1.      Review Agenda and Minutes

 

 

2.      Review of SFHA and next steps

Karen demonstrated thermographic camera equipment for members. 

Trainer from Georgia will be doing both advanced and basic trainings and has offered to consult to do trainings for community groups

Camera should help SFHA prioritize important things to address.

 

 

3.      Overall Housing Objectives

Handout:  Revised definition of Asthma Friendly Healthy Housing

Building Code, Housing Code, Health Code already cover issues outlined in our Asthma Safe Healthy Housing definition.

 

Need to:

1.  Compare ourselves to another region (NE ARC) to see if we can model anything. 

2.  May need to focus on one or two codes and ask if they are being adequately enforced – is code enforcement adequately being utilized.  Need to say SF’s goals match our guidance

3.  Proactive and responsive code inspection

 

Strong Policy Objective:

We want housing inspectors to see inhabited parts of housing (not just common and public spaces) from proactive side so enforcement can be effective (only seen in residential hotels)

 

Affordable Family Housing – how to make this Healthy or Asthma-Safe

Policy Objective:

(For new construction)

  1. Commit to a smoke-free unit set aside (tax credits available),
  2. carpet-free unit set asides,
  3. cleanable surfaces,
  4. mechanical ventilation/windows
  5. ventilation hoods for all stoves
  6. least toxic materials used

Need to research feasibility, cost-effectiveness, least hazardous/toxic

Neil brought up how to intersect with whole policy push

Only opposition might be from those developing homeless housing

 

Update on Guidance Draft:

Bernie has collapsed ARC’s Guidance into this.

Louise is collapsing ARCs Maintenance and Baltimorer documents into guidance draft

Priorities specified overlap for new construction and maintenance.

 

Neil suggested including a consumer use component covering household items/consumer products

 

Tenant Education Flyers:

Gave flyers to housing rights groups

Could do more education at places where children get care

 

Tying in with Medical Providers:

PSR has put together a training manual for doctors, training on Oct 15 at Kaiser Oakland

Neil got advisory committee for SFHP

Might be a way to link in.

Blue cross is doing environmental asthma piece and could link in.

 

Announcements: 

1.  Article 11 in health code being modified – Sept 18th hearing of City Services; Supv. Mirkarimi’s aide may contact some committee members.  Asthma language is stronger.  Property owners pay administrative hourly fee upfront if violations are revealed from complaint inspection.

 

2.  Ray announced West Coast Green Residential Building Conference & Expo Sept 28-30th  - offered 2-3 free tickets for ATF members.

Karen will rewrite new construction goals

 

Louise and Bernie will revise guidance

 

Anjali will add healthy housing flyers to ATF Website

Anjali will convey to Tirtza to revise previous ATF minutes to indicate presence of DBI via Lee
