MINUTES

of the

POTRERO POWER PLANT CITIZENS ADVISORY TASK FORCE

Thursday April 26, 2001

City Hall

1. CALL TO ORDER AND ROLL CALL

The meeting was called to order by Acting Chair John Borg at 4:15 p.m.

2. APPROVAL OF THE MINUES

The Task Force deferred approval of the minutes until the next meeting.

3. APPOINTMENT OF FACILITATOR TO ASSIST TASK FORCE

Mr. Borg moved to appoint June Gutfleisch of the City Attorney’s Office to serve as meeting facilitator for the Task Force. Seconded by Ms. Ames, the motion passed 11 to 1.

4. REVIEW OF 4/24 PUBLIC HEALTH AND ENVIRONMENT COMMITTEE HEARING

Mr. Asay: everyone was surprised by the CEC announcement that the ISO has no plans to shut down the Hunters Point power plant until 2006.

Mr. Wilson: SAEJ looks on the agreement between itself and the City as legally binding and will fight to see Hunters Point plant closed after Potrero plant opens.

Mr.Asay: Supervisor Maxwell will be meeting with Interveners on May 1st.

5. REVIEW OPTIONS FROM TASK FORCE POSITION ON POWER PLANT EXPANSION

Mr. Borg brought position statements from various groups, including draft positions written by Francesca Vietor for the Task Force’s consideration.

Mr. Boss moved that the Task Force adopt a preliminary statement to go to the Board of Supervisors immediately that this Task Force will not accept construction of the new power plant unless it results in the closure of the Hunters Point Power Plant and scaling back of the existing Potrero Power Plant and verifiable improvement of local air quality. There was no second and the motion died.

The Task Force agreed to schedule a special meeting before the regular May meeting to take a vote on the Task Force position.

6. PUBLIC COMMENT

William Rostov, CBE lawyer, commented that the presence of representatives of City departments on the Task Force is a problem

7. ADJOURNMENT

The meeting was adjourned at 6:10 p.m.
