San Francisco Department of Elections: Election Results Report #17 and Ballot Processing Update

SAN FRANCISCO, Monday, November 21, 2016 – The San Francisco Department of Elections issued the 17th preliminary election results report of votes cast for the November 8, 2016, Consolidated General Election. 

Today’s report includes votes tallied from approximately 1,563 vote-by-mail ballots, 7,739 provisional ballots, and an approximate total of 38,996 cards.

The total number of voters included in this report, 406,193, increases the new record number, set this election, of voters who participated in any election in San Francisco’s history.  The previous record for the number of voters, 388,112, who participated in an election in San Francisco was set in the November 2008, Consolidated General Election.

The review of provisional ballots is complete; however, the counting of provisional and other ballot cards may continue through Wednesday, November 23.

The Department will issue preliminary results reports daily around 4 p.m.  All results reports are posted on the Department’s website:

The Department will be closed for the Thanksgiving holiday and this weekend and will be neither processing ballots nor issuing results reports during these days.

Ballot Processing Update
The Department continues to prepare approximately 9,000 ballots for processing.  This total includes approximately 500 vote-by-mail ballots and less than 8,300 provisional ballots, and any cards requiring a manual review prior to tabulation such as card containing overvotes, undervotes, and cards containing valid or invalid write-in votes.

Already, the Department has processed nearly 1.2 million ballot cards cast by vote-by-mail voters.  Overall, the Department must still process approximately 40,000 ballot cards.

The review of provisional ballots is complete.  The following table provides the breakdown of provisional ballots received from each Supervisorial District, including the number of ballots that were accepted for counting.  The table also lists the number of provisional ballots in each District found to be ineligible for counting.

Voters in odd-numbered Supervisorial Districts voted using five-card ballots and voters from even-numbered Supervisorial Districts voted using four-card ballots.  Voters using multi-card ballots is the reason for the number of cards processed always being greater than the number of votes cast.

Tomorrow, Tuesday, November 22, at 10 a.m., the Department will be selecting the precincts to include in the manual counting of ballots from 1% of the precincts from this election.  The manual tally will begin Monday, November 28, 8 a.m., in the Department’s warehouse on Pier 48, Shed B. 

The selection of precincts is open to public observation at the Department’s office in City Hall.  The manual tally of the ballots is also open to public observation at the Department’s warehouse on Pier 48, Shed B.  Both activities are also broadcast live on the Department’s web channel SF Elections Live, at sfelections.org/live.
