I. CALL TO ORDER/AGENDA CHANGES
President Williams requested moving up the Convention on the Elimination of All Forms of Discrimination (CEDAW) Gender Analysis presentation time due to constraints of the presenters.

III. OLD Business
A. Convention on the Elimination of All Forms of Discrimination (CEDAW) Gender Analysis
Policy Analyst Ann Lehman and Carol Sacco presented the DOSW Gender Analysis. They reviewed the CEDAW Gender Analysis Step which includes:

Specifically for the DOSW, the following was reviewed:

B. Approve members of the Girls Committee
Commissioner Shorter reported that 3 members have been selected and are waiting for the approval of the Commission: Talia Anderson, Madeline Ing, and Dawn Liu. Policy Analyst Kim-Shree Maufas continues to recruit for vacant positions.

IV. PRESIDENT’S REPORT
President Williams reported that the CEDAW Committee has been working with Debra Liebowitz, PhD, in researching San Francisco's implementation of CEDAW and she hopes that Dr. Liebowitz will be able to conduct interviews in the month of December.
V. EXECUTIVE DIRECTORS REPORT
Executive Director Murase provided highlights of her written report and noted that the Mayor’s Office requested an outline of important dates and events in 2007 for the Department and Commission. Ms. Murase also pointed out that the California Coalition for Women Prisons had sent a thank you letter to the Commission for the resolution commending the organization on the occasion of its 10 year anniversary.
VI. REPORTS
A. Health
Commissioner Marks reported that she joined the Mayor as a part of his delegation team on his visit to the Philippines. During her visit, a U.S. Marine was found guilty of raping a Philippine woman and was sentenced to serve a 40-year prison term. Whether he will serve his prison term in the Philippines or here in the U.S is still to be determined.
Commissioner Marks was also able to meet with prominent Philipino women, including CEOs and directors of organizations that reported on the work being done on behalf of women in their county.
Executive Director Murase reported that she attended the Health Access Plan Advisory Committee (HAP) meeting on behalf of Commissioner Marks. Ms. Murase reported that a lawsuit had been filed by the Golden Gate Restaurant Association challenging the mandated employer contributions.
Commissioner Marks reported that Jordana Thigpin, a member of the Small Business Commission had been appointed to the HAP and she hopes to have further connection with the Small Business Commission to discuss the plan's impact on women and women-owned business.
B. Justice & Courage
Policy Analyst Colleen Montoya reported that the Safety Audit was completed and, in January, the audit team would be meeting Department Heads to report the findings of the audit and review recommendations.
Ms. Montoya reported that the Department is in the process of reviewing applications for the Request for Proposals (RFP’s) for the Domestic Violence Cross-Training Institute program evaluator, which were due on December 6.
C. Violence Againts Women Prevention and Intervention Grants Program
The deadline for submission of the Needs Assessment RFP was on December 8. The review panel is set to meet during the second week in January to review and select a grantee.
Commissioners requested that once the Needs Assessment grantee was selected, that data from the gender analysis and already gathered data by the Department be made available to the grantee so that work is not duplicated.
Vice President Munter reminded all Commissioners to keep in mind “experts” in the fields when suggesting review panel members. She would like the most qualified people reviewing applicants for services provided to the Department
D. Girls Committee
Commissioner Shorter reported that the Girls Committee met on December 4 to review the mission of the Commission and Department and general information on participating in public meetings. Policy Analyst Maufas continues to recruit for vacant positions. The next meeting of the Girls Committee will be on January 8.
E. Family Violence Council
Commissioner Evans reported that the Family Violence Council is in the process of being reconstituted. A planning committee is currently in the process of drafting legislation to present to the Board of Supervisors. The next meeting will be held on December 15.
Commissioners expressed support for a member of Assemblymember Mark Leno's office as a member of the Council.
F. CEDAW Committee
The CEDAW Committee is not scheduled to meet in December. The next meeting will be held on January 18.
