MAYOR NEWSOM SWEARS-IN LEADERS OF SAN FRANCISCO’S CHINESE AMERICAN COMMUNITY TO CITY BOARDS AND COMMISSIONS

San Francisco, CA – On the Eve of the Chinese New Year, Mayor Newsom today proudly swore-in several leaders of the City’s Chinese American community as Commissioners to a variety of San Francisco’s Boards and Commissions. Joining the Mayor was Phil Ting, City Assessor and Supervisor Ed Jew who also took part in the ceremony. The swearing-in also allowed Mayor Newsom to recognized the achievements and contributions of these outstanding Chinese Americans to the City and County of San Francisco.

"I am proud to recognize these individuals for their role in ensuring a government that is accountable, efficient and effective," said Mayor Newsom. " These outstanding leaders of the Chinese American community guarantee diversity and multiculturalism in our city governance which is also essential for a responsive government," continued the Mayor.

The following Commissioners were sworn-in today by Mayor Newsom:

Planning Commission

William "Bill" Lee has been a highly respected public servant for the City and County of San Francisco for over 20 years. In 2005, Mayor Newsom and Airport Director John Martin named Lee to his current position of Director of International, Economic and Tourism Development where he is responsible for bringing International Corporations and visitors to San Francisco and the Bay Area. Bill was appointed City Administrator for the City and County of San Francisco by Mayor Frank Jordan, in March 1995 and was reappointed to the position in 2000 by Mayor Willie Brown. During Lee’s tenure as City Administrator he oversaw numerous city departments and helped foster notable development in the city which included the opening of the 375,000 square foot New Main Library, City Hall’s $181.1 million seismic retrofit and a state-of-the-art 9-1-1 Combined Emergency Communications Center.

Bill currently serves on the Planning Commission and his other appointed service includes the SF Environment Commission from 1989-1993. Lee is a registered Environmental Health Specialist, Certified Industrial Hygienist and Certified Safety Professional. Bill was appointed Health Services Director for the San Francisco Department of Human Resources in 1994. He also served on the Federal Facilities Environmental Dialogue Committee and the California Environmental Protection Agency to work with the State Base Closure Task Force.

Lee received his B.S. degree in chemistry from the University of Maryland and a Master’s Degree from the University of San Francisco in Toxicology. Bill is the recipient of the 1990 Managerial Excellence Award.

Marilyn Sue Lee is currently the Executive Director of the Chinese Historical Society of America. Ms. Lee has worked in a variety of roles in city government including Director, Economic Development for former Mayor Willie Brown, Vice President of Public Affairs, San Francisco Chamber of Commerce, Executive Director, Small Business Advisory Committee, Business Director for Former Mayor Art Agnos and Business Specialist for former Mayor Dianne Feinstein.

Sue’s community involvement includes San Francisco Planning Commission, Private Industry Council of SF, Leadership San Francisco, United Way County Leadership Board and the Tenderloin Neighborhood Dev. Corp. Lee received her B.S. in History and Sociology from the University of California, Santa Cruz.

Civil Service Commission

Yu-Yee Wu has extensive experience both as an attorney championing employment protections and as counsel to the State of California’s Department of Industrial Relations implementing civil service reform.

Through these roles, Ms. Wu has become an expert in major federal and state employment laws, including the Civil Rights Act, the Americans with Disabilities Act, and the California Fair Employment and Housing Act.

Ms. Wu is a Board Member for the Asian American Bar Association; Board Member, Organization of Chinese Americans- San Francisco Chapter; member, Bar Association of San Francisco; member, National Employment Lawyers Association; and member, Association for Dispute Resolution of Northern California. Yu-Yee Wu received her J.D. Degree, with honors, from the University of Virginia School of Law, Charlottesville and a B.A. with highest honors, in Journalism and a minor in Public Policy from the University of North Carolina at Chapel Hill.

Building Inspection Committee

Frank Lee has been a licensed Architect in the state of California since 1988. He has worked in a wide variety of roles including Public Affairs Officer for the Department of Public Works, a Public Relations Consultant for a private developer, as well as an independent contractor. Mr. Lee has also served on the City’s Board of Supervisors overseeing legislative projects, tracking legislation through city agencies and commissions, as well as on behalf of the city with the media and public in an informational capacity. Lee has been an active and supportive member of his community, working as the Chairperson of the Salvation Army Chinatown Corps, the Asian Pacific Democratic Club and the Commission on San Francisco’s Environment. Mr. Lee received a B.A. in architecture from the University of California at Berkeley in 1993.

Human Rights Commission

Ms. Cecilia Chung is the Deputy Director of the Transgender Law Center and was appointed to the Human Rights Commission by Mayor Newsom in September 2004. The Commission in September 2006 later elected her Vice-Chair. Chung is an immigrant from Hong Kong and has been a San Francisco resident since 1985. As an Asian transgender woman living with HIV, Cecilia is an outspoken advocate to end stigmas and discriminations in all communities. Ms. Chung worked as a court interpreter for Santa Clara County. She also served on the Board of Directors for the San Francisco Lesbian Gay Bisexual Transgender Pride Celebration Committee, and the Board of the Asian and Pacific Islander Wellness Center. Her commitment to assisting the community has also extended to her efforts on the Transgender Community Advisory Board for UCSF TRANS, and the HIV Service Planning Council. Most notably, Cecilia founded the San Francisco Transgender Advocacy and Mentorship (SF TEAM), which plays host to quarterly events for the LGBTQ community. Cecilia attended City College of San Francisco and later transferred to Golden Gate University in 1987 where she pursued her undergraduate degree in International Management.

Ms. Faye Woo Lee currently serves a co-chair of the HRC Employment Committee. She is the current President of the San Francisco Lodge, Chinese Secretary of Grand Lodge, and the Chinese American Citizens Alliance, a national civil rights organization with the purpose of securing equal rights and equal opportunities for all Americans. She worked in the resettlement of Vietnamese Refuge Children’s’ Program and as a Child Welfare Supervisor in charge of Adoption for the Department of Human Services. She received her Bachelor of Arts in Social Work from Fresno State and a Masters in Social Work Education from San Francisco State University.

Commission on the Status of Women

Jing Xu Lee is the owner of a successful State Farm Insurance Agency in Union Square. A licensed insurance, securities and real estate agent, Ms. Lee serves a wide range of business clients. Jing Xu is a graduate of the San Francisco Chamber of Commerce’s Leadership San Francisco Program and is active in several civic and community organizations including Asian American Donor Program, Chinese American Voters Education Committee and Chinese American Citizens Alliance. Lee is a member of the Union Square Merchants Association and the San Francisco Apartment Association. Jing Xu holds a B.S. in Computer and Information Science and a MBA in Finance.
