Ordinance No. 297-06 (Policy Making Marijuana Offenses the Lowest Law Enforcement Priority) established the Marijuana Offenses Oversight Committee (MOOC), consisting of seven members appointed by the Board of Supervisors. The Committee is charged with monitoring the implementation of the ordinance; designing a supplemental report form for use by SF law enforcement officers in marijuana adult arrests, citations and property seizures in San Francisco; semi-annual submission of reports to the Board of Supervisors on the implementation of the ordinance.
