III. Transforming Health Care Response to Intimate Partner Violence

Dr. Brigid McCaw, Medical Director at the Kaiser Permanente Family Violence Prevention Program, presented on Kaiser’s approach to intimate partner violence. Kaiser focuses on prevention and intervention. Community linkages and partnerships are essential to providing appropriate responses for patients facing intimate partner violence. 

 

Awareness and information is a priority; posting signs in bathrooms, online, and in health ed classes creates an informed public and staff. Reminders to ask patients about Intimate Partner Violence are embedded in the EMR Progress Note. Kaiser uses established tools and includes an intimate partner violence screening within them. For example, in the depression and anxiety screening tool, questions about intimate partner violence have been added to better identify patients experiencing intimate partner violence.

 

Kaiser tracks high performing departments that are identifying more intimate partner violence among their patients.  These high performers are analyzed to identify best practices for lower identification rating departments. A best practice that Kaiser has identified is providing private time with the patient and the provider.  Kaiser has seen a significant reporting increase when this practice is implemented.  The Family Violence Prevention Program is constantly reevaluating its best practices and adapting to its patient’s needs.

 

IV.          Implementation of FY 2015 Family Violence Council Report Recommendations

  1. Presentation of San Francisco Policy on Health Care Provider Suspicious Injury Reports to Law Enforcement (Recommendation 5).

Dr. Leigh Kimberg presented to the group on the proposed San Francisco Policy on Health Care Provider Suspicious Injury Reports to Law Enforcement, supplemental form, and flow chart. Cecile Soto from the Emergency Management Department raised the issue of the proper level of priority to classify calls from a health care facility. The Health Care Response work group will have a meeting with an Emergency Management Department representative to identify the classification for these calls.  

 

Action: The Council approved the San Francisco Policy on Health Care Provider Suspicious Injury to Law Enforcement. [Emily Murase/ Liz Aguilar-Tarchi]

  1. Update on Strategic Planning Retreat (Recommendation 12)

Minouche Kandel updated the council on the results from the Strategic Planning Retreat.  The Council had a very successful retreat on December 12, 2016.  Futures without Violence provided a lovely space and Lenore Goldman provided expert facilitation.  Feedback from the retreat suggests that instead of adding new subcommittees, the Family Violence Council should take advantage of already established work groups and committees within the city. Each member of the Council sits at many different tables, and utilizing those connections to strengthen the Family Violence Council would result in a more effective Council.  The Executive Committee will identify what groups members are a part of, and how to leverage committees and work groups that are already existing within the city.

V.    Update on New Leadership at the Police Department

Captain Una Bailey from the San Francisco Police Department Special Victims Unit updated the council on the newly appointed Chief of Police, William Scott.  Chief Scott has experience with leadership and has moved from a previous position in Las Angeles. Captain Bailey will invite the new chief to a Family Violence Council meeting.

VI.   Sentencing Commission Update

Beverly Upton attended the December Sentencing Commission meeting for Jerel McCrary. There is a pilot project in Miami working on reducing the number of mentally ill people in jail. Leadership from the bench has been key to the success of the program, which has been going on for about a year.  The project has invested in offsite assessment centers as well as offsite treatment centers in order to reduce the number of mentally ill people incarcerated.

VII. Key Issues in Family Violence

A.Domestic Violence Update

Beverly Upton shared with the group her concern about whether or not immigrant victims will continue to reach out for help, given the current climate towards immigrants. There have been a lot of Know Your Rights presentations, to spread information on where and when legal status is confidential. Domestic Violence agencies have been making sure that they all have a protocol on how to continue to protect the confidentiality of clients.  There has also been an interest at the Domestic Violence Consortium to try to address the needs of drug users who are facing intimate partner violence.

B.Elder Abuse Update

Shawna Reeves shared with the group that Adult Protective Services is hiring nine new workers for an eviction defense team. This is an addition to the current staff of 40, which is a much larger staff than in other counties. There is a new elder abuse district attorney, in a unit of one. 

C.Child Abuse Update

Katie Albright reminded the Council that April is Child Abuse Prevention month. City Hall will be lit up blue on April 5th. The Child Abuse Prevention Center’s event outside of City Hall is April 4th.   The Child Abuse Prevention Center will be hosting a block party in the Bayview and Katie Albright will send out more information to the group.
