Ms. Liu seconded, the motion to adopt COSW’s Girls Committee Resolution #2007-001 was carried.
C. Girls Services Directory
Policy Analyst Maufas explained information in committee member’s packets about all of
the various organizations that have their own directories of information (thus far the word
document was 12 pages long). Committee members offered ideas about what they wanted
for the new Girls Services Directory. For example, the committee discussed the inclusion of
“Young Life” youth groups (middle-school age and high school-age) that is a world-wide
religious-based organization that has a youth focus that has been in existence since 1941.
VI. NEW BUSINESS
A. 2007 Girls Committee Projects
1. Committee brainstorming (February 2007). Committee members reviewed their brainstorming sheets and added ideas to their respective areas of concerns for girls. Ms. Padilla wanted to have “sports” become an integral part of the girls report possibly under the health component.
B. Girls Committee Chairperson Selections
1. Chairing assignments of 2 months per Committee Member completed. Committee members selected respective months, then members switched assignments based on the understanding that members that are high school seniors may not be in San Francisco. Commissioner Shorter suggested that those members chair earlier meetings. Draft of Girls Committee calendar will be in April 2007 committee members’ packet for approval.

VIII. ANNOUNCEMENTS DISCUSSION
A. Upcoming “Girl-Focused” Events
1. The Recreation and Parks Department “Girls In Sports” Survey, encouraging girls to take online survey at http://www.sfgov.org/site/recpark_index.asp, located under the Department's Programs and Features Menu. Committee members were encouraged to tell girls and friends to take the survey that is online for girls.
B. Women’s History Month: Women Making History San Francisco Event
1. Tuesday, March 6, 2007, 3:30 PM in the Board of Supervisors Chambers, City Hall, Room 263 then immediately following, a presentation in the Mayor’s Chambers, Room 201. Commissioner Shorter explained that Women’s History supports and celebrates women who are doing extraordinary things for women and girls.
C. Upcoming Commission on the Status of Women Meetings
1. Wednesday, March 28, 2006 at 5p.m. – City Hall, Room 408. Commissioner
Shorter let members know that they are requested to attend so that
the Commission body could meet them.
D. Next COSW Girls Committee Meeting
1. Monday, April 16, 2007 at 5p.m. – City Hall, Room 034.
