CALL TO ORDER

Commissioner President Willie B. Kennedy called the Thursday, January 14, 2010, meeting to order at 6:08 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue. Commissioner Kennedy read the Sunshine Ordinance.

1.2 CONSENT CALENDAR

Commission President Willie B. Kennedy announced the

Consent Calendar.

The consent calendar was moved by Commissioner Jones and seconded by Commissioner Brown.

2.0 COMMUNICATIONS

Acting Commission Secretary announced the Press Releases for this meeting.

a) Mayor Gavin Newsom s Statement on the Defacement of the Glen Park Playground.

b) Mayor Newsom Receives Commitment from California Independent System Operator (CAISO}) to Allow Closure of Potrero Power Plant in 2010.

c) Mayor Gavin Newsom Announces Central Market Partnership to Revitalize Mid-Market Neighborhood as Part of His Local Economic Stimulus Plan.

d) Mayor Newsom and District Attorney Harris Announce Collaborative Against Human Trafficking & Call for Passage of New State Trafficking Law for Child Victims.

e) STATE OF THE CITY 2010 Investing in San Francisco to Create a 21st Century City.

f) Mayor Newsom Emphasized Jobs, Economic Growth, Investing in People & Place in 2010 State of the City Address.

3.0 REPORT OF THE PRESIDENT

Commission President Kennedy reported that the Ad Hoc Facility Commission met on Wednesday, January 13, 2010, regarding the sub-lease for City College of San Francisco for Room 304 and Room 305. The Department of Human Resources also wants to lease these two rooms. After reviewing the data and listening to a report from Joseph K.Tham, Real Property Officer, SFPUC, and the Southeast Community Facility Commission approved the sublease of Room 304 and Room 305 to the Department of Human Resources. The Department of Human Resources can benefit the BVHP neighborhood by having a direct presence in the Southeast Facility.

The SECFacility Commission also approved the Lease renfew to the Headstart Child Development Center for the Playground. Commissioner Kenneth Sampson advised that the Southeast Facility has been providing janitorial services and that the Headstart Child Development Center will now be paying for janitorial services starting immediately.

Commissioner Sampson made a motion to accept the recommendations of the Ad Hoc Facility Commission. The motion was seconded by Commissioner Bobbrie Brown.

4.0 STAFF/DIRECTOR REPORT

Director Toye Moses advised that the 2010/2011 Budget is being reviewed by the General Manager Ed Harrington, then will be presented to the SF Public Utilities Commission for final approve.

Dr. Moses briefed the Commissioners regarding security/safety meeting with SECFacility tenants, City College Police Chief, and Campus Dean. The issue of City College/Southeast Campus Police patrolling both the exterior and interior of the facility was finalized. He suggested inviting BVHP Police Captain Greg Suhr to address the Commission in the near future.

5.0 SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATES

Sam Murray, PUC, spoke about a Park being made available to the Head Start Program while the Southeast Playground was being renovated and cleaned. The San Francisco Public Utilities efforts made this possible. Mr. Murray will advise on the Digester Task Force Schedule when it is available. He also said there may be a pilot program for jobs with the Grease for Fuel project. The SFPUC is learning about the project at the present time, and will update the Commission at future meetings.

Mr. Murray advised the Commission about an important BIOSOLIDS MEETING on January 27, 2010 which is taking place at the Southeast Facility. People will be coming from all over California for this conference which begins at 9:00 AM on January 27th.

6.0 NEW BUSINESS

President Kennedy advised that an election for 2010 Officers for the Southeast Community Facility Commission will take place at the regularly scheduled January 27, 2010 meeting. A motion was made by Commissioner Churchwell and seconded by Commissioner Jones to have the election of officers at the next schedule Commission meeting. The motion was passed.

7.0 HEALTH AND HOUSING AD HOC COMMITTEE REPORT

There was an Ad Hoc meeting on January 13, 2010, and the report will be presented at the next Commission meeting.

8.0 PUBLIC COMMENT

There was no public comment.

9.0 ANNOUNCEMENT

President Kennedy announced that there would be a press conference at the Yerba Buena Gardens on Monday, January 18, 2010, Martin Luther King, Jr. Day regarding reconstituting a new committee in 2011. Reverend Cecil Williams guided the Committee for over 25 years and believes that the Committee should be in the hands of the community;

Commissioner Jones spoke regarding the Haitian Earthquake and After-shocks. She said that if each of us in the Bay Area donated $2, the help would be significant. Commissioner Brown said that $2300. has been sent to Haiti by the Providence Church.

Dr. Toye Moses advised of the Memorial Service for Jim Jefferson on January 15, 2010 from 5:00-7:00 PM at City Hall.

Commissioner Sampson said that he may be going to Haiti on January 27, 2010, and asked to be excused from the regular commission meeting on that date.

10.0 ADJOURNMENT

President Kennedy adjourned the meeting at 6:42 PM.
