2. Approval of minutes from the September 16, 2011, and October 5, 2011 meetings of the Redistricting Task Force. (Discussion and possible action) (Explanatory Documents: September 16, 2011 and October 5, 2011 meeting minutes.)
3. Data Sources and Criteria for District Boundaries. (Discussion.) The Task Force will discuss required criteria, additional criteria, and data sources. The Consultant will discuss lists of business districts and other defined districts.
4. Draft Content of Community Outreach. (Discussion and possible action) (Explanatory Documents: Draft speaker card; Draft community of interest handout; Draft deviations by district handout; Draft Google maps handout; Draft redistricting criteria and glossary handout; and Draft presentation.) The Task Force will discuss the content of the November 2011 community meetings, including but not limited to agenda items, presentations, and the respective roles and responsibilities of Task Force Members and the Redistricting Consultant. The Consultant will present draft items to be used in the off-site community meetings.
5. Discussion of Final Work Product. (Discussion and possible action) (Explanatory Documents: Final Report of San Francisco Redistricting Task Force for 2000 Census; Final Report of the San Diego Redistricting Commission for the 2010 Census.)
6. Task Force Overview - Talking Points regarding the work of the Task Force. (Discussion and possible action.) (Explanatory Document: Revised Talking Points.) Chair will present revised talking points for approval.
7. Outreach to past Task Force Members. (Discussion.) (Explanatory Document: Draft letter to the past members of the Redistricting Task Forces.) Member Leigh will present a draft letter for approval.
8. Task Force member reports.
9. Future Agenda Items. (Discussion)
10. Public Comment. Members of the public may address the Commission on matters that are within the Task Force's jurisdiction and are not on today’s agenda.
11. Adjournment.

Public Comment
Public Comment will be taken before or during the Task Force’s consideration of each agenda item. Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance.
During General Public Comment, members of the public will have an opportunity to directly address the Task Force on items of interest to the public that are within the subject matter jurisdiction of the Task Force and are not on the agenda. Members of the public may address the Task Force for up to three minutes, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit.
