1.          CALL TO ORDER/ROLL CALL
President Marks called the meeting to order at 5:05 p.m.

2.          ADOPTION OF AGENDA

3.          APPROVAL OF MINUTES
m/s/c (Murase, Shorter, Approved) To approve minutes of the meeting held Wednesday, November 28, 2001, with the grammatical errors corrected per President Marks.

4. PRESIDENT’S REPORT:
·          President Marks spoke with Eunice Azzani of Korn/Ferry International who is assisting with the Executive Director search. President Marks was informed that everything is on target. Ms. Azzani has met with the Department Staff.
·          The noticed potluck with the Commission, Department Staff, and Friends of the Commission on the Status of Women will be held at President Marks’ home. The event will be scheduled by the Commissioners at the January meeting.
·          The Afghanistan women’s issues will be placed on the January agenda for discussion.

5. INTERIM EXECUTIVE DIRECTOR’S REPORT
·          Budget: Proposed 2002-2003 Budget Process by Board of Supervisors - The Board of Supervisors has proposed a budget process that includes their feedback on department budgets. The proposed budget process was enclosed with the report for the Commissioner’s review.

The Department received the budget preparation instructions from the Mayor’s Office. The Department’s adopted budget must be submitted to the Mayor by February 20, 2002. The Summary Budget Calendar was enclosed for the Commissioners review.

The commissioners will receive the Department’s proposed budget at the January 23, 2002, Commission meeting. A special meeting will need to be held to discuss and adopt the budget before the February 20th deadline.

·          Commission Meeting Reimbursements - Each Commissioner was reimbursed for one additional meeting attended monthly, in addition to the regular COSW monthly meeting starting August 2001. Commission members will be reimbursed for one additional meeting per month (where there is quorum and commission members are in attendance) for the rest of this fiscal year. Additionally, next year’s budget will reflect payment for two meetings per month per commissioner based on the same criteria listed above. Given the budget preparations, the staff are preparing next year’s budget specifically allocating monies for the commission to expend in the travel and training categories separate from the Department.
·          List for COSW Meeting Notices - Mailing and media lists of where COSW meeting notices are sent were included in the Commissioner’s packets.
·          October 13, 2001 Retreat Minutes - The minutes of the October annual retreat had to be re-created delaying delivery. The 52-page document will have to be re-summarized and re-formatted.
·          Office of the City Attorney and the Domestic Violence Investigation - Deputy City Attorney Amy Ackerman has returned from leave. She indicated that her first priority is to complete the first draft of the domestic violence investigation report from her office. The Department is pleased to have her back and extended a very warm welcome to her.
·          Latino Alianza meeting in New York - Ms. Navarrette attended the Board of Director’s meeting of the Latino Alianza on December 6-7, 2001, in New York. She requested recommendations for the name of a Latina woman for the planning committee for the National Latina Women’s Summit to be held in the near future.

7.           NEW BUSINESS (DISCUSSION)
·          Presentation by Susan Murphy on the award winning teen sexual assault video: Just Listen that she co-produced and co-directed with Kenya Davis.
·          Kenya Davis, Operations Manager for KCOM, TV 13, Piedmont Government Channel offered her services to provide media assistance to COSW/DOSW. Susan Murphy will assist Ms. Davis in this effort.

8. OLD BUSINESS
·          Department transportation and conference budget. A four-page document was enclosed in the Commissioners packet. It included the Addendum to Department Instruction 1053, 2001 Travel Reimbursement Rates, Maximum per diem rates in the Continental United States, DOSW Travel and Training Expense FY 2000-2001 as well as the DOSW Projected Travel and Training Expense for FY 2001-2002.
·          Calendar of Neighborhood Meetings. Commissioner Keehn agreed to co-host the Japantown neighborhood meeting with Commissioner Murase. President Marks and Commissioner Tulier will host the Sunset neighborhood meeting. Commissioners Shorter and Tulier will host the Ingleside neighborhood meeting. President Marks and Commissioner Shorter will host the Bayview-Hunters Point neighborhood meeting.
·          October 13, 2001 Retreat Follow-up on CEDAW: Commissioner Murase stated that the CEDAW Overview: 6th Gender Analysis Report was finished and Ann Lehman and Rebecca Rolfe had put a lot of work into it. The report will be sent to the Mayor and the Board of Supervisors. In addition, the Commissioners were sent the CEDAW Task Force work plan. CEDAW training will be scheduled in April for the Commission. It was suggested that the Friends of the Commission be invited to attend as well. She reminded Commissioners that the CEDAW Task Force would sunset at the end of the year and one project to complete is a five-year action plan. They hope to have a public hearing to feed into the action plan and to publicize what San Francisco has been doing in the area of CEDAW.

9.          REPORTS
·          Friends of the Commission on the Status of Women. Commissioner Shorter updated the board on the meeting she and President Marks had with the members of the Friends. The meeting was held to strategize for the upcoming year’s coordination between the Commission and the Friends and to acknowledge appreciation for their continued support and efforts of the Commission and Department.

11. ANNOUNCEMENTS
·          Commissioner Keehn stated that she understood Senator Boxer is calling for a hearing on CEDAW and staff will follow-up for further information.
·          Afghani Women’s Event, December 19, 2001, 6 - 9 p.m. at 3220 Gallery at Sacramento between Lyon and Presidio. Members of the all women Human Rights Delegation will come to hear about their recent travel to Pakistan and Afghanistan. Suggested donation $10. All proceeds benefit Global Exchange Afghan Victims Fund.
·          Commissioner Tulier appreciated that the End Abuse brochure aimed at men was included in the Commissioner’s packets.
·          Commissioner Murase commended Rosario Navarrette and staff on the organization of the packets as well as the Commission meeting folders. She also requested a list of term dates as well as an updated roster for the staff.
·          Rebecca Rolfe announced that the Board of Supervisors will be holding a hearing on Discrimination and Backlash against Arab Americans, Muslims, South Asians, people of Middle Eastern descent, immigrants and refugees on Thursday, January 10, 2002, in the Board of Supervisor’s chambers, City Hall, room 250.
