  1. CALL TO ORDER/ROLL CALL
  2. President Miles opened the meeting at 5:17 p.m., noting there was no quorum to take action on any item. However, since the consultant for the Violence Against Women Needs Assessment was present, Commissioners agreed to hear the report. The meeting was closed at 5:34 p.m. Commissioner Andrea Shorter arrived at 5:38 p.m., and the meeting was reopened by President Miles.

  • Update on Violence Against Women (VAW) Needs Assessment
    Seline Sakupinski Quiroga of Access Social Knowledge/Culture Cures Consulting (ASK/CCC) reported on the completion of Phases One and Two for the VAW Needs Assessment. In Phase One the researchers interviewed 50 agencies that provide direct services to women and girls (both specifically around violence and not), including all of the COSW-funded agencies. Phase One of the assessment was conducted through open-ended interviews and focused on the types of services provided, the populations that are considered to be at-risk, and common concerns of clients around issues of violence. One finding to date is that culturally/linguistically appropriate new models need to be developed to help break the cycle of violence, and that collaboration among agencies is needed. In Phase Two, focus groups were conducted with women who have experienced violence. The focus groups looked at the needs of the women, their desires for services, and the barriers surrounding them. Phase Three is still in progress, and consists of surveys that are conducted by phone and by pen and paper.

    Phases One and Two solicited data from both individuals (clients) and agencies (service providers) and so was not entirely client centered. However, Phase Three will sample a large number of individuals and thus will be both client-centered and will produce statistically significant results. The Final Report will integrate data of all phases and will result in findings that are both client-centered and representative of San Francisco’s population.

  • Presentation by Ann Courtright, Memorandum of Understanding and other personnel matters
    -Ann Courtright was ill and did not attend the meeting. Sonia Melara indicated that she will be making the presentation at a future meeting, possibly in October when all Commissioners will be present.
  • Election of officers to be held today
    -To reelect President Juanita Miles as President of COSW. Vice President Marks nominated President Miles for president. m/s/c (Shorter/Tulier/Unanimous)
    -To reelect Vice President Carolene Marks as Vice President of COSW. Commissioner Shorter nominated Vice President Marks for Vice President. m/s/c (Shorter/Tulier/Unanimous)

  2. There were no public comments.

  3. ANNOUNCEMENTS
  4. -Commissioner Valerie Tulier reported that an event was in progress in the Mission District entitled "Art and BART," which encouraged girls to take public transportation to museums, cultural events, etc. The girls from the YWCA Mission Girls Services were using this opportunity to distribute the COSW survey.

    -Commissioner Andrea Shorter announced she will have someone report on the Lesbian Health Summit for the next meeting.

    -Sonia Melara announced that Commissioner Emily Murase has been selected to receive an award from the Asian Women’s Resource Center. The awards ceremony will take place on Friday, September 22, 2000. Information is included in the Commissioners packets.
