This measure captures the ratio of San Francisco Police Department (SFPD)-reported Muni-related crimes to every 100,000 miles of Muni service. Its purpose is to improve security throughout the Muni system by identifying criminal activity and applying data-driven police deployment to high-crime Muni lines, with targeted enforcement where it is most needed. It is a key performance indicator for the San Francisco Municipal Transportation Agency (SFMTA)’s strategic objective to improve security for transportation system users.


POLICE-REPORTED MUNI-RELATED CRIMES

HOW THE SAN FRANCISCO MUNICIPAL TRANSPORTATION AGENCY AND SAN FRANCISCO POLICE DEPARTMENT ARE PERFORMING

In fiscal year 2014-2015, the crime rate on Muni continued to decline following the previous year’s boost in police presence at stations and on vehicles. In addition, improved surveillance equipment and the efforts of the SFPD Muni Task Force have resulted in a nearly 100 percent apprehension rate for alleged crimes committed on Muni vehicles. Data-driven police deployment to high-crime Muni lines has and will continue to have a positive impact on Muni security. In addition, the agency launched a #KeepThemSafe ad campaign on Muni vehicles in August 2016 to promote safety of Muni operators.

However, the crime rate on Muni has continued to exceed targets in the SFMTA’s Strategic Plan. The need to continue to address and reduce crime on Muni is also apparent in San Francisco City Survey, which the Controller’s Office conducts every two years. Respondents in the 2015 City Survey rated Muni safety a “B-”.

How Performance is Measured

Beginning in January 2013, a reporting methodology change expanded the definition of Muni-related incidents to include those that occurred off Muni vehicles. Reported results are subject to change as data quality improves or new data become available.
