The Department of Human Resources is charged with citywide coordination of the layoffs and displacements due to layoffs. Our goal is to ensure that applicable Civil Service Rules and Department of Human Resources policies and procedures governing employee layoffs are applied with consistency, compassion and respect. For that reason, we have compiled the following informational materials and resources for both departments and employees.
These materials are intended to provide information on current procedures for implementing departmental layoffs and subsequent Citywide displacement and return-to-duty processes. In addition, there is information about the services and benefits available to employees who are laid off and/or displaced as a result of a layoff. Please be aware that not every policy, rule or procedure related to layoffs is included in these materials.
For more specific information regarding employee rights and benefits, refer to Civil Service Rules (located at http://www.sfgov.org/site/civil_service_index.asp?id=4519) and to the applicable Collective Bargaining Agreements (located at www.sfgov.org/dhr).
