Muni

A. AB 2741 (Salinas and Wolk): to give Oakland and San Jose each a seat on the Metropolitan Transit Commission (MTC).

Recommended position: Oppose

B. AB 2817 (Salinas): to transfer transportation funding and programming authority from the MTC to county congestion management agencies (such as the SFCTA).

C. AB 2568 (Yee): to double fines for moving violations on 19th Avenue.

D. SB 1612 (Speier): to enable counties to access federal subsidies for childcare for foster parents.

Department of Public Health

F. 2004 State Legislative Plan: summarizes the Department’s position on key legislative issues that may be considered by the State Legislature this year, including emergency services, care for women, minors, immigrants, and the incarcerated, health insurance, HIV/AIDS, immunizations, medical marijuana, mental health, substance abuse and health care funding (hard copy available in City Hall Room 288).

G. AB 2766 (Richman): to prohibit San Francisco County and other "over-equity" counties from receiving growth in Vehicle License Fee "Realignment" revenues, which fund mental health, indigent health, and social service programs.

Recommended position: Oppose

H. AB 1881 (Berg): to authorize all counties to implement an integrated health and human services program, similar to a pilot program already authorized in selected counties.

I. AB 2301 (Maze): to eliminate the requirement for quarterly and estimated annual reports on indigent health care data, and preserve the annual reporting requirement.

J. AB 2483 (Chan): to develop a 3-year pilot program on integrating alcohol and drug treatment programs for youth.

K. AB 2871 (Berg): to authorize clean needle and syringe exchange programs without the requirement for regularly declaring a local state of emergency.

L. SB 1149 (Ortiz): to require the CA State Board of Pharmacy to disseminate information on Canadian pharmacies that meet requirements for safe dispensing of dangerous drugs to California residents.

City Attorney

M. SB 1152 (Scott): to make it a misdemeanor to sell ammunition to minors, and to require collection of information about ammunition buyers at the point of sale.

N. SB 1508 (Ducheny): to prohibit refinancing of rental property that has an outstanding code violation.
