President Miles called the meeting to order at 5:32 p.m.

2.          ADOPTION OF AGENDA
Commissioner Tulier requested that a revision be made to add an update of the Friends of the Commission and Department on the Status of Women to Announcements, Item 10 (ten. Vice President Marks requested that the State Conference be added under Announcements as well. m/s/c (Marks, Tulier, Unanimous) To adopt the revised agenda for the Wednesday, June 27, 2001, community meeting.

3.          APPROVAL OF MINUTES

4. PRESIDENT’S REPORT

·          Commissioner Tulier agreed to be the alternate delegate for the National Association of Commission for Women (NACW) annual convention in September, 2001.
·          President Miles requested suggestions from the Commissioners for a resolution to take with her to the NACW convention.
·          President Miles gave an update of the Executive Committee’s progress with the Executive Director’s search. The Executive Search Committee is reviewing the résumés and are meeting with the Department on the Status of Women (DOSW) Personnel Officer, Ann Courtright.
·          An African delegation came to the DOSW office of eighteen women delegates and their interpreters. It was a great opportunity to meet women from all over Africa and exchange information dealing with women issues.
·          Election of Officers will be taking place in August.



5. INTERIM EXECUTIVE DIRECTOR’S REPORT

·          Department Budget: No changes were made to DOSW’s budget at the Board of Supervisor’s budget hearing that was held on June 20, 2001.
·          Women Who Make a Difference Awards: The luncheon will be held on Friday, September 21, 2001, 11:00 a.m. - 2:00 p.m. in the Bay Room at Gabbiano’s at 1 Ferry Plaza, San Francisco.
·          Bayview Hunters Point Meeting Follow-up: A meeting has been scheduled with Supervisor Maxwell for July 12, 2001 at 1:00 p.m.
·          Verizon Partnership: Verizon proposes to donate a number of cell phones that will serve as independent living tools for women in three shelters. The cell phones will be prepaid with voicemail and speed dial set to the crisis line. Verizon will be donating $20,000 to W.O.M.A.N., Inc. to ensure staffing during the campaign to handle the increase in calls. Verizon will also donate $3,000 to be distributed evenly to the three shelters for language translation of instructions for the use of the cell phones and any other need they may identify. The tentative date for launching the campaign is October 2, 2001.
·          Description of Departmental Staff Positions: Enclosed in the Commissioners packets are brief descriptions of each staff position at DOSW including their roles and responsibilities.
·          Domestic Violence Public Hearing: Transcription is in process of the proceedings of the public hearing which was held May 15, 2001. It will be included in the Review Panel’s final report.
·          Violence Against Women (VAW) Contract Negotiations and Site Visits: Winnie Xie, Administrator for the VAW grants, is currently conducting site visits, working with the City Attorney’s Office to prepare contacts, and has begun negotiations for next fiscal year’s funding.
·          Adult Sexual Assault Task Force: A letter was sent to Dr. Bob Okin head of Psychiatry inquiring on the status of the Victim Recovery Center.
·          The Centralized Multilingual 24-Hour Crisis Line: On June 5, 2001, the members of the Board of Supervisors approved the City’s acceptance of The California Endowment Grant given to DOSW in the amount of $145,475.00.
·          Miscellaneous Items:
o          Jennifer Mitchell is compiling the data submitted by the forty city departments on the Work-Life Survey.
o          Ann Lehman was invited to conduct a presentation to the Public Interest Law Initiative in Transitional Societies (PILI) of Columbia Law School, about San Francisco’s adoption of CEDAW on June 15, 2001.
o          Rosario Navarrette, Interim Executive Director, introduced the three new Youth Works interns; Mary, Molly, and Helen and thanked them for their help.

PUBLIC COMMENT

·          The public had concerns that there were no language interpretive services available for the community members who were present.
·          Ms. Navarrette stated that DOSW did not receive notification that translation was needed. The public is informed to contact the office for any interpretive services (Language or American Sign Language) prior to the meeting. She also stated that there was no money allocated in the budget for interpretive services and that is one of the points being approached by DOSW to the Board of Supervisors. President Miles stated that DOSW was not derelict in its duties in sending notification and wanted to acknowledge that the Commission on the Status of Women (COSW) and DOSW are not insensitive to the needs of the community.
·          Joanine Zhang: Commented that there is a lack of legal assistance in the Chinese community. More preventative measures and programs are needed that deal with cultural competency.


6.           SUPERVISOR AARON PESKIN

·          Supervisor Peskin welcomed and thanked everyone for attending. He spoke on the work that Teresa Woo had done with Chinese Newcomers and extended his support to the new Director, Julia Ling. He went into detail about discussing the budgets that were granted at the Budget Hearing he had attended prior to arriving at the COSW Meeting. He also stated that an issue with Chinatown, as well as other neighborhoods, is the Equal Access Ordinance for mono-language access that was passed by the Board of Supervisors but was not provided for in the Mayor’s budget. The Board of Supervisors will fund the ordinance it so that people will have access. He thanked COSW for the work that it has done.

