2008 STATE AGENDA

 

The San Francisco Office of Economic and Workforce Development support or sponsor state legislation and administrative action in pursuit of the following goals:

I. Environment and Sustainability:

Green Building: Explore expanding State "solar/seismic property tax reassessment exemption" program to include green building improvements.

Bottled Water: Reduce the use of bottle water.

Renewable Energy: Expand the use and implementation of renewable energy projects and funding programs, such as solar and wind power, as well as exploring the potential for tidal energy projects.

Potrero Power Plant: work with Cal ISO on commitments to shut-down the Potrero Power Plant when adequate back-up energy sources (i.e. combustion turbines) are on-line.

Shopping Bags: Explore or support legislation that expands San Francisco’s ban on plastic bags.

Protect the Bay: Explore or support state legislation or regulations that will prevent future oil spills, like the Cosco Busan incident.

 

II. Health Care

San Francisco General Hospital Rebuild

1. Provide resources for San Francisco General Hospital’s (SFGH) SB 1953 seismic rebuild project.

2. Ensure that SFGH is able to benefit from the two-year extension granted under SB 1661.

3. Expedite the State Office of Statewide Health Planning and Development (OSHPD) review of hospital facility development.

4. Ensure that the City can place a bond initiative on the November 2008 ballot to finance the rebuild of SFGH.

 

Laguna Honda Assisted Living Facility

5. Provide State and federal resources for the Laguna Honda assisted living facility.

III. Transportation and Infrastructure

Transit Funding: Maximize transit funding for San Francisco.

Proposition 1B: Closely monitor the development of regulations related to the allocation of Proposition 1B funds, and support implementation legislation and administrative action that is consistent with the City’s transportation funding priorities.

Proposition 1C: Closely monitor the development of regulations related to the allocation of Proposition 1C funds, and support legislation and administrative action to that will assist the City with increasing its low income housing stock, including redevelopment of public housing. In addition, work with the City’s legislative delegation on seeking funds for infrastructure improvement for eligible infill development projects and housing related park grants. Monitor the development and implementation of regulations for the Transit Oriented Development Implementation Program, as well as the CALReUSE Programs, which are contained in Proposition 1C.

High Speed Rail: Support CHSRA’s proposal for Pacheco Pass as well as November 2008 statewide ballot measure (AB 3032). Continue to advance nexus between High Speed Rail and Transbay terminus.

Treasure Island Transportation: Reintroduction of AB 1543, legislation enabling the establishment of the Treasure Island Transportation Management District, with key provisions authorizing implementation of congestion pricing and the innovative transportation program. Continue efforts to implement SB 163 and securing state financing for the replacement of the Interstate 80 ramp connections on and off Yerba Buena Island, either through funds identified within the 1B infrastructure bonds or other state/federal sources.

Transbay Terminal: Support TJPA’s efforts to secure state transportation funds.

Urban Partnership Program implementation

Implementation of WETA (Water Emergency Transportation Authority) – closely monitor the implementation of the WETA, starting with the appointments process. The Mayor recommended two candidates for consideration, Charlene Johnson and Monique Moyer (Port Director). As this organization becomes established CCSF will look for grant funding to infuse the water transit planning and programming underway for the Shipyard/Candlestick, TI and other waterfront developments.

IV. Economic Development

Hunters Point Shipyard/Candlestick

1. Enter into a term sheet with State Parks Department to reconfigure state park land at Hunters Point/Candlestick.

2. Identify and secure state transportation and infrastructure funds for the implementation of the transportation program.

Military Base Reuse: Engage the administration, through the State Office of Planning and Research, to evaluate and tout the benefits to the State and local governments of Governor Schwarzenegger playing a more active role in negotiations with the federal government on transfer of underutilized land at closed military bases to Local Reuse Authorities.

"China Desk": work with state agencies to support our efforts to implement a "China Desk" in San Francisco to facilitate international trade and commerce.

Port Initiatives – explore amending Infrastructure Financing District program to capture additional increment.

V. Workforce

Green-Collar Job Training - Invest in job training that supports the development of public-private partnerships between employers, the workforce system, training providers, and community based organizations that train low-income/low skilled workers for skilled green-collar jobs.

B. Regional Workforce & Economic Development Strategies:

1. Expand funding incentives for regional workforce planning & regional industry-based partnerships.

6. Invest in the capacity of local/regional institutions to connect employers, unions, individuals and educational institutions.

C. Provide working adults with opportunities to move up the skill ladder:

Provide support for community colleges and adult schools to develop programming that meets the needs of working adults, including contextual, accelerated, and off-hours programs.

Improve access to financial aid for adult students, workers and those supporting families by increasing flexibility in minimum course credit requirements.

Expand funding for training or increase flexibility in existing funding for working and unemployed workers through One Stop Career Centers, community colleges, community-based organizations, apprenticeships etc.

Maximize the flexibility in federal programs such as Temporary Assistance for Needy Families and the Workforce Investment act to encourage education and training. Maximize the flexibility of state funding such as Employment Training Panel Funds.

D. Limited-English Speakers - training and employment- Protect and expand funding for English-as-a-Second-Language and support funding for Vocational English-as-a-Second-Language.
