The meeting was called to order by Commission Co-Chair Judith Blackwell at 1:07 PM.

Consent Calendar
Review of past meeting minutes. The minutes were unanimously approved.

Report of the Co-Chairs
Blackwell distributed new bylaws from David Shipper as well as a "Summary of Consensus Reached in July 1997 re Grant Agreements" prepared by the City Attorney’s Office, Controller’s Office, Human Resources Department, and Purchasing Department.




Discussion Item: Review of P-500 &G-100 Forms; Discussion of Contracting Standards Established by the Department of Public Health

Task force member Monique Zmuda distributed a memorandum from DPH regarding a survey of contractor requirements. After some discussion, Members agreed to create committees as follows:
-          Master Contract: Illig, Harrington, Shipper, Zmuda, & Espinosa
-          Best Practices: Nathan, Menjivar, Rubin, Michelini, Coleman, DPH Rep. & DHS Rep.
-          Monitoring Practices: Mock-Goeman, Mori, Coleman, Illig, Vernick, DHS Rep., & DPH Rep.
-          Standardized Forms: Michelini, Blackwell, Vernick, Coleman, DPH Rep., & DHS Rep.

Two of the committees will report every other week, starting May 2 with Master Contract & Best Practices.

          Risk Manager’s Presentation
Nancy Johnston-Bellard of the Risk Manager’s Office answered questions from Task Force members on a variety of topics including liability and the steps her office takes when reviewing non-profit contracts.

Issues Marked for Continued Discussion          
The Task Force will discuss "Summary of Consensus Reached in July 1997 re Grant Agreements", a document distributed at the beginning of the meeting.

Discussion of Agenda
The agenda for the next meeting was determined.
