MINUTES OF MEETING

1. CALL TO ORDER AND ROLL CALL
Chair Philip DeAndrade called the meeting to order.

2. APPROVAL OF MINUTES
The minutes of the March 25, 2010 meeting were approved as written

3. UPDATE ON POTRERO POWER PLANT CLOSURE AND FOLLOW-UP TO BOS LAND USE COMMITTEE HEARING REGARDING SAME
Manuel Ramirez, SPPUC: There is no updated information on the transbay cable (“TBC”).

Representing TBC and Siemens, Karin Johnston, HMS Associates, reported via email that: The Siemens people we requested to report on capacity and reliability of the cable; but all of the senior people working on the project are in Germany and not available. Re testing: Siemens reports that there will be a “two week test” split into three parts:

1. From June 11 through June 13, Siemens would like to maintain power transmission at 200MW for the first day and 400MW on the second day. This is a “controlled scenario” to verify initial performance.

2. From June 14 through June 18, the project is available to the CAISO to operate as it desires (i.e., ADS Dispatch, ramping, other).

3. From June 19 – June 26, Siemens would like to maintain power transmission at 400MW on a 24 – 7 basis. This is a controlled scenario to stress the Power Modules.

Task Force staff made repeated requests to PE&E to appear at this meeting for a progress report but there was no response.

Mr. DeAndrade: Per BOS Land Use Committee hearing and statements from PG&E, his understanding that TBC/Siemens did not expect the project to be completed in time for the RMR review that will be conducted by CAISO for the 2011 operating year. Because TF anticipated removal of RMR from entire project (plant closure) in the 2010 cycle for 2011 was based on statements made by PG&E; and because PG&E has not responded to Task Force’s request for information, Mr. DeAndrade recommends that TF transmit its inability to follow up with the Land Use for lack of pertinent information and that the TF still has issues to be resolved.

Deputy City Attorney Theresa Mueller: If the TBC is not ready and transmission not available, RMR cannot be removed. Mirant, PG&E and ISO would have to work out an agreement for Potrero Plant to close at midyear. They would all have to agree to remove RMR. Mr. Boss moved that the TF transmit that letter to the BOS; seconded by Mr. Millet, motion unanimously passed. The TF authorized Mr. DeAndrade to compose the letter.

4. UPDATE ON SFPUC ELECTRICITY RESOURCE PLAN (“ERP”)
Manuel Ramirez, SFPUC: RMI has finally produced a document but SFPUC believes that a technical review is necessary; going to PUC to give report on the document. Staff has proposed to share the results and seek input from technical experts through an advisory committee; then engage in a public review process; still aiming to do this so as to be finished by the fall of this year.

Ms. Pierce moved that the Task Force endorse the staff recommendation to the Public Utilities Commission of a technical advisory process that will include representation from community members who have knowledge and expertise in energy resources. This recommendation will be sent to the SFPUC and its General Manager. Seconded by Mr. Millet, the motion unanimously passed.

5. ADJOURNMENT
The meeting was adjourned at 5:00 p.m. with the date of the next meeting subject to the call of the chair.