He stated how much funds were still available to him for add backs and the Commission requested additional funding for various programs.

7. PUBLIC COMMENT

·          Peggy Coster: Commented on Patient’s Bill of Rights and stated how now would be a good time to make an issue of how poorly private insurance cover health problems for people who have them. The Public Access Channel is making itself available to the disabled community.
·          Kim Rojas, San Francisco Housing Authority Domestic Violence Unit: Asked for the Commission’s support for their October Dinner Dance being held October 20, 2001, at 6 p.m. at Holiday Inn on Van Ness and donations of $55 are being requested.
·          Pamela Song: Commented on the City’s need to provide more funding for housing, childcare, and jobs.
·          Joanine Zhang: Commented that there is a language barrier that needs to be crossed so that people can attend the meetings and understand what is going on. She agreed with previous speakers that the City needs to have more funding for affordable housing. She also stated that there is childcare available for children three years old and above, but very few for newborn to three years old. Ms. Zhang wants to work but is prevented from doing so because she has to take care of her children. She believes there needs to be more job employment programs. There are lots of Chinese agencies but they need more funding.
·          Liu Yan Fen: Commented on employment opportunity. She was a farmer in her homeland, arrived here and worked as a seamstress. A lot of factories are closing and looking for a job is difficult. She had read in the news that the Board of Supervisors has raised the living wage salary. She would like to see the wage increased in the private sector as well.
·          Lai Nga Li: Commented that she would like to see more after school programs for children. She also seconded all the comments made before her.
·          Ernestine Weiss: Commented on housing and is appalled at the evictions of elderly and asked Supervisor Peskin to legislate. She also stated that maintenance is not being done.


8.          PRESENTATIONS

·          Julia Ling, Acting Executive Director, Chinese Newcomers Service Center: The existing outgoing Director, Theresa Woo, introduced the new incoming Executive Director, Julia Ling. Ms. Woo spoke about the services that Chinese Newcomers Service Center provides for abused women, which include independent living resources as well as help from a representative from the District Attorney’s office for those who are abused or have had difficulty with disasters. The representative visits every Wednesday. The Center has regular informational referrals and helps people with computer knowledge and voter registration. In the summer children are invited to come and learn computer skills. In the future they want to provide English as a Second Language (ESL) training to be downloaded from their website as well. They need more support from funding agencies.

·          Madeline Ritchie, Executive Director, Department of Public Health: DPH’s Health Center just celebrated thirty years in its building, but has been providing services since 1930 in Chinatown. The range of services has varied over the years. Right now DPH is providing primary care to individuals, health education programs to the community, and women’s services including pre-natal pregnancy testing and family planning. Ms. Ritchie gave statistical information on the clients and staff. They link with various programs and network with a variety of social agencies. She stated that more funding is needed for printed materials to be translated and more levels of ESL. There are currently long waits for the ESL program as well as need for more housing.

·          Carole: A client who is diagnosed with cancer uses the Cantonese-speaking program of the Health Center. She gave her testimony how one can feel helpless being sick and not being able to speak the language. She also stated that sometimes when people hear that a person has cancer they tend to stay away as if it were a contagious disease. The person can then feel isolated. She also said that interpreters are needed for future meetings.

PUBLIC COMMENT

·          Janine Zhang: Commented on affordable housing. She would like to see more programs for first time buyers with lesser restrictions and the City to legalize in-law apartments.

9.          NEW BUSINESS

·          Proclamation to Dr. Coleman. m/s/c (Marks/Tulier/Unanimous) To approve the Proclamation to be presented to Dr. Coleman.
·          Presentation by the San Francisco Local Homeless Coordinating Board. m/s/c (Murase/Keehn/Unanimous) To adopt the resolution approving the definition of homelessness adopted by the San Francisco Local Homeless Coordinating Board.
·          Presentation by the San Francisco Local Homeless Coordinating Board. m/s/c (Marks/Keehn/Unanimous) To adopt the Resolution approving the Continuum of Care Plan: A Five Year Strategic Plan for Homeless Services from 2001-2006.
·          Letter to Elmy Bermejo, President of California State Commission on the Status of Women. m/s/c (Tulier/Marks/Unanimous) To write a congratulatory letter to Elmy Bermejo on her appointment as President of the California Commission on the Status of Women.

PUBLIC COMMENT

·          Ernestine Weiss: Stated that the key to ending poverty is housing.

10. ANNOUNCEMENTS

·          President Miles will be attending the Catalyst for Change, Department of Public Health, African American Health Initiative at 455 Golden Gate, San Francisco, June 29, 2001.
·          Vice-President Marks stated she would be attending the summit as well.
·          Commissioner Tulier announced that Tracy Brown, Youth Director from Mission Neighborhood Centers, was featured in the June issue of Latina Magazine. Mission Neighborhood Centers is one of DOSW’s funded agencies.
