1. CALL TO ORDER/ROLL CALL
President Miles called the meeting to order at 5:04 p.m.
Commissioner Valerie Tulier was excused

2. ADOPTION OF AGENDA
M/s/c (Burton, Keehn, Unanimous) To adopt the agenda for the Wednesday, August 22, 2001 regular Meeting.

3. APPROVAL OF MINUTES
m/s/c (Murase, Marks, Unanimous) To approve the minutes of the Regular Meeting held Wednesday, July 25, 2001.

m/s/c (Murase, Keehn, Unanimous) To approve the amended revised minutes of the special meeting held Friday, July 27, 2001 to read in the first paragraph that "the process of the Executive Search Committee for this meeting be recorded".

4. PRESIDENT’S REPORT (DISCUSSION)

· Update on Executive Director Search: A closed session will be held directly after open session.
· American Postal Workers Service Union/POWER: Convention held in New York adopted the CEDAW Resolution.

5. INTERIM EXECUTIVE DIRECTOR’S REPORT

· Department’s Budget: Update for fiscal year 2001-2002.
· Commission/Department annual retreat: A reminder that the annual retreat will be held October 13, 2001. Location to be determined.
· Women Who Make A Difference Event: Will be held September 21, 2001. Additional ten invitations included in the Commissioners’ packets.
· Association of California Commissions for Women Convention: Overview of the annual convention held in Santa Rosa which was attended by various staff members.
· Violence Against Women (VAW) Contract Negotiations and Site Visits: Sixteen VAW contracts have been completed and signed with six more needing to be completed.
· The Centralized Multilingual 24-Hour Crisis Line: Update of Request For Proposals submitted to the Department.
· Domestic Violence Investigation: The next meeting of the Review Panel will be held August 27, 2001.
· Adult Sexual Assault Task Force (ASATF): A community meeting was held. ASATF is working with the Police Department and District Attorney’s office to develop a process to distribute information on any potentially dangerous situations in specific communities.
· CEDAW: Update report given regarding Work-Life survey. Ann Lehman received a thank you letter from the Coalition of Union Women for her presentation to their group.

6.           NEW BUSINESS (DISCUSSION)
· Resolution supporting the women’s Health Protection provisions.                    
m/s/c (Murase, Burton, Unanimous) To send a letter of support urging the Governor to pass California State Bills (AB 36 and SB 11).
· Conference/Travel Budget: Commissioners requested that criteria be developed regarding events staff needs to attend throughout the year and what kinds of funds are needed to attend those events. They agreed that new ways of supplementing the travel/events budget need to be looked into. This information should be brought to the special meeting October 13, 2001.

7. NEW BUSINESS
· Commissioner Marks received a letter from Midge Constanza, the liaison to the Governor’s State Office on Women indicating an interest in meeting with the Commission on the Status of Women (COSW).


8.          ENDORSEMENT/SUPPORT OF NONPROFIT OR PUBLIC AGENCIES AND ORGANIZATIONS: Any issues/events that arise must be agendized and brought to the Commission Board as a whole and voted upon. Otherwise, if an event arises before the next Commission meeting it is up to the Department to inform the Commissioners and have them individually listed in support.

9. REPORTS
· Friends of the Commission on the Status of Women. Commissioners suggested that a strategic planning meeting take place with the Friends of the Commission. Commissioner Burton stated she along with Commissioner Shorter could participate in a conversation with the Friends regarding some specific goals for them.

10. ELECTION OF COMMISSION OFFICER 2001 - 2002 TERM
· m/u (President Miles/Unanimous) To approve the election of Commissioner Carolene Marks in to the office as President.
· m/u (President Miles/Unanimous) To approve the election of Commissioner Dorka Keehn in to the office as Vice President.

11. PUBLIC COMMENT
· None

12. ANNOUNCEMENT
· Supervisor Tom Ammiano has requested that the Commission on the Status of Women co-sponsor a hearing that will be held October 3, 2001, from 3 p.m. - 6 p.m. on Child Witnessing Domestic Violence.
· Candlelight memorial, August 25, 2001 at 6:30 p.m. in the Bayview Hunters Point community for stopping the violence.
· Regarding the issue of senior women assaults, Ann Courtright, Personal Officer for the Commission on the Status of Women informed the Commission that there is a Department of Adult and Aging Services in San Francisco, which has a twenty-five member advisory committee. They also have an immense networking committee that the Commission may want to utilize.
· A proclamation was presented to President Miles for her service as President of the Commission.
· President Marks requested that for the October 13, 2001 retreat everyone bring a one-page idea of where they think we should be going and what responsibilities they want. Would also like to set up a noticed potluck dinner with the Commission, Department and the Friends.
· Vice-President Keehn stated that her main priority would be to increase the budget for the Commission and Department on the Status of Women.


Pursuant to Government Code Section 54957 and San Francisco administrative Code Section 67.10(b) discussion and possible action to nominate a cadidate(s) to the Mayor for appointment as Executive Director - Closed Session

President Miles went into closed session at 6:51 p.m.

Reconvened in open session. Pursuant to San Francisco Administrative Code Section 67.12(b)(4): motion and vote to report any action or roll call vote taken concerning the nomination of a candidate(s) to the Mayor for appointment as Executive Director.

Motion and voted to elect whether to disclose any or all of the discussions held in closed session pursuant to San Francisco Administrative Code Section 67.12(a)

m/s/c (Murase/Marks/Unanimous) Motioned that a directive to Ann Courtright to contact the top 8 available candidates above the 18.00 cut off point for interviews. (23.9 down to and including 18)

m/s/c (Murase/) Motioned that the discussion be kept in closed session.

13. ADJOURNMENT

President Miles called for the meeting to adjourn at 8:30 p.m.

The Board of Supervisors has amended the Sunshine Ordinance by adding provision 67A.1. The provision is effective as of January 21, 2001.
