1. CALL TO ORDER/ROLL CALL
President Miles called the meeting to order at 5:05 p.m.

2. ADOPTION OF AGENDA
President Miles asked that a revision be made to switch the Agenda Item order of reviewing the Five Point Initiative with the COSW Three Year Strategic Plan. m/s/c (Marks, Burton, Majority) To adopt the revised agenda for the Wednesday, May 23, 2001, regular meeting.
3. APPROVAL OF MINUTES
m/s/c (Burton, Marks, Unanimous) To approve the minutes of the regular meeting held Wednesday, April 25, 2001.
4. PRESIDENT’S REPORT
· President Miles deferred to Ann Courtright, Personnel Analyst, to give an update on the Executive Director position. President Miles then spoke on the status of the Search Committee as well as the process of selection that they go through.
The Executive Director Search Committee consists of: Commissioner Marks, Commissioner Tulier, Commissioner Miles and Commissioner Keehn as the alternate.
· President Miles stated to Commissioners that if there are any problems with e-mail or faxes to please notify the staff so staff can be aware of what modes of communication are available.
5. INTERIM EXECUTIVE DIRECTOR’S REPORT
Given by Ann Lehman, Policy Analyst, on behalf on Interim Executive Director, Rosario Navarrette
· Women Who Make a Difference Awards Friday, September 21, 2001, luncheon tentatively set for 11:00 a.m. - 2:00 p.m., Bay Room at Gabbiano’s Restaurant at The Ferry Plaza, San Francisco.
· Rosario Navarrette will be presenting at the Multi-Cultural forum in Puerto Rico. The forum is scheduled from July 22 - 25, 2001.
· Commissioner Dorka Keehn will report on the Domestic Violence Public Hearing at the next Commission meeting. Ms. Lehman noted that Ms. Navarrette wanted to specifically recognize the hard work given to this hearing by Susan Murphy, Carol Sacco, and Youthworks interns Jenny Yu and Patrick Yen.
· Violence Against Women Program funding letters of notification have gone to the applicants.
· Rosario Navarrette attended a Department Head meeting held May 17, 2001, focusing on energy conservation as well as a presentation from Child Support Advocates.
· Staff members Carol Sacco and Winnie Xie are completing the Americans with Disability Act (ADA) survey.
· Carol Sacco staffed a resource table at the Kaiser Permanente Women’s Health Fair on April 14, 2001 at San Francisco State University.
· Rosario Navarrette met with Department of Human Resources regarding receiving the discrimination complaints and review reports directly from them.
· Jennifer Mitchell, from UC Berkeley will be interning full time this summer. Starting in the fall a student from Vanderbilt University will be interning with the Department.
· Ann Lehman attended a symposium on gender equity in Sacramento sponsored by The California Commission on the Status of Women in Sacramento.
· A press release was drafted regarding the Bankruptcy Resolution, which was passed and sent to over one hundred local press contacts.
· The Department has received over forty worklife survey responses.
· Performance Measures for funded programs are being reviewed by the Controller’s Office for adjustment.
· The Department is preparing a Request For Proposals for the consultant who will assist the Department with the planning for the Centralized 24-hour Crisis Line.

6. OLD BUSINESS
· m/s/c (Shorter/Tulier/Unanimous) To appoint all three community members for the Convention on the Elimination of Discrimination Against Women (CEDAW) Task Force.
1. Maria Elena Guillen, San Francisco Commission on Aging, Local 790. This position is designated for someone knowledgeable about City Unions and experienced in women’s issues.
2. Kathy Summers, RN, Breast Cancer Support Group. This position is designated for someone knowledgeable about health care issues.
3. Sonia Melara, Executive Director, Arriba Juntos. This position is designated for someone knowledgeable about economic development, including employment issues.
· CEDAW: Update given by Ann Lehman regarding the CEDAW reports.
· 2998 Special Representative position. Update given by Ann Courtright, Personnel Officer. This position was officially closed on May 16, 2001.
· COSW Three-Year Strategic Plan: Reviewed by the Commission.
· Five Point Initiative: Commissioner Shorter clarified the definition of the Five Point Initiative as being an example to facilitate discussion. The Five Point Initiative dealt with issues that were raised at the March 28, 2001, Commission Neighborhood Meeting held in the Bayview Hunters Point community. Commissioner Shorter gave an update of attempting to schedule a meeting with Supervisor Maxwell. Commissioner Shorter informed the Commission of the formation of the Asthma Task Force implemented by the Board of Supervisors.

7. NEW BUSINESS
· Bill Hough, Director of Presidio Challenge, gave a presentation requesting that COSW support a public/private funded global human rights research, education, and training center at the San Francisco Presidio.
· VERIZON Wireless in partnership with DOSW for October 2001, will conduct a public awareness campaign for October, Domestic Violence Awareness Month. m/s/c (Tulier, Burton, Unanimous) To accept the partnership with Verizon contingent on that the Commission receive a satisfactory response to our 911 response question and that we have it checked by the City Attorney and that the Commission remain updated on the partnership if any of these conditions happen to change in the future.
· Resolution on Funding of Transitional Housing Programs. m/s/c (Tulier, Shorter, Unanimous) To accept the Resolution requesting that the Mayor’s Office of Housing increase funding for transitional housing programs in San Francisco for battered women with the amendment of adding in San Francisco to line 11.

· Jennifer Grant, Director of The Riley House, commented on the Resolution that was passed regarding transitional housing. Ms. Grant thanked the Commission for passing the Resolution and giving attention to the issue of Transitional Housing.
10. ANNOUNCEMENTS
· President Miles would like a Proclamation to be given to Dr. Coleman who has served as a Bayview Hunters Point neighborhood physician for over fifty years. This will be place on the next agenda as an Action Item.
· Commissioner Miles received a letter from the Office of the Governor (Special Liaison to the Women’s Committee) requesting that she serve on a Commission or Committee.
11. ADJOURNMENT
President Miles called for the meeting to adjourn at 7:30 p.m.
